The regular melting of the '.ounds View Planning Commission was oalled to
order by Chairman Stole at 7:30 P.M. Members present Stole, Burggraff,
Gustafson, Glazer, Folok, 'awake, Hillsdale, Forslund and Blanchard. W.
Skiba was also present.
The minntse of the September meeting were read 'and approved. The minutes
of the special meeting were corrected to change the mooting date from
September 4th to October 4th.
Ray G. Talborg, 5371 Clifton Drive, requested a variance to put a 14/
addition onto his 20'x20' garage to make it 20!x34
MOTION by Burgg::xff to approve the request for a variance. Seoonded by
uL� stafson. Carried.
C) ger Koopmeiner, 7760 KnollWoOd, questioned the Cotmnission on the
ssibility of setting his now house 10 or 15 feet.ahoad of other houses
on his street to give him a bigger beck yard. Other houses all -set back
51` from road.
It was suggested that he get approval from his neighbors before he applies
for a variance.
Mr. Stole read a letter from Mayor Nelsen concerning additional things
for the Planning Commissir,n to check on for commercial sites4

Dear Milt:
The Village Council would like the Planning Commission to
review all site and building plans for commercial. and Indust :lel
developments including multiple dwelling projects. The following
non inclusive list are items which the Council feels the Planning
Commission should be concerned with:
1) Location of principal and accessory buildings on the
lot relative to each other, parking areas, and
natural features.
2) Location of parking areas and driveways relative to
existing and future roads.
3) The style of the building with attention to blending
the architecture with existing structures.
4) Landscaping a development to maximize the natural
terrain features while insuring adequate buffer zoaas
to lower use districts..
.:5) The use of controlled lighting for developments.
6) Building heights of commercial buildings'.

CONTRACT FOR PROFESSIONAL PLANNING SERVICES
AGREEMENT this 29th day of October, 1973, by and between the VILLAGE OF
MOUNDS VIEW, RAMSEY COUNTY, MINNESOTA, hereinafter sometimes called
CLIENT and MIDWEST PLANNING AND RESEARCH, INC., hereinafter sometimes
called the CONSULTANT, relating to the employment of the CONSULTANT as
follows:
OBJECTIVE OF SERVICES:-
The preparation of a Comprehensive Village Plan update to the form of a graphic
cnd written document portraying the physical development potential of the Village.
SCOPE OF SERVICES:
The scope of the planning services will be divided into four phases, as described
below:
Phase 1,- Survey and Analysis ;au,

The Survey and Analysis Phase of the Comprehensive Platt update will contain a
land use analysis, economic a ation analysis, housing analysis,

Existing data from other sources will be used where possible le avoid unnecessary
duplication.
1. Land Use Survay
Objective: 'fo inventory the various uses of the land within the Village
and immediate fringe areas.
Product: A single colored Land Use Map (Linen) and a reproducible
(black and white) map.
Content
e land use map will indicate the use category by parcel,
including residential, commercial, industrial, public,
institutional, and others as appropriate. The black and
white map will show the location of all dwellings by symbol
including the number of units For each parcel.
2. Land Use Analysis
Objective: To achieve an understanding of the relationship between
existing land use patterns, the factors which combine to create
this pattern, and the coincidence between land use and zoning
classifications.
Product: Survey report with text and graphics as necessary to explain
and present the analysis.
Content: The report will contain maps showing the zoning districts, the
amount and location of vacant land in each classification. Land
y+s use acreages will be tabulated and the total amount of undeveloped
land calculated. Land use patterns will also be analyzed in
;elation to topography and other physical features of the area.
3. Economic Analysis
Objective: To determine the economic function of the Village in relation'
to the surrounding area, to provide data for estimates of future
land use needs and strengthening of the economic base.
Product: A survey report with text and'graphics as considered necessary
to explain and present the analysis.
Content; An analysis will be madeof economic and other resources to
determine the Village's capabilities and potential for balanced
economic growth. -This study will include a determination of
existing trends and competitive position of the various types
of economic activity in and adjacent to the community. This
study will also form the basis for judging future land use require-
ments and generation of traffic for these various activities

4. Population Analysis

unit areas, facilitating the evaluation of future population
growth potential by smaller geographic units in relationship
to the protected land use plan For these areas.

