' The Mounds View Planning Commission wa~ called to order at the City Hall
by its chalrpereon, Barbara Naake, at 7r30 pm on Wednes3ay, February 9,
1977. The following mambers~ were presents Paul i'edor, Don Mackeben,
Gerald Foee, RoberL• Glazer, Nancy eurme.ieter and Ba.rbars Haake.
Allan Zepper and Phyllie Blanchard were excused. Also preaent weres
CouncilmAmbers Haumgartner, Rowley, Hodges, Mayor Piakar and Sieve Roae.

Steve Rode atated that all lote except the most NC lot will meat frontage
and area requiremente. The moat NE lot would have a snbstandard Lrontage
of 82' due ta the location af the exieting house, which will be 9' from
proposed eubdivieion line. Applicant stated that eventually the exieting
older homa will be removed.
Ms. Haako aaked if anyone had diacuneed s park dedication with him and
Mr. Chriatensan replied that he was aware of this because ho had talked
to a contraotor some yaaxe a.go and he had told him thie.
Mr. Rose further etated that when tYiey get the preliminary plat they will
have acmething to work with and decide how they would route additional
sarviceo thraugh thera. He recommended drainage and utility easemente
around ev~ry lot because of the tupography of khe area.
A atraw vote was taken. All Commiesion membera stated that they would
j prabably be willing to go along with the propoaed sketch.

at thia meetinq indicates that the nketch ao presented tonight would
~ be aaceptable wit:i the information we have available this evening.

be necessary.

Applicant has requesked preliminary approval of a commescial industrial
devolopment to be located to the aouthaast corner of Silver Lake Rd
and Highway 10. The development would i;~ciude a retail motorcycle eales
store wit}~ repaii and parts area as well as warehouse area, an electrical
contraatore shop and office, and a retail boat eales and repair shop,
Mr. Livingetun stated that they have tried to get Mr. Rose's help in
telling thenr what they would hava to do in order to conform with the
propoaed regulations. They laid out their plan with that in mind ineofar
ae setbacks, parking, etc. The eetUacka would provide £or 30 feet of
landecaped area along Silvar Lake Hd ae well as the Highwxy 10 area.
Hehind the ratail atore i.hey will. have facilities tn atora the crated
cyclos. Parking ia in the back and Lno Bringewatte, in addition
te these two parcels of land, owns the lana immediately to tbe Eaet
which is also zone~ commercial. What tiiey would like to do before
going further ie to find out if there are any objections. Mr. Xoae had
told him that what he would like to do is have an overall planned unit
for this triangle. Further, eventually they would like to put another
bulldin~ in with parking to the East where there is low land, which

find cut tonight so that they can go aome place else.

Mr. Glazer atated that with reapect to the adjoining property and overall
plan--we wi11 be eatablishing a amall ahipping activity and this can be
a key to what ie going to happen further down on Silver Lake Rd and Red
Oak Drive. We cannot etop hea~y truck traffic on Highway 10, Uut aomething
muat be cione to aseure that we cati keep the tri~eks from Silver Lake Rd.
They should come in and of£ Hiqhway 10.
Ms. aurmeiater atated that she could live with the concept , but doean't
like this buslness out in limbo--would like it all developed as a PUD.
Mr. Foes said that he thinks the develcpment fn11e i~zto the category of
Highway eusiness District. It ie comp3rable with the new plan as long as
provision is made that if neceseary, at a future date, they can develop

Mr. Livingaton replied that the intent £rom hie own personal viewpoint would

She atated that she supporta the comprehensive plan and does not suppost
the type of useaye that he is presentinq.
Mr.. Livingoton stated that he will go back to the investors and say that
they cannot get tlie go ahead.

ia a buninosa diotricL. we have a spec:trum of uses from motal to £ood
to aervica to office, warehouse, etc. It invites much varied activitiea
in a controlled planned type .~f environment. The back parcel Would be '
the least ut111zed so they could utilize it at an earlier date with hou~ing.
The center ci.ties are giving this away, so it is a rug~ed buainesa.
On commercial-retail thie community is well served. There is a].so a
prableni becaus~ there are pepulatiun voids. It dnea hava the virtue:~ oE
aaaeanability and viaibility. The sltarnative is general buainass. There
is a shartaqe of general businesa her~,. Further, sites tha~ du have deQkh

Mr. Aslanidis emphasiaed that this was not a preliminary plat r~nd
this area definitely coicides.
Planning Commission member asked if the State wns agreeable for
an access into it or a cut across. Mr. Aslanidis replied, "A cut
across".

Highway 10? Mr. Poppleton stated that they do have a need to get
to the back o£ the site. Otherwise you wlnd up with a strlp and
a back yard. In other davalopments, they had to grow fram the

operatad housing for tha same reason the comprehensive plan did,
They toak a marketing v3ew of it--tlie roots of the apartmant scheme
is economic. Look at the hol3in~ cost of the land. It is not pru-
dent to hold it forevar. Apartments can be daveloped earlier than
tha commercial. The big pressura on tha land is tfie holding ccsts
will be excessive if it doesn~t gat going.
Mr. Pedar asked wh3.ch phase tlie apartments w~re in und Mr. Poppl?ton

Ms. Neake stated that Lhe apartment development would be the one

Rnad H2 were necessary7 Mr. Aslanidis seexed that they could
reduce the curb cuts down eo ~ 1E nacessary to accommoduta tha City.
Mr. PoppYeton said that what thay are selling is location--they
needed some other scheme to penetrate back of the site at an early
phase. If some substantial buyer wants tha freeway axpbsure--fine,
The intsnts are baing met, but this ona bost meets the needs, the
ends serva both es well. If we can soive the traffic idea than
the ldea will stay alive long enough to argue about the apartments.
Mr. Rose said that the number of curb cuts is not. the important
tl~ing. They are maro or less a conveniece. Tl~ey~re possibly pro-
posing something lass with regard to traffic than in tha District
S plan. 'The develaper should furnish tha City with traffic impact
statistics of the mult3ple dwellings on the immediate area.
p3anning Commission me~rber asked how many apariment units were
planned along County Road H24 Mr. Poppleton said that thay have
room for about 160 apartment units.
Mr. Beim stated that the reA3on that we are hora is becausa he

~ interchange, and could they get a recommondation from the Planning

change should be located at the Raymond Avenue exit.

Mr. Fedor said thax it is a real good plan. He quastions the
phasing of it however. Part of the apartmen't land should be
scheduled into a ghase 7, or 3, so we could be mora assured that
this is actuslly going.to come up the way it is being planned hare.
Mr. Mnckehen said that from u traffic pattern standpoint it is
much better to hava a cut whEi•e they hava prosontod it. I£ :•re
can obtain a quality commercial develorment in there, we should
certainly back t:ium to obtain this cut. He is concarned, h~w~ver,
about the donsity with ragard to apartments. There would ba
quite an influx into the school up theze as well.
Mr. Gelzar askad what type of units will Lhey build, and hir.
Popplaton replied that tliay ~oui3 be somewhat above Scutland Greon.

Mr. Poppleton stated that they aro csking that the City jni.n with

Council member Baumgartner stated that Munday is the rogular Council
meeting, We could make a motion to endorse those cuts at thet time.
