Chaispereon Haake etaced that Commieaion Member Giazer had called her
and would not be able to ettend the meeting.

were approved ae read,

` Offi.cial Aoan reported that the applicante hava requested apgroval. to
fi11 their rear yards, They preeently have walkout basement homea which
have had the basemente flooded during hedvy raine, due to etorm aewer
brtckup in the area, They will remove the walkout doore and fill to
within six inchee of the top of their foundatione.
Official Aose presented a report from the applicanta engineer, giving
hie reco~endation. Official Rose added that the exietiaig grade on
the lots provl.des for a natural holding area for backed up drainage in
tne area snd the backup gen~re2ly only lasta for 2-3 houra after the
rein etops, and due to a luw epot on the lote, they are not totally drained.
The elevation of the back door eills ie approximately 903.98, while the
atreeC is approximately 905.7: and the culvert 902,03, The h~me fonnda-
tion is 907.3, which ie spproximately three feet above etreeC height,
with lA" min4mum required, The height differenae between tha culv~rt
invert and the door s311s io 1,95'.
Officisl kose reported that the applicanta have requeated to fi11 the entire
rear lote at a 1 6" level above the etreet. Thie would almoat dieplace
the baclcup holding area now in exietance.

along the rear lot line, k*ater backup would only occur during heavy

Roee replied that it would and that it would also hopefully eave eome trees.
Commiseion MemUer Fedor aeked where tha water would go if the yarde were
filled. Mr. Aamot replied that the water will remain in the bnck yard
but it would not go inCO the house once tha wail ie built in snd the
yard filled.
Cotmnieaion Mamber Quan asked liow many yarde of fill would be r~quireu.
Official Rose replied that he had not estimated that. Cou~miseion Dtember
BurmeleCer added that. it was the responeibility of the applicsnt co
figure that attd pay for it, not the City.
Mr. Aemot etated that he would agre~ to a 2% grading.
MSP (Haakd-Burmeieter) to recommend to the Council the spproval nf. the
request o£ the Aamot's and Loerzel's to put se much Eill in their yarde
ae le determined by Stiaff or the engineering firm ae needed, at a minimum
of 2% slope ae per the echedule thal• is designaced in the Sta£f propoeal.

park. Officiel Rose replied that a Staff inember hae been aseigned to
check into it.

areae. He ~leo pze3ented a map of L•ho City, ahowing the present lighting
and the areas wher.e lighta could be required or petitioned £or in L•he
future.
Official Rose etated thst the number of inetullaCione could poaeibly be
limited each year in order L•o stay within the budget. He also added rhat
kh4 eexeer. li.ghGin~ could be r.,harged ae a public service and all the
lighte aould be put in at once and ehe property awnera charged on their
water billinge. He stated that those were two porseibilitiex that could
be coneid.ared in establiahing the etrzet liEhting policy.

Council meeting and did not have a report.
Chairpereon Haake asked if a leCter. had bNen ~ent to Seven-Eleven, inform-
ing them of the downzoning. Official Rose replied that one had been sent
~ and that the C.ir,y hae not received any feedback from them.

and will be on the agenda soon.

Official Rose replled that after the £iret of the yenr, tra Plaiming
Commiseion will be working with Midwest Plannittg on a Comprehenaive Plan
update, which will require two meetinge per month. He added that there
le presentLy one application far the next meeting, which ia asheduled '
for the nighi before Thanksgiving, and recommended that it could inetead

Chairpereon Haake asked Official Roae to check the property at County Road
I und Greenfield regarding rezoning.
Commisaion Memb~r Burmeist~r seked if anything could be done about the
hcuse at Silver Lake Road and Wooddale, which was aelling cara. Officinl

that the City hae a difficult time in court getting a judge to do eomething
Councilmember Dswngartner etated that it ie illegal to aell more then 3 or
4 cats pes year without a license. Official Rose replied that he would