Objective: To evaluate the existing location, scale and function of public
and quasi public facilities.
Products A survey report with text and graphics considered necessary to
explain the analysis.
Content: A review of existing parks and playgrounds, schools, churches,
and other public and quasi-public facilities as appropriate, with
projected needs based upon antic! •ated�rowth and recommended
standards pr„►tioW+s.
Phase 11 Goals, Policy and Standards
Objective: To establish community goals, policy, and standards against
which the plans will be formulated; such goals and policy to be
representative of the community at Inge, and standards to reflect
existing and projected characteristics.
Product: A written statement or resume of community consensus prepared
in draft form in twenty-five (25) copies and fifty (50) copies as
a chapter in the planning report (Phase ill).
1. Presentation by the CONSULTANT of a general outline
of subjects of which a consensus is needed.
2. Meetings between the CONSULTANT, the Village
Plannin3 Committee, and any citizen advisory groups as
deemed necessary by the Village to achieve she stated
objectives, but not to exceed the total number of meetings
as stipulated below.
Phase III Comprehensive Development Plan Update
The Comprehenslve Development Plan update will be en action oriented guide plan
based on the goals selected by the Village during the early phases of the study. The
update plan will show the Village how it might develop over the next decade, based
on the selected goals and the implementation of policies necessary to achieve these
goals.

Objective: A plan to serve as a basis for the delineation of zoning districts
and a guide for future development.
Product: A large composite display map and text in the planning report.

Delineation of land use categories with basic land use recommenda-
tions fully explained in the text, based on results of survey data,
analysis, and community goals.
Transportation Plan
Objective: To produce a community thoroughfare plan of major streets in-
tegrated with other local collector and residential streets in
relation to County, State, and Federal routes, Other transporta-
tion facilities will be included as appropriate.
Product: A large composite display map and explanatory text in the planning
report.
Content: A delineation of recommended thoroughfare routes and other
1 transportation facilities to serve the future development pattern.
The Transportation Plan will relate future internal and through
o traffic patterns in relation to State Highways, the community as a
whole, and adjacent communities. The explanatory text will
include other transportation systems as appropriate and graphic
presentation, arid an explanation of recommended thoroughfare
dimension standards complete with detailed explanation of the
function and scale of mnjor thoroughfare proposed. A series of
the standard cross- sections will be furnished to serve as a guide
uniform aonstructlon standards.
Objective: To recommend a development plan for location, scale, and
function for public and quasi- public land and building uses
appropriate to the scale and type of community land uses and
development, utilizing accepted standards.
Product: A section of the planning report, including graphic presentation
and explanatory text of recommended community facilities.

The Mounds View Compreherive Plan update will be completed within eight (8) months
from the date of exc of this agreement, unless delayed For reasons of unexpected
emergencies, forces beyond the control of the parties, or by request of a party,
acquiesced in writing by the other party. If so delayed for more than thirty (30) days,
at the request of the CLIENT, Midwest Planning and Research, Inc. reserves the right
to renegotiate the contract to account for rising costs before resuming work.
COST OF SERVICES:
The cost to the Village for all services rendered by the CCNStJLTANT in the completion
of all phases as specified above shall be Sixteen Thousand Flve Hundred Dollars ($16,500).
A retainer in the amount of Two Thousand Dollars (52,000) will serve as partial paymeni
upon submission of the executed contract and prior to commencement of the work. The
remaining Fourteen Thousand Five Hundred Dollars ($14,500) will be billed on a monthly
basis of Two Thousand Dalian, with the final payment made upon completion of the contract.

Public hearings and presentation over and above those included in the fixed f- will be
billed at a rate of One Hundred Dollars ($100) per meeting.
MEETINGS:
The planning services outlined in this Agreement shall inclu a eight meetings with
the Village, three (3) of which shall be public hearings. 41, 41 44 4 1\\•
GENERAL. PROVISIONS:
In the execution of the work covered by this Agreement, the Village shall furnish to the
CONSULTANT all available information in the possession of the Village, its agents and
employees, relative to the subject matter of this Agreement, and the Village shall provide
the CONSULTANT with access to all existing records having any bearing on the subject
matter of this Agreement.
The work covered by this Agreement shall be performed diligently, with periodic reports
to the Village regarding progress made on the various phases of the work and with periodic
conferences with the Village regarding the details of the work covered by this Agreement.
The signing of this Agreement will automatically authorize the CONSULTANT to proceed
with the execution of all phases of the work described herein, without further instructions.
IMPLEMENTATION OF AGREEMENT:
The Village and the CONSULTANT each bind themselves, their partners, successors,
executors, administrators, and assigns to the other parties to this Agreement, and neither
the Village nor the CONSULTANT shall assign, sublet or transfer their interest in this
Agreement without the written consent of the others.
The Vi lage shall furnish to the CONSULTANT certified copies of all resolutions, ordinances,
maps and other documents pertaining to this Agreement.
PAYMENT:
All costs incurred will be payable to the CONSULTANT within thirty (30) days of receipt
of an invoice slowing the work completed and the cost of said work. To each Invoice
not paid within thirty' (30) days will be added a service charge of one (1) percent per
month for each month delinquent.
TERMINATION:
This Agreement may be terminated upon thirty (30) days written notice by either party. In
the event of termination, the CLIENT will pay the CONSULTANT for work completed on a
time plus materials basis.
