APRIL 13, 1977
Tlie Mounds View Pianning Commission was called to order at the
City Nall by its Chairperson, IIerbnra Haake, at 7t30 PM on Wed-
nesday, A»ril 13, 1977. The following members were presant:
Don Mackeben, Paul Fedor, Robart Glazor, Barbara Haake, Nancy
Burmcistar, Phyllis Blancherd an3 Gerald Foss. Commissionar
Allen 2eppar was absent. Also present were: Councfimamber
Rager Bgumgartner and Build.ing P, Zoning Official Steven Rose.
The following correciions were made on the minutes of the March
23, 1977 meating: First page, first sentence, public hearing
changedto informational hearing. Seventh pago, paragraph 11,

The following corrections were made on the minutes of the March
9, 1977 meoting: Third page, last paragraph, north end of tho
property whexe changed to middle of the property, south of

The applicant raquusLs rozoni.ng of the north 100' of Lots 1 and
2, Blk 1, Clesrviaw Addition from R-1 to R-2 to build'a duplex.
SCeven Rosa axplai~ed that tha lot presently is zoned R-1 and
danoted low dansity (single family) on tha Curnprehansive P7an
Land Use Map. The lot, if rezoned, would meet the square footage
and frontage requirement tor R-2 (duplax). !{a further state3

Mike White, Sunnyside Builders, submitt~d a petitidn f:~on 18
(~ homeowners in the neighborhood of the proposed rezoned lot,
consenting to 4he building of e Juplex there, Ron Mischa,
owner of this 1at, felt it was Che Ses~ possibla use of this
land. I~a staCed he has receivad calis for placing everything
but a single fsmily homa nn it, Thare e:a duplexe~ for three
blocks to the south of this lot, and he felt this une would
make littl9 differonce, especially since they have designed a
duplex which looks Sike a single family homa, Thoy displayed

Steven Rose explainad that ihe hame and ].at to be razoned from

The exist3ng lot would not meet all zoning code physical requira~

Three spaces are pros^ntly providad. Additional paving would
be requirud or a varfance granted. Code tslso required doubla

Ms Singer corracted tho maximum number of giris to eight. She
felt there was a need in the community of Mounds View for an
instituEton o£ this type, because the 50-75 gfrls per year which
sre arrested in Mounds View are required to be hleced in other
communites. She r~quested Lho Planning Commis~ion to table the
matter unYil the June Bth meating, at which time her lawyer tiaill
be pre.gent to answer any furthor questions in their behalf. They
also requasted thut a public hearing be set for tha same dato.
The Planning Commission would not be able to sat up a pubiic hearing
until they decide at a rngular meeting is a public hearing will be
necassary,

Steven Rose explainad this is a subdivision of an irregular shaped
corner lot which creates an in:erior and corner lot which meet sq
ft.requlraments. The interior lot also moets frontage requirec,ents,
while the corner ioc does noi, duo Lo `.hc irragular shepe of the
original whole parcel. Both are buildable for singlo family dwel-
lir.g construction without the aid of reduced or variad setbacks.
One water and one sewer service ur4 svailable. An ei~ht inch

Applicant request to subdivide his lot 165' wide by 231' deep
into two lots. The northorly lot ta be 77.5 by 231', and the
soi.it-~ernly lot to be 87. 5' by 231' .
Stavon Roso explained that this was a minor subdivision of a
lot having 165~ of frontaga. The two lots subdividad ns requested
would meet urea requiramer.ts. Since the existing lat only had
SGS' of frontage, it has been the City~s policy tv subdivide
the lot equally at 82.5', unless n hardship wns shown. It should
be further noted Cliat tha existing homa an Lhe norLh side would
not require a variance for setback requirements for an equal
split of 82.5'. Sarv3.ces axe avsilable for the new 7.ot.
N Burmeister asked Mr Stasz if he would be against an 80/85'
division. Mr Stasa indicated lie would not, as long as there
was sufficient room for his 70ft housa. G Foss pointed out
Lhat on the sama side and opposite side of the street the lots
were at 80 an3 85'~ as ware tha two lots bordering the rear
of Mr Stasz's property.
MSV (Burmeister-Foss) to reject Mr Stasx's proposad subdivision
of his 165~ by 231~ lot into two lots. The northernly one being
77.5~ by 231', and tha southernly lot being 87e5' by 231'.
MSP (Burmelster-Glazer) request to tha City Council the lot be
subdivided 80~ by 231' on tlie northarnly parcel, and 85~ by
231' on tha southernly parcal; with a fiva foot variance on
the north lot.

