Sled to order: 7:30 by Chairman Raake

Present: Foss, Glaser, Shalquist, Burmeister, Haste, Routs, Burggraff,
Maokeben.
Absent: Blanchard.
Business: Minor Subdivision, Leonard Kremer
Lot 2. Spring Lake Park Knolls Addition.
Divide into two (2) lots.
Mr. Larry Fox appeared before tke Ooswiseion for Mr. 'Tremor. The
lot in question is bounded on the west by Groveland Rd., on the
east by ot

divided into tun (2) lots, and has already established the baok
lot linsj the commission recommends tkat this lot line be main-
tained in tkis new request for a lot division also. The
Commission also reoommends that five (5) ft. be taken from each
tot for the utility easement.
MSP Burggraff/ Houle to recommend approval of the minor subdivision
with the five (5) ft. utility immanent to be taken off each lot.

Accessory building in excess of 145 Sq. ft. (208 sq. ft.)
Mr. Lanser appeared for Mr. Chriessianson,and explained the proposed
plan to attaok a 201 X 81 building to an already existing build-
ing tkat is 61 X 8s, creating an area of 208 sq. ft. This
building will be used to house a boat. Tke extent of the variance
from the Ordinaaee is 15.eq. ft.
MSP Seelqui'nt/ Glaser to recommend to tke Council. approval or the
'Special Use Permit for the addition ho the existing aooeseory
building for the total of 208 sq. ft., located as shown in
Mr. Christianson's sketch wkiok a000apied tke request.

Mere were 15 - 20 residents of the Jousts Dr. and Clearview Ave.
area, in attendance at tke Planning Commission meeting. voloing
their concern over the traffic pattern'wkioh will be created when
the townhouses will be burst on Greenwood Dr.
There was also concern over tke water and drainage problem exist-
ing in the area, apparently there are homes with water in the
basement.
Mr. Harstad kad already met witk about 40 residents on June 25/74
to disouss tkese problems. The residents at this time asked if
a road oould be put tkrougk, going to Long Lake Rd., Mr. Harstad
felt that its oould not do this because of the costs.
Tke Commis.}.on asked Mr. Harmbed if he oould put a road tkrougk
to County Rd. H2, using Greenwood Dr. as a starting point, creat-
ing a jog at Greenwood Dr. and Lousia. end tken exiting on H2.
Again Mr. Harstad stated ko could not do this, and chat legally
he felt he would not be required to change his plans, and also
it would mean a lose of time and money, to be required to do so.
A lengthy discussion between the Commission, Mr. Harstad and bke
very concerned residents was held, and at this time the residents
expressed their feelings on the traffio pattern, drainage, land -
soaping of the townhouses, and exterior appearances of tie town-
houses.

Commissioner Glazer .rated that he voted against the,motion be-
cause ha belt that when the plan was first prenented this traffic
existed, and the Counoil was aware of any problems that may arise,
at that time.
Commissioner Maokeben felt that the plan was already approved and
doom not need approval again, ke also felt that the motion was
a poor one.

ordinance requires a 5 ft. setback. The reason given as to way
the garage has to be built aloes to the lot line is tact th.

Approval of Plano for Smith Transfer.
Mr. Kan Letourneau of Buotow & Assoc. represented Smith Transfer
in reviewing their plans.
Mors kas been moms okanges in tke plan suoktlas--- the blank top
area in tke rear is somswkat larger, tke office space kas increased,
there will be no plantings on the front berms, only on the book
berm. Tao front berm will be covered witk sod, The plantings ou
the back berm will be Mowgo pine. Tie Commission would rather
have Scatlok or Norway pine, since Mowgo pine does not grow only
tall, altkougk it is rather bushy, this was aooeptable to
Mr. Letourneau. Tke trees are to bo at least 4 ft. in ksightk
and staggered as shown on tke plan dated 6/3/74.
MSP Haako/Burmeister to recommend Council approval of Smitk
Transfer plan dated 6/3/74.

Mr. Ellord Rosin appeared representing Messiah Lutheran Ckurok on
their proposed parking lot.
Me parking lot plan has been revised in that it is now split
into two (2) notions, one section dropping 4 ft. lower frost the
kigher ■eotion, thus allowing a lower retaining wall on the
soutk eidb. Before the flue. plan is to be submitted to tko
planning Commission, Mr. Rosin is to contact the City Enginoar
on drainago, add contact tko residents on the soutk and west to
get tkair feelings on the proposed plan.
Proposed rasoning of this Lewis Property for Car Repair and Trailer
Rental. Mr. Jerry Fields appeared before tka Commtsssion.
Commission members felt that tke Planner skould be contacted as
to kow this plan would fit into the new comprehensive plan,
Chairman Hawke kas oallod a meeting of tke Commission on July 9,
1974 at 8:30 p.m, to moot with tke Planner on tke progress of
tie comprehensive plan.
Tie Planning Cawission regrets tie resignation of Phil Houle,
*floated imeseditily. As a result, there will be a lepen position
on tke Planning Commission.
