Meeting - She explained the informational meeting wae an Diatrict 6 opportunity to provide information to the residents and receive itiput in return from the rcaidents on what they would like to see in their diatrict. Donald Sohrn, 8206 Grovaland Boad, aeked what tite plans are tor developing that area, ae far ae accese to his proparty is concerned. Ha stated he would like a right of way on the wesC end of his property. Chaizman Mountin stated they must find out from the raeidentie if they are interested in putting in acceee to their property, Donald Groee, &060 Groveland Road, a~atad hia property bordered the north end of the IC Ges Stetion and stated he would never be able to sell his property if the station expanda, and hie property value wauld go down, Dick Kraft, a repxeeentative of Kunz Oi1 Company, exp lained they would like to remowe the exiating building and telocate on the property, and remodel. He stated Chey plan on a 6' weave fence and shrube. He pxesentied the eite plan and explained the praposed cfianges to the property. The planned ~ hours of operation would be fram 6 AM to 10 YM, 7 '~ daya a week, ~' Cheirman Mountin explained a conditional use permit would be required, which the K Gae 3tation presently hea, but a new one would have to be negotiated, which would provide the City with the opportuttity to reQuiro certain things. Mr. Groes stated there are too many problems with kids cutting through his yard right now, breaking down hie fence, and leaving garbage in the ymrd. Steve Aahlke, 8030 Groveland Road, aelced i£ the gasoline etorage tanks would be tortt up. Mr. Krai't replied they itould not bQ, but they would be opened up and relined. Mr. KrafC aleo reviewed tha proposed lighting for the etation, Chairman Mountin explained the achematica axe included in the site plan, and the City of Mounds View has regulatione that atate ligfiting should not leave the property and entez homee. She reviewed that tfier.e are two issues at hand, the futnre develop.. ment of property h-ithin Distr:ct 6, and the 3mpact ~J of the proposed upgrading of the K Gas Station. John Well, 802U Groveland Road, also expressed concern about devaluation of property. Mr. Dahlke eCated ha felt cuetomers would iuet be going throu~h, off Highway 10, and the business wouZd not provide a benefit :o Mounde View raeidenta. Ha etated he felt the upgrading of the stntion would Qevaluate hLe property. Chaizman Mountin aekad that the rasidente cunsi3er th~ future of Highway 10, and thxt vrh~n the new Highway 10 goae through, traffic will decrease draetically. Mayor Jerry Linke etated that MnDOT has said they are looking at conetruction of new Highway 10 in 1986, from the County Road J exteneion up r.o 93rd Avenue in Blaine, The highway is proposed to be four lanes wide and shuuld take at least 50% of the present traffic off Highway 10. Further plans are etill up in the air, due Co funding. David Hoel etated the reaidente will always be ab2e to see the light, no matter what type of light is used, and tha proposed ::c:w lighte look $ood. He stated that no matter what type of fence ia used, kids will always take it down, and they cann~t chan$e the action of kids. Mr. Sohrn stated that if there is a vandalism probla.m in tho area, the police ehould concentzute on it, Prances 4lelte, 8045 Groveland Road, stated they have a pLOblem wi~h litter in theiryard from people cutting through. Mr. Aoel atated that he was in £avor of the 3nterior develupment of the lota in queation. Mr. Grose etated he would not be able to se11 hie property, even with the street put in. `'~/Chairman Mountin exp lained the roads could be placed by the request of the properGy owners. They would have to contact City Ha11 to Sind out thP procedure to follow. Chairman Mountin atatad that if the reaidenta will come back with thair recommandations, the City can use their coneulting plantter to look at it. Roy Droel, 8080 Grovelnnd Road, pointad out that if Che traffic on Highway 10 is cut, the etation would not have nearly as much bu3lness. Mr. KrafC stated they woulr] like ehe tra£fic to elow down, as it would increase their volame. Don Loia, an attorney represeriting Kunz Oil and Steve's Appliance, stated that if the property is downzoned and the non-conforming use ordinance applies, the City has taken away aubetantial value of the prnperty, Ne added the property is zoned B3 preeentZy. Chairman Mountin ~tated they need to hear what the ^ nuieances are, for putting together the conditional ~ ) uee permit. She also aslced who would be willing ~~ to come in and work on Diatrict 6 in planning the area. Mr. Grosa, Dahlke, Sohrn, Lammi., Hoel and Greg Johnson indicated they would be wi.lling to work on it. Mr. Loia asked if a property owner could participate also. Chairman Mountin replied they could attd they ahould contact DirecCOr Thatcher iE they are i.nterested, Director Thatcher asked if a ma~ority of the property ownera present be interested in petitioning £or improvina the interior portion oF their property with a road and utilities. Chairman Mountin explained a planning calendar would be eatablished, and the people notified, then get together for preliminary discusei.one, then get the planner in. The Planning Commiseion discuesed timing deadlines eince the receipt of the requeet from Kunz Oil. An additional 60 days ie allowed with each request for ad3itional information. The laet requeet wae given to Kunz Oil on January 29. Chairnan Mountin reportad Chey have reviewed Chapter 7„ Chairman's 32 and would not recoam~end any changes at thie time. Chairman Mountin recommended that attendance at 18 out of 24 meatinge per yaar ~e required, There waa dis~ueeion un L•he attendance oiL•uation, with Commisaioner Forslund stating she felt the by-lawo wero adequate and it may cause a hardehip on a~ember if they could not be absent more than 6 meetinge. It was the concensus of the Planning Commiasion to leave the by~laws as they presently reud. Motion/Secund: Anderean/rore~und to nominate Jeaa-TTiTler as Vice Chairman for 1985. Chairman Mountin asked that Staff follow-up on whether anyone neede to be aworn i.n for the Plxnning Commiseion. Director Thatcher asked if the Planning Commission 8, Report of had a preference in hiring a planning consultant ~o Public Worke/ review the Comp Plan. He stated that approximately Community $3,000 to $5,000 ia available.
