Hanka. Present were: Barbara Haake, Robert Gluzer, Nancy Burmoister, Don Mackenben, Paul Fedor, Phyllis Dlanchard, Gerald Foss and Allan Zepper. Also presont were: Councilmembers; Rowley, Baumgartner Hodgas, Mayor Pickar, Administrator Achen, Stev~n Rosa nnd $ttgineer Hubbard. Chairporson tiaake opened the meeting wi2h introductory remarks (statement attached) and Admin3strator Achan gave the background stating that the City Council in 1974 had passad a resolution urging legislators and Congress to do whut they could to hastan construction of }lighway 10, tAr Achen explained the project, sayf.ng that iC is a design that hus not beon formalizad by the ~ Highway Department. The Fall of 1978 the llepartment of Trans- poxta~ion has as its goal to formalize preliminbry designa of the highway, after the en',rironmental impact statements have baen praparod. After staff had obtained`copies of the rough draft alignmont, the communicatad with DOT ragarding alternatives, costs, atc. I was felt that not to have an interchange at all would meet res stance Prom Blaine. It was staEf's feeling that ~ thay ought to do some,work in looking at othar alternativess - possibla ways to redesign to reduca tha negative impacts with possible construttion o.f the Red Oak InL•archange. This could have an impact on the neighhorhood chsractar. Improvaments would also have to be made or. Red Oak Drive - additional traffic signals, curbs, gutcers, etc. He illustrated staff~s various ideus on the screan; first drawin~ being tho intercht~nge as pre- sar~i:ly designed. The,sar..ond drawing compleCely eliminated the intarchange in the Red Oak Drive vicinity and puL it on County !?oad J. Third drawing: Long Lake Road inYerchange, which would s~~crifice px~ime fndustrial davelupment. Some campromisa is going to have to come out between Mounds Viow snd Blaine was the staff~s opinion. The maeting was then turned back ta Ms Haaka. Ms Peg Mountin 8287 Aed Oak Drivo Ms Mountin read an open latter to DOT and handed in a petition. ~ (Latter and patition attachod.) Ms Haake then asked for questions or comments from tiha floor. ~ ) Hs Mountin dontinued. 5he feels the only answer to complotely " get away frnm tha int4rchange would bo leaving off a small piece, leaving room for linkage at some futuro daee, Ms Haake then introduced the project manager for DOT, Loren Niil and their oonsuitsnt engineer, James Book of Barton-Aschmnnn 8 Associates. I Councilman Baumgartner asked what a minor arteria.l street is, and Mr H111 anawered that the traffic is 2,000 to 5,000 ADT, and' that Silver Lake Road is a minor arterial. Mr Baumgartner asked I if it had a wfdth dimension. Mr Hilt replied that it could still '1 hnva two lanes, Mike McCauley 8045 Sunnyside Road Mr McCauley quvstioned as to w}:at a majar arterial street is. Admin Achen repliad that the industrinl land in Hlaine, off of; ~ Radisson, and its potential for future devalopment is particulsrly dapendent on'the naw airpoxt issue. If there isn~t going to be J' a new airport, there is hopo that some part of the old a,±rport will ramain. If it is used as an airport, the lar.d cannot be 3evelopod indapendently. 'If it is abandonad, it is Blaines hope that the'whule property would be used for industrial growth. It was suggastad that this questinn wait until the Slaine Engfneer arrivas. Jim Book, consulting enginaer, axplained tl:at this alignmant was planned in the late '60s by DOT. Although the plan is complaiely drawn up, due to logislation that occurred'during that time it must now go through tha environmental impact procass. The ber chart (on tho tivall) shows tlie steps that hava to be gano through before yoix can actually drive the cars down the highway. First, look.iiito the road. Second, lay out the corridors and alterna- k.ivc+~, and go th;ough tha gublic hearing sequence. This is the m9,tigation stop. Thirdly, approval of the location whera the corrider is,salected. Fourth, lay out devalopment and 'approva?s, and the design study reporY. Mr Hill responded, "You b~t". ~ Davo Westrum Anoka i Mr Westrum asked what advantaga there was in this interchange to ~ Mounds Viaw1 Mr Book replied that he was not in a position to enswer that. Mr H111 seid that in about a year and e half they will louk into ~ the ramificatinns of an interchango. They are not sure tha hfgh- way will be built along that alignment. There are cthar alter- ~ natives. Freeway stan- ~ dards have not changed as a result of lowering the spaed limit. ~ Jim Bergstrom ~ 8400 Red Oak Drive Mr Bergstrom stuted the Directvr vf the Golden Va11ey o~fi~e said this particular interchange is to be lat in 1981 and com~leted in I983. Is lt a cut and dried situation? It does absolutely no good for Mounds View. We allowad more housas to be bUilt and no~a tl~ey are coming through and ruining everything that has been done. He have to f.ight it: now, it is going to ruin the whole community. We cannot widen Red Oak anough to facilitate the traffic that will bo on it. A citizen living on Re3 Dak Drive stated he would like to recom- mend that the Council request an explanation £rom DOT as to whq we get two differsnt answars, ono from DOT and one from Goldan Valley. Mr Book replied it is a matter of public record. The man fram Golden Valley was speaking from the Project Devolopment Report, the purpuse of which is to lay out a schedulc for examining this corridor. Mr Hill said that all of them nre acceptable at this paint., Rachael Sardwail County Road J The census taken by DOT on County Road J is that thr.re are 7,200 ADT. A clolarleaf would just fead in more traffic. She stated she called the Highway Dapartment, and. they said it would be 3-5 yomrs before unything is done. If the Council, many years ago~.ahen Silver Lake Road was built, had nnt avoided iCs connection with Fairchild Avenue to satisFy onl~ a faw hom~owners, we would not bo faced witl~ thls problam. We sre dividing the com-' munity in half, with two churchos and a school to boot. To saperate aur conmunity oxactly in half, and in addition to meking Red Osk a through h~ghwa/ - to heck with Blaine! Chuck Hubbard, Mounds View Engineer, stated that the airport driva would go up to 93rd Avene, and this one would go to Highway 65. Whether Blaine feals strongly about the interchange, he would not sAy f.or thom. Ha knows that they are definitely interasted in the 3nterchange, however. Now the Planning Com- mission must, and that has warried them. Thay didn't want to wait until 1978-79 Lo•fight the intex'change. Tha Commission wants to begin working right not to prevent.it. Mr Hill answared tha final appraval is from the Commi3sionex of Highways, the Federal Highway Administrators, but it has to be signed at meny stages. Tfia Metr~politan Council has much power also, Mr Dcok said the Metrcpolztan Conncil could very we11 say this should ba done. ~ Nick Anderson stated even if Mounds View says they dnn't went it, ~ Yhe dacieion still rests with ttie hureaucrat±c body. ~ Mr Nili said that llOT wants to build what you want to build. There will have ta be a comrrnmise between Nannepin, Ramsuy and Ar,oka Counties. What are tha conditia~s today7 This is for all viable alternatines. It also looks at what those impacts ara and how yr+u can miClgste them. 7'hen the draft becamas a documant, and the•re is a pexblic hearing on that draft document. The impact statament does not mako that dacision, it is an information Cooi. The Hnginear from Bleina, Jim Schranz, appeared and was introduced, Ms Haske askad him to explain what they hava planned. Mr Schranz raplia3 that this interchanga is designed to serve the airport. As o£ yet, thoy have not been able ta get a dacisian ouC o£ MAC as to what they want to do with tha airport. 'Chero is alot of good land, and if DWC decides to leave, Blaine wants ta use tl~at for something. We would li.ka rhe capabilities to have that intorchange. A citizen respondod, stating their problem with the plan is Che entire thSngs lies on Blaine property. They !~ wouldn't want to put industrial traffic in the neighborhood. This is the plan that tiaas drawn back in 1968. ISiaina is trying to find oui what MAC is going to do. They are thoir biggest property owner. What Blaine is going to attampt to do is to try to set some limits as to what that airport would be. What are the rbasons for that intarchangel Mr Schranz repliad they went the capabi.lities of that interchange. They don't know what will happen to MAC, so thay must plan for tha futura. Blaine doesn't taant traffic in a residential area, He doesn't think we hava to take the interchange,out to prevent tliat There are slot of peopl~ who don't want that link. Mr Schranz assured her that Mounds View would have input into any- thing Bleine does. He knows that thay ara concerned about traffic. Ms Haake asked if U1¢ine would be sntisfiad to exclude the inter- changa now and consider it in the future if nesd arises. Mr Schranz said Mounds View can say they went it, buC Bleino wants the cepa- bilities. He said i£ he lived in Mounds View, he would be more worriad about the airport than ¢ha intarchange. Dave Westrum suggest~d having another meeting and asking a reprs- sentative from DOT, 6~C Metropolitan Council, MTC, Anoka County Planning Dapartment, state legislators and Blaine as well. It was also suggested that a task force bo formed to study the pro- blems. This will he 2he group that is going to loak into these issues that are unclear at this tiTe. D~s Haaka said that anyon~ interestad in sarving on this task :orce to plaase come forward. ~~+' Commissioner Zepper stated we are voieing concern that Blaine is going to own all that property, when you take the right of way there won't be much land left by the tima it is dono. Tha county has no great ; dnsira to kaep it, but if we want it 6ack, we have to pay for th~ signal. If we wanted to +.ake on it•s responsibi2ity, we could pro- bahly have it bnck. You cnuld provent it fron~ being enlarged, but ; if you have this interChanga and have accidents, the people will want Rad Oak improved. Ownership does not s£fect the impact. If tlea interahange was going in, the best thing wou1~3 be to havA somo- body else own it and payfor it.
