He sddad thet the raet of L•he aren waa R-1, Official Rose drew a sketch of the area an3 ehowed the present zonings, Commiesion Membat Quan state3 he could not approve Che pl.an ~with the amount oE impervious surface. Mr. Birch replied that if the Planning Gou~i.esion did not feel a:our nlex was wrorkab2e, he would 1•lke them to coneider rezoning Eor a duplex. Chairperson Haake polled the Commission to see if they approved a four plex. The 3ecision was unanimous witii all membere stating they were againet a four p1ex. .-.` ~ ;. Cou~iesion Member Blanchard stated that ahe Eelt the R-2 zoning would fit into the area. Commission Member Burmeister atated she had no problem with the rcezoning but that she di3 see a problem with the curb cuts and recommended they be brought out tu Edgewood when Che etreet was put in. Commiasion Member Glazer atai:ed he had a pr.oblem with the R-2 zoning and ' that ~uet because there was alzeady R-2 in the area did noC meen that ~ everything should be changed to R-Z. He added that he would like to see the lot remain at R-1. ~ Commission Member Fedor staeed Chat he was concerned i~ the mittimum square { fooeage requiraments would be met with the propoaed building plan and stated that he would pref~r seeing 3t stay R-1. Commi.asion Member Freemore ataCed that he did not have a problem with the R-2 zoning, , mmieaion Member Goebel etated thaC he would prefer seeing the land etay ,) R•-1, and pointed out thar. there would be .a problem with increased ~Eiaffic nnCO County Road I. Chairperson Haake stated that she felt the R-2 development would not er~cr~ach on the R-1 homea end painted out that tE~ere were already aeveral R-2 zoninga in the immediate neighborhood. However, when the time comea to have the layout }resented, if Edgewaod does go through, the driveway or curb cuts must be put onto Edgewood and drainage geared to go onto future Edgewood Drive. 2 ayes 6 nays Commission Member IIlanchard stated due to increasing costs an3 keeping in mind reco~aendatione fzom the Met Couneil., multiple housing will be a wny of. life in the EuCure. Cocmniasi.on Member G~ebel pointed out that the residential area of Mounds View ia appr.oximately 90 percent deveioped already and that the coat of living has not chanbad ths~t drflsY.ically versus income. He added that he has not seen a demonetsuted need for the rezoning and pointed out that Mr. Birch kn~:w it was R-1 property. Comnisaion Membar Burmeieter pointed out that the J.ot is 147' wide, whicli ie extremely large for a eingle family nome. Commission Member Fedor replied that other R-1 Lots in the neighborhood are that large. Chairpereon Fiaake stated that she still felt R-2 wus the best zoning, naidering the netghborhood and the busy atreet. Cou¢nission Member Goebel '~ 'ated that hQ did not agre¢ that it would ~rovide a good buffer and `~ated that he did not f.eel the additional traffic ~aas needed on Gounty Road I. THE TOWN COMPANIES - MAJOR SUBDIVISSON Of£icial Rose explaitted that in going over Che original plen of Che Town Companiea, Staff had found probleme in euch areas ae parking spacee, drainege and access and that the developer had drawn up a new plan ta address those problems, and that Staff would be doing a report on the new applicakion and will present it at the next meeCing, but that ~he app.~icentu would like ro get aome direction frum the Planning Commiesion hOW. Tom Budzynski and John Mathern inY.roduced themselve9 ae representatives of the Town Companies. Mr. Mathern explained that thev would like direction from the Planning Commiasion and presettted the revised plan for, five office buildings nnd outlined how they planned to develop and explained that they would be doing the buildinge in stages. ~hairpereon Haake asked if the develop2rs were aware of the water problems 1 Mounds View and asked if they would be wilric~g to develop only four "~Guildinga and make tha f3fth area into a wate.r retention area. Mr. Budzynski replied that he had already discussed thaC with OfEicial Roee and that since they would be building as they go, they could provide an-site retention. Co~niesion Me~ber Clszer asked what the anticipated clientel was. Mr. Mathern replled that the Town Companies would be occupying the first build- ing and that the tenante would be kept first nlase and that they would cater to profeesionals. Chairperaon ICaake pointed out that the applicanta have pr~ven they can do a very good ~ob and Chat they do what they say they will, Uased on Cheir paet year in the City. Commission Member Quan stated thet the area in question is awampy and will requira a good deal of space for retention. Mr. t4athern replied that it is the ad~acent property which ia awampy. H~ added that ehAy will cooperate with StafE and the City to pro•aide temporary on-aite retention. r,ormniasion Membex Goebel atated that he wao concerned with getting more water in the grouad on-sil•e rather than letti.ng it move downatream. He added that the applicante should consider it long range and perhaps even a pexwanent facility. He added that they oould possibly use green apace to break uQ the ponding areas. i' c. Commiesion Member Glazer expreseed coucern uver the futura market and who the tenante might be, Chairpereon Hanke puinted out that the applican~s are meeting the code requirements, even with EiNe buildings. She aloo pointed uut that the B-3 zoning would eliminate the undedirable tenants. Commiaeion Member Quan lef.t the meeting at this tiwe. Gor~miesion Member Durmeister staCed that she felt having the entrance on Silver Lake Road would create atacking problema. Mr. B~±deynski replied that there ia a choice between Silver Lake Road and Highcaay 10 and that they wuuld peraonelly prefer. Iiighway 10. He also reco~uended Chat zhe anow removal problems be addressed. Chairperson Haake asked if the Fi.re Chie~ was in a~reement with the enCrnnce platt. OfPicial Rase replied that he has not revie•aed it yet 6ut that• the access of£ Silver Lake Road would be adequate but if there was only one acceao off Highway 10, il would pose a problem. Commiasion Member Goebel stated ehat due co how busy the etreet ie, to:o entrapces might be best, he also expresaed concern that having only one entranae could provide a problem with fire protection.
