Chairperson Mountin oalled the Public Hearing to
order at 7130 P.M. at the Mounds View City Hall
Counoil Chambers.
Members Present: Commissioners Warren, Miller,

Chairperson Mountin also noted that the reoord
will include a Dopy of the notice of hearing as
published in the "New Brighton Bulletin;" Aug. 28,
and September 4, 1980.
Mountin explained the purpose of the hearing was

Commissioner McCarthy gave a brief history of the
planning process in Mounds View and explained the City's
progress to the present Comprehensive Plan Update.
The Comprehensive Plan is a coordinated decision -making
framework to guide deve:iament and change within Mounds View.

our goals and put into action our Plans and Programs.
The Implementation tools are generally referred to as
zoning and subdivision ordinances, official maps,
capital improvement programs, federal and state aid
or grant programs.
5. Finally oomes the Re-evaluation phase. The planning
process continually monitored and corrections made as
changes in basic factors occur.
Moundsview wrote its first Comprehensive Plan in 1959. That
Plan is on file in the City Hall and helped direct all the
development in Mounds View during its early formulative years.
Since that time, significant changes have occurred within the
entire Metropolitan Area. The Planning Commission realized the
changing times and need so an update of the original 1959 Plan
was undertaken in 1975. It changed some of the previous zoned
-as to new designations to fulfill its stated goals and objectives.
L976, the Metropolitan Council asked the Legislature to pass a
harfdatory Land Planning Act. It required all communities to pro-
duce a Comprehensive Plan and address specifically five (5) areas:
1. Land Use Plan
2. Public Facilities (Transportation; Sewer; Parks; Open Space)
3. Implementation
4. Capital improvements Plan (GIP)
5. Housing Implementation Program
Regarding the proposed Comprehensive Plan Update tonight, the
Planning Commission put in many hours trying to respond to the
voice of the community.
Chairperson Mountin stated the format of the Plan has been reorganized
to (1) Identify the current characteristics of the City in the inventory
document; (2) to outline the major physical issues which have the greatest
impact upon the growth and future development pattern of the community in
the Concept Plan; and (3) to discuss the specific topics of Natural Resources,
Land Use, Transportation, Community Facilities, Energy and Planning Admini-
stration. contained within each topic are the goals and policies of the
community and the plans and recommendations proposed as strategy for
meeting those goals. The Management Guide Section attempts to outline all
implementation mechanisms or resources which are currently available for use
by the City in dealing with specific community development issues. The
final chapter of the Plan Geographically divides the community into separate
'thborhoods or districts. The District Plans provide a more detailed look

at what the various plan statements are saying when applied to

David Licht (Northwest Associated Consultants, Inc.', indicated
to the citizens that this Update presented tonight should not
be viewed as a final document. The neighboring oommunities

relative to the impact of airport expansion. The current status
of the airport has been determined by two important state legisla-
tive actions, the 1979 Moratorium Bill and the 1980 Supplemental
Appropriations Bill: The 1979 Moratorium prevents construction of
air navigational and storage facilities until July 1, 1931. The
1980 Supplemental Appropriations Bill restricts the role of the
rice. County -Blaine airport. Although the Airports Chapter of the

in conjunction with one another, clearly prohibits developing the
airport as an intermediate category facility.- The impaot of the
airport is almost entirely involved in land use and environmental
disruption. The City of Mounds View is extremely concerned that
residents of the area and their interests be taken fully into account
and protected. The City has taken the position that no additional
expansion of facilities and services be allowed, as further expansion
would create greater disruption to adjacent existing residential areas
and to further constrain land use development in Northern Mounds View.
The City supports the completion of the Airport Master Plan oriented
toward evaluating the future of the airport as a minor facility and
the development of an Operations Plan that will protect the residential
areas in the northern section of the City from both noise and low
flying aircraft.