Applicant has raquested to subdivi.de his lot 1G5' by 231~ into
two lots. The northernly lot to be 85' by 231', and tha southernly
lot to be 80' by 231. Applicant had surveys drawn up for an aqual
split. After consulting with stuff and his aitornay~ ha decided
tn request an unoqual split eo obtain the yard storage of his boat.
Stevan Rosa explained that this minor subdivision was very similar
to the last request. Again, both lots maet area roqu}remants.
Tha frontage requirnment cnnnot ba met due to the 155' frontage.
The house and garaga as they are locateci on the lot could provida
£ar an equal split of R2.S', and still meat the minimum raquired
5' setback for the garago. The appli.cant has raquestad tl~e
unequal split bocause he has an axisting pave3 area on which h9
stores his boat. This area extends 7h' south of his garage. If
the sub3ivision is grant~d as requested, a variance of a total
5' would ba roquirel frr tho paving soYback. Tha paving could
also be removed. Services are also available for the new lot.

upon hia neighbor's yard or unabla to store his recreational

lot.
MSP (Foss-Mackeben) recommend to Council to grant lot split of
north parcel bainR 85' by 231', and the southernly° parcel being
80~ by 231'; grant a var3ance of 5' for the peved area along
the side of the garage.

Tho applicant has appli.ed for a building parmit for an oxpansion
of his building. Tha expansion of 25 by 60 wfll be located on

Mary Strommer, Manager of St Paul Rbnt-A11, statod presently

Chairperson Haako asked wf~aC the setbsck of the house adjacent

Planning Commission seemed fati~orable and recommended Mr Beech
apply for a variance if ail iacts presented were correct and
true.
N Burmeister brought to tho attertiun of the Com~lssion a raport
by tha Metxu Cuuncil on projections for the amount of travel on
M~unds Yi9w streets. After mach discussion, the commission con-
cluded that the M2tro Cou~~cil could noL be a realistic madiary
since Hleina has no comprehensive plan froan which to make a fair
docision. They also recommended sending a letter to tha Metro
Council reminding them they epproved the paragraph in Mounds Yiew
Comproliensive Flan regarding no access ~F any kind off uf the n~w
intes~change into Mounds View, and to keep this in mind when tliey
make nny decisions on this matter.
The report also stated if ;amesville airport is to be upgraded,
Mounds View would received the full impact of uir traffic.
There has been discusszon of this matter previously by pasi
Councils and Planning Commissions and they havo consistently
opposed upgreding cf Jamesville uirport. The commission fe].t
i thore should be another reinstatement af this policy.
MSP (Haake-Burmeister) recommend to the City Council to discourage
through sll channeis available any future upgrading of Lhe Jamos-

The Con~ission decidad that a task force on the subject of the Red
Oak interchnnge was not necessary. Howaver, they felt a task
force would be usaful in deciding the recreational vehicle parking
ordinance. Thoy approved the guidelinns f.or the crea4ion und
operat3.on af a task force with a faw mi.ior changos. The recrea-
tional vehicle parking ordinance will ba discussad further at
their next maeting on May il, 1977.
, MSP (Haake-Burmaister) racommend to Council to ostablish guide-
lines for any future advisory task forca that would be formed
for comments to tha Council, Commission or staff. Thase guida•

finds nf fact and public opinion; (2) Luties, which should
inc2ude praparation of a written report with both majority anu
minority opinions where appropriate; (3) number o£ off~.cial
