Business: Minor Subdivision; Spring Lake Park knolls Addition Lot 82 and 81 •xoept the S. 381. Divide into 2 lots. proposed Mr. Donovan Wendt appeared again requesting action on the prop lot division that he had originally propossd to the P Connisaion on Jan. ion tabled a motion approvaltuntil the 27 Pl ing meeting. The village longings? had checked about the problem of a road esssmsnt and pressnted the Planning Commission an alternative plan for the Commission and Mr. Wendts consideration. This plan could r or a 50 •ss and ndla 100 lot. Mr. Wendt is Mr. Wendt stated hs had talked to Mayor Noises and was under the impression that a possible 30' eesamsnt and a 70 lot would possible be temptable. TO Commission felt this was too cubstandard for a lot, sines the village maintains we have 85' lots, and if a road did in the future go through the lot then would be corner lot and be even more.substandard. Action on tabled motion from 1/23/74. MSP(Olassr /Burggraff)to recommend to thu Council approval of the plan as presented by Donovan Wendt on Jan. 23, 1974. 2 ayes. 6 nays. Mr. Glaser expressed concern about the effect of noise on the mobi]t home park residents, and would like to recommend a temporary fonts on the north sids next to the groom arse, 8 high and of possible basket weave or something similar to achieve "solid wall" effect. Mr. Glazer also would like to see a fast growing conifer plantings on the book berm. Chairman Betake disousasd the letters from the Rios Creek Wtershsd and the Metropolitan Pollution Control Agency, and also the possibility of working out as &reement with Smith Transfer of having the book gate on the utility easement, by doing this the Village would have steams to the water tower. Mr. 2obneon stated that he did not have the authority o okay thief proposal but Celt there was the possibility of working something out with the owners. MSP(Burneister /Hanks) to recommend approval of Stith Transfer plan dated 2/25/74, but with the reoommondation of fast growing conifer plantings on the bank berm. 8 ayes. carried. Minor Subdivision Lee Lilaengren and Wm. Beim Part of lot 3 Mounds View Industrial Park. MSP(Baske /Burggraff to recommend approval to Council for the request of minor subdivision on part of lot 3 of 113 subject to review of the Park and Recreation commission for the land /cash dedication. 8 ayes: Carried Rezoning from B 3 to R 1 Part of lot 9 Auditors Subdivision 89 Blanche Abbott Mors is a problem of about a 20 x 100 strip on the lot north of Mrs. ,Abbott's, in that this strip is zoned 83. When the owner purchased the land it was thought tc be all R1; the lot size is 100 x 200 Thera is the possibility that the owner will want to petition the Council to have this strip rezoned to R1. Although thy fooling of the Commission wag that this piece of land was too mall to do anything with it. MSP (PvrggraffOass)to recommend to the Council to schedule a bearing to mono from B3 to R1, part of lot 9, Auditors Sub- division #89. 8 ayes. Carried. Minor Subdivision Lots 1) and 15 Knollwood Park Addition Roubea Aokterkiroh Concern was expressed by the Commission of creating land locked situation, but Mr, Ackterkirch stated that the potential buyer ownss the lead which sluts hie piece on the north east tide (zoned R3) and a road could be put in off of Silver Lake road, on the north part of the R3 piece of land. Mr. Aokterkiroh also felt the sale of the land would be of no problem since he does have earnest money for these lots. MSP(Shelquist/Heake) Whereas the Planning Commission realises that the proposed plat creates three lendlooked lots, Mr. Aokterkiroh states that he has an earnest money contract for purchase of the lots, by a buyer with access to the property via adjacent lend we re.Ammsnd approval of the subdivision as presented. This action is token knowing th-•t this land!is zoned R1 and it is the sense of the Commission that this zoning will be maintained, 8 ayes. Carried. Non fee item Major Subdivision Ea th Harstad Mrs. Harstad appeared for Mr. Harstad and would like approval of Greenfield Plat #3 and the pieoe of lend bounded on the West by *ewood Dr. on the South by County Rd. I sod on the North by Hixlview Rd. Mr. Helmeted would lite to combine the total acres of these two parcels of land and use the low land on the Bast parcel for park land, creating a Home Owners Assoc. to maintain the park. This Mr. Harstad feel would satisfy the dedication to the Park and Recreation ordinance the Village has. Mr. Berated indicated he would like to put townhouse4 on this piece of land. Mrs. Harstad was informed that the first parcel of land, Greenfield! Plat #3. was already approved on11/23/ 73 by the Planning Commiss- ion. The other parcel of land was a sketch and Commission members felt there was not enough infoxasation on the plan to nake say dioeisioa. Mr. Harstad came to the mooting inter and asked about the Commissions feeling of the townhouse concept. MSP (Houle/Hooke) to recommend to the Council to rezone the Spring Knolls Addition from the B- 3etotR- 1yforethel 9, following r eason.t 1. Spot zoning, surrounding property is already developed as single family; 2. Considering the park on County Road H2 and Silver Lake Rd. and the R -2 zoning across the street, the area will tend to become increasingly residential; 3. Oroveiand Road and Silver Lake Road, both of which measure 60 right -of -way is classified as a minor street which were act intended to handle the traffic volumes that would be generated by an office /retail center. 8 ayes.
