T:io following members were presant: Don Mackeben, Paul Fedor, Robert Glazor, Barbart~..Haake, Nancy Burmeiatar, P1yllfs Hlanchard, Gerald Foss e~id Allen Zepper. A citizen ststed that motor hom.-s ero generally 19 faet and weigh more than a ton. , A citizen who works in a motor home dealership stated that motor homes are butlt on a ih to 2 tott chasis. The rasults of the Mounds View survey wera requested. Ms Haake siated that ihey had 132 responses and 92 were owners. Sha felt that no key weight could be put on the questionnaire. Of thes; 82 owners, 80 indicated that chay always parked in the front or sida yard, 9 indiceted they ~~id not. 18 did 3nd3tate that e parmit should be obtainQd in order to park within a naighbor's view. Council member Baumgartnez stated that whst must be lookad for: Lho dafiniilon uf a rncrsaxi.onrsl udhicle; the dcfinition of a commercial vohicle; and parking in front yards and coxner lo~ parking. At that time, they decided they cuuid perk them in ihe front yard, and hoped in the winter tY.ey would store them. Ms Haake then statod they will have to get a Jofinition, and thinks tney wiil have to have anotlaer session to have something go to the Council. Possibly thoy will have a planning session and the people can sit ead listen to the~ :.ork it out~ They have had input, but it has bean rather onesided. His neighbor got a permit to put in a driveway to handle the truck, and now they aro telling him ha cannot park it thera. Na hes been parking there since 1952. He requested the Planning Commission find out tivhy the Villega issue3 this permit for this spec~al drivaway. Ms Haake stated she £elt they shouid come up with snmething alse to pass on t~ the Council. Sho did not feal that an actual public hasring ~,~as going to do much. The existing bul.iding is lor.atad on the coriiar of County Road I and Adams Straet. The building has two 12' overhead garago doors. It is 24' x 48~, and appllcabte for the requasted use with modifications. Mr Cherriar stated he has had quiCe a few reque,ts to puC in a repair garage. The gas station has ~oen tharo for a numtex of years, and they do not use their repair garage. Tliere is plenty of purking. This would be strictly for auto repair by a renter. Ms Haaka stated if it is go3ng to bo a rapair garaga, the+re has to be soma rezoning. Mr Cherrier said they have the overh9ad doors and nobody wants to rent it as a stora Fi8C8U59 of these doors. Ms Burmeister stated that the only way to go is to have a razoning. Mr Cherrier said last summar thera was a repair busi- ~ ness in there. Uon Mackeben stated repair garages do not bolong in a B-1 clas- sification. If we are going to look at this we should rezone, but not as an appeal, tdr Foss indicat~d they should take into consideration this garage abuts a gas sL•ation. It is surrounded by other cummgrical type things. It is really not residential right in there, Mr Ma~keban stated }ie agreed with that, so it possible should be reaoned. Tho proposal as presentad requiras two variances oF parking and setback requiroments. The offica building is to be 32' x 58' and lk stories. Parking spaces required would be 22, and applicant has provided for 20. A sketch plan was submitted prior to the preliminary plat. The property is triangular in shape, lying betw6en Long Lake Road, County Roa3 H2 and Highway 10, comprising approximately 23.8 acres. It is bounded on tha south by single family resi-, dentzal proporty on the opposite side of County Road H2, on the east by Donatalle~s 5upper Club, on the west by Scotland Green AparLmanCs anL on the north (across Hwy 10) by a servica station and the tdounds View Civic Center. Also, ha wantad to see B-1 adjacent to Lots 21 and 22 of Block 1 which would ba zoned R-2. Mr Olson agraed to thesa changes. 61r Olson further stated they want to find out if the Planning Commission is agreeable to something along this line before they do anything about it formally. Their request is for a minor'subdivision of an L-shapod lot on County Raad H2 and the extentian of Pleasant View DriVe. The north lot would be 104.zG~ x 2Q0.07'. The south lot which r~ould Erant on extended Pleasant Viaw Driva would be 438' x 1.08.58' which would leave the south lot landlocked until PSeasanL View Uriva was extended. Commissioner Zepper left et 10a43 PM. MSP (Haake•Foss} recommend the Cou~tcil approvo the minor eub- division for Wi2iard Haro at 3U46 ~ounty Road H2, makiag a lot 104,28' x 200.Q7', and anuther lot of 208.Sfl' x 4~8'. This racom- mendation being Fc~rwarded on to the Couacil should be accompanied by a full staff report on this minor subdivision. 4 Ayes 3 Nays Commissinner FedoY felt that the sbnve item should be tabled and find out the thoughts un tha road from Fridley, Commiss3oner Burmaister was in agreement with th3s and Eurther stated thac ,.~+~ she is not opposed to the lots, but since ataff did not process l 3 this and'we hnve no input, she did nnt £ea], queiified to make ~~.s~ any judgement. Red Oak Drive Discuss policy cnncarning possible interchange at County Road J Jim Bangstrom and Pag Mountain ropreaented the Mounds View Citi- zens Group and read their statement to tffe Planning Commission, which was put into tha Red Oak file. They continued and stated that bfinnesota UOT's timetable ca11s for threa routes to cume up wlth ona f3n~I one. Thia wili be iaputted ~1nto tha envixonmental statemant. They want new Highway 10, but ut tho same time they do not wnnt to discourage constructiort of it~ they want to discourage th~ impact of the intorchange on the C~ty. If the Counci] wi7.1 make a definite stand a~: tc. the adverse affects it will bring to tha community. With an interchanga along Hwy 10, we will end up with pressuro to ana of our roads, Any road thst runs north of Old Hwy 10 cou2d realize a pressure of being extended throu~h to New Hwy 10. The drawing showa3 an inter- chunge at proposed Rod Oak Drive had axtended, evan if we were not hooked up to it, the pr~ssure would be too great. One sug- gestion was to have t7ie interchange at Highways 10 and 65, end bring back a sorvice road to their industriel land. The "do nothin~" rouCe moans wo chnnge d3rection. Two documents were handed in to be put in the Red Oek Eile: (1) Mounds View Citizens' Graup and Our Goa2s and (2) tha state- mar.t that was read to tha Plenning Commission. Mx• Derg~trom stated if they could get the3r support, they will go to tha other Councils and do whatavar they have to do Lo ~ a~compllsh tha goalc. Ms Mountai.n spoke to Councilmember Baumgartnor as follows: the Council can object to what it will do to our community, if ynu aro ha»ing problems otherwiae. Commissioner Mackeben askad if there were any advantages to having that intsrchange up there7 Por exemple, to those south of Hwy 1U who want tn go up north on the wenkends. We could attempt to be good naighbors and sao if it wnuld be beneficial to .Bridley. Ms Burmeister moved to recommand to the Council that they con- si.der all the ramifications of any interchange located in Blaine on New Hwp 7.0 es ~t relates to Mounds View, We would suggest an interchange possibly located at the area where 65 and New Hwy 10 would intorcapt, with a frontage road back to the east into Blain9's industrisl/business area. This mntion was secondad by Commiss3oner Pedox. Commissioner Gluzer moved to amend tha abova motion as follows: recommend to Counc3l that they join tha citizens~ task f~rce in opposition to tha ~unatructior a: ar.y ir.terchen~a in Blaine bet.v:ean Hwy,65 and 35W, because of its long-range ramifications.
