The Commieaionere were polled and they expressed
their concerns that while tihey could appreciate

maintained, hut that it might be poeeible to
rezotte when the eurrounding property ie developed
ia Che £utuxe. They also expreased concern that
it would be spoe rezoning, and that a great deal
of work has been done on the Compreheneive P1an
in determing what direction the City ehould take

between the Planning Commiseions of Mounds Vie.w and
Spring Lake Park to work on the signalization.

at the next work seesion. She also xeported 'that
RecyclYng Unlimited will be having a recyclina pick-
up container on the second 9atur~ay of each month in
the City Hall parking lot. She stated an article,
would be in the City NeWaletter.
Commiseioner Warren reported that the Planning
Coqmieetan muer, have ite article for the Neweletter
in by Friday.

RESOLUTIO[4 RECOMFIENDING DSNIAL OF RLZONING AND
CONDITInNAL US~ PERMIT REQUEST FOR 2865 HIGHWAY 10
WHEREAS, the property known as 2865 Highway 1D is
pre3ently zoned R-1 (single family); and
WHEREAS, the applicant, Graqory A. Johnson, has requested
a rezoning fot a n~inor auto repair uae requiring a H-3 designa-
tion and conditional use permit appr6valj and
WNEREAS, the ~ubject property is located in Distrtct 6 of
the Mounds View Lancl Usa Map found in the Comprehensive Plan
Update (copy attachad) and;
WHEREAS, the predominate use within District 6 directa
tne development and redevelopmont of praperty along Highway 10
to be medium density reaidential to protect and buf£er the
~ existing sing7.e family dwellinqsj and
WHEREAS, the Mounda View Planntng Commission and City
Counci} in 1981 recommended denial and denied, rospectivaly, a
rezoning requeat from R-1 to B-1 for a parcel directly adjacant
to the subject parcel 2865 Highway l0i and
WHExEAS, it is the Planniny Commisaion's duty to be
consistant and to carry out'the comprehensive planned direction
of the C7.ty's Plan Udatej
NOW, THEREFORE, BE IT RESOLVED that the Mounde View Planning
Commiasion recommends to the City Counoil denial of tha rezoning
(R-1 to e-3) and conditional use permit raqueet for a minor suto
repair Eor 2fl65 liighway 10.

WHEREAS, tho Moiinds View 'Laning Code requirea a conditional
use permit approval for an acaessory building over 218 square feet
in sizeJ and
WHEREAS, the app].icant has requasted tha keeping of an
existing garage (unattached, 768 square feet) while building a new
h~me with an attac}ied garagP at 8190 Eastwood R~~ady and
WHEREAS, the Mounds View Code does restrict the accessory
building to be less than 258 of the rear yard which is not axceeded
by this request; '
NOW, THEREFORE, BE IT RESOLVE[~ thaY: che Mounde View Planning
Commi§sion recommends approval oE the conditional use permit requast
provided that i:he following conditions are adhered to:
^~ 1) The proper use of the building is incidental to the
~~ primary use of the propert} and used for domestic
storac~e.
2) That the buildinq ba aimilar and maintained like
the principal uae of the property.
3) That the accessory Uuildinq shall not be ~erved by
a permanent or improved driveway suzi~ico.

RESOLUTION N0. 48-82
CITY OF MOUNOS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMM~NDING APPROVAL OF TNE
SPRIN6 LAKE PARK COMPRENENSIVE PLAN
WHEREAS, the Mounds 41ew Planning Comnission has received the City of Spring
Lake'park's Comprehensive Plan for farmal rev9Qw; and
WHE~~AS, the Plan has been furmatly reviewed; and
WHEREAS, the ~4ounds View Planning Comnission recommends that the City of
Spring Lake Park respond to the fallowing considerations:
1. Tliat the City of Spring Lake Park include in the Storm Water
Orainage implementation Plan corrective actions co elimin~te ar
reduce periodic'flooding probtems that occur between Spring
Lake Park and Mounds View above Highway 10.

2. That the City of Spring Luke Park consider the existing and
proposed development pattern of Mounds Yiew in the location
of Pleasant View Drive and Highway 10 in their consSderations
for signalization.
WH,EREAS, the Mounds View Planning Commission requests tfie above two
considerations because in both cases the areas involved for Mounds View are substan-
tialty developed while for Spriny Lake Park ei,ther undeveloped or proposed for re-
development; and
' WHEREAS, the Mounds View Planning Cammission further recomnends that the City
', of Sprin9 Lake Park keep actively involved in the Anoka County Airport planning
process to assure that it st~ys in coinpliance with the direction af the Plan (i.e.,
not being expanded beyond its currenL capabiiities); and
WNEREAS, the Mounds View Planning Comnissian finds that remainder of the Plan
,., to be in harmony with the Mounds View Plan Update;
i NOW, iHEREFORE, BE IT RESOWED that the MounCs View Planning Commission
recommends appraval of the Spri~g Lake Park Gomprehensive Plan with the consideratians
listed and noted in this resolution.
