Meeting called to order: 7:39 P.M. by Chairman Basks
Members presents Foes, Burmeister, Ratke, Burggraff, Mackeben, Roseman
Members absents Blanchard, Shelquist, Glazer
Minutes: The minutes for November 20, 1974 <ere read and approved,
6 Ayes, motion oarried.
Business: Geo. Payne Jr., owner of property looated at 8035 Eastwood Rd.
Side yard set -beck requirements not mot by subdivision
approved by Planning Commission on June 213, 1972.
Mr. Mrs. Douglas Schroeder, 8051 Eastwood Road appeared at
the Planning Commission. They are the ownera of the north lot
which was created in the original lot split.
Mr. Schroeder gave the Commission the following informations
At the time of the lot split there was an older building on

building and possibly would build another home.

1973. The occupants did not move out in the spring of 1973
but continued to live there until the first part of 'December
1974, then moved out and within a few days, new occupants
moved in.
Not only is the house on the lot line but Mr. Schroeder stated
that when he put it-fence up, he had to curve out from his
starting point because of the house being on the lot line.
In the spring there is 'also trouble with the septic tank on
the property in that it backs up and causes a run -off that
orates en unpleasant odor
Also that.: is a largo van located in back of the building
which is up on block's and apparently is used as a storage shed.
Upon reviewing the Planning Commission minutes for June 28',
1972, the Commission could not find any indication that Mr.
Payne "had agreed to tear down the building, the minutes only
contained the motion to approve a lot split.
The letter be sent to Mr. recommend! to Council

that it is the understanding of the Commission that Mr.
Payne had a verbal agreement to tear down the building
located at 8035 Eastwood Road at the time he was granted

Request to divide present 153' x 458' lot into three (3)

The lots created would be:

The variance request would involve lots A 8. There was
also an alternative suggestion making lot A 73'x 214'
(15,622 a$. ft.) and lot B 80'x 2111'(17,120 sq. ft.) to
bring the property line further away from the existing house
on lot A, due to maintenance, etc.

MEP Burggradll/Rosaman to recommend approval of subdivision
creating three (3) lots, all lots are subject to the Live (5)
foot utility easement and subject to the Park ant Recreation
dedication fund. The lots would be of the following size:
Lot A 80' x 214'
Lot B -73' x 214'

At 8135 P.M. Commission member Foss rejoined the Planning
Commission.
Subdivision request.

This item was previously considered by the Planning
Commission on July 25, 1974 and the request was granted
subject to a 15 driveway to e mununtil

The item is now being returned to the Commission from the
Council for further consideration regarding 30 public

of west lot, extension of Knollwood Drive south of Arden

The Commission feels that there is the possibility that
Knollwood Drive may never go in south of Arden Ave., and

MSP Roseman/Macktben reaffirms the July 25, 1974 recommendation
with a 15 driveway easement. Al o subject to the Park and
Recreation dedication fund.
Ayes 6. Motion carried.
Rotes The July 25, 197!1 motion, did not include the dedication
to the Park Reorestion fund but is included in the now
motion made 12/18/74.
Ponsibls Subdivision.
Brentwood Subdiviaion Development. Mr. Ed Dropps
Auditor's Subdividion 89, lots 2,3,4
M^. Bob Carlson appeared with Mr. Droppsto get the feeling
of the Commission of it proposed subdivision. The Commission
oould see no problems with the plan and told Mr. Dropps
he could go ahead and appear before the Commission on this
under a fee item. But Mr. Droppswas also told that 3 ambers
of the Commission were absent and there was no guarantee that
his plan would be accepted until the Commission reviewed it
under the normal process of being on the Agenda is a fee item.
Variance. Mr. Ed Dropp; Pinetree Builders Property involved, 7830
Eastwood Road.
Mr. Droppssppeared requesting a variance for a 70 front
yard set -baok.
The digging for the foundation had Already been started when
the Building inspector, Wally Skiba stopped the work. Upon
inapeotian, Wally ekiba found tha new proposed house would
be set back further than the already existing houses on
either side.
Mr. Dropp■ stated that he did not realise you had to have a
variance to set bank further, but only to have less at baok
than is required. He indicated the reason the house is to
be built in this particular area is because tho owner wishes
to save 2 large pine trees located in the front.
Mr. Dropps also presented 2 signed statements by the residents
on either side of the proposed house, stating they did not
object to the looation.of the new house. Statements signed
by Mr. Mrs. Harold F. Glaser and Mr. Mrs. Lamont C.
Bolduc.
MSP Roasmat/Foss to approve the variance for an ypproximate
70 I set back for the new house at 7830 Eastwood Road.
The Commission would like to comment on Building Inspector
Skiba's sharp Observation of this problem.
Commission member Mackaben was excused at 9:5 P.M.
