1. Call to Order
The meeting was called to order by Chair Stevenson at 7:00 p.m., June 4, 2003.

5. Zoning Code Amendment to Require CUP for any Expansion of Existing Multiple-
Family Dwellings
Community Development Director Ericson indicated that this change to the Zoning Code would
require a CUP for any expansion of existing multiple-family dwellings. He then indicated that
the CUP would give the City the chance to review any proposed expansion to determine its
potential impact to the surrounding community.
Chair Stevenson asked if the City Attorney had reviewed the ordinance.
Director Ericson indicated that the City Attorney had reviewed the ordinance and found no issue
with it.
Commissioner Miller asked whether the proposed change would take care of the concern that
parking would be allowed in the front yard.
Director Ericson indicated that the change does not address that issue and the parking
requirements in the ordinance allow for parking in the front yard. He then indicated that Staff
had spent a considerable amount of time searching through old documentation to determine
whether there had been any agreement to maintain the front yard area as green space.
Director Ericson indicated that the City has taken in a building permit application for the four-
plex that brought this issue to light but any subsequent applications will be required to go
through the CUP process.
MOTION/SECOND: Song/Stevenson. To Approve Resolution 730-03, a Resolution
Recommending Approval of an Amendment to the Zoning Code to Require a CUP for any
Expansion of Existing Multiple-Family Dwellings.
Ayes – 6 Nays – 0 Motion carried.

6. Consideration of the Acquisition of the Property Located Between 3016 and 3000
County Road H2
Economic Development Coordinator Backman addressed the Commission and explained the
circumstances surrounding the property in question being available for purchase by the City. He
then indicated that the City is able to purchase the property for $68,901.14 as a tax forfeited
parcel from Ramsey County plus a small reconveyance fee.
Economic Development Coordinator Backman indicated the City currently owns or controls
approximately 6.5 acres on that block and acquiring this lot would further assist with the
residential redevelopment being considered.

Economic Development Coordinator Backman indicated that he had received quotes for soil
borings on the property and those will be presented to the EDA on June 9, 2003 for
consideration.
Economic Development Coordinator Backman indicated that Staff has developed additional
developer criteria and requested that the developers submit to the City additional information by
June 5, 2003 for consideration on June 9, 2003.
Commissioner Hegland asked for clarification on the reconveyance fees.
Economic Development Coordinator Backman explained that the City has control of the property
through a use deed and would need to convey the property back to Ramsey County before
purchasing it and there is a small fee involved in that.
Commissioner Song asked what the big ditch at 2946 County Road H2 was for.
Economic Development Coordinator Backman indicated that it is a holding pond for runoff from
H2 but could be relocated to accommodate the residential redevelopment.
Commissioner Zwirn asked how many soil borings would be taken in the intended acquisition
property.
Economic Development Coordinator Backman indicated there would be approximately two in
that location.
MOTION/SECOND: Zwirn/Hegland. To Approve Resolution 729-03, a Resolution
Recommending Approval of the Acquisition of Tax Forfeited Property.
Ayes – 6 Nays – 0 Motion carried.

There being no further business before the Planning Commission, Chair Stevenson adjourned the
meeting at 7:21 p.m.
