order by Chairman Mnuntin at 7:35 PAt on April 3,
1985.

plan, per thz Commiasiane request from their last
agenda seseion. He etated he had not had an
opportunity to revie~? the reviaed plans, and passed
uut copies to the Coimnissionere.
Commiseioner Warren stated ehe would like to see
some hard maple trees included with the quakin~ aspen,
ae they were longer lived, and suggeACed a ratio
of 1 to 3.
Mr. Kraft, of Kunz 011 Co., etated the landecaping
v°` rchitect wae trying to find a tree that would be
~juick growing, but they would be willing to change
the t}~D8 of tree.
Chairman Mountin asked that the ratio ha d~esiEnated
on the plan. She alaa recommended holding the securiCy

Ken Lundgaerd, of Armour 'Pank Linking Co „ explained
the process used in relinYng tha gas tanko. He
stated the pro~ess ia endoised by Che MPCA and ie
used by all the major ail cuwpantes, and he pxovided
a sample of ~he lining.

the pxocees with the MPCA, and include it in the CllP.

Mr. Haae, of Marv Andereon Construction, reported that
in going through his files, he had come acroae a Staff
report from February 1994, which raised questions
about what wae required. He added that he fe.ela very
strongly about the d.eneity leeway and reminded the
Co~nissioners that they werp r.eque3ting to go from 16
iinits of- 8 double homPS, to 14 eingle family homes,
which they feol would "ne an asset to the area.
Chairman Mountin replied thae they do not want to change
the 75' frontage requiremenY., especially since eha does
not feel that by having the narrower lot the price of
the homes would decrease considerably, to what would.be
coneidered affordable housing,
Director Thatcher b.riefly reviewed the Staff report
~"~ of February 14. 198~, which Mr. Haas had mentioned,
~!and stated he needed more time to research it. He
also pointed out they are now coneiderin~ going to the
middle of the etreeC fox measur,ing. '
Eir'. kaae ataCed they huve not been able to sell on~e
twin home in Mounds View in the. past year. Ae added
they submikted their request five monthe ago and
would like to have the Ylanning Cammies3on take
action on it tonight, so they may proceed one way or
the other.
Director Thatcher stated Staff can recommend only
giving a 10 percent bonas, and he reviewed the propaeed
resolution,
Chsirman Mountin asked that the resolueion include
that Che uarrower lot eize does not provide sn af£ordable
houeing opportunity in the coffinunity.

Airector Thatcher pointed out the neceesity of thie
type of building to etore equipment in Minnescata,
consldering the weather that can be experiencad dnring
tb.a winter, but that it can have an effect when it
is adjacent to a residential area and be ^.onaidexed,
advereely by the neighbors. He a@ded the Planning
Commission has been reviawing the request for the paet
few months and it ie a difficult question to resolve.
At the last agenda eession, Staff wr~s directed to
prepare a reeolution denying the requeat.
Jim Iesaceon, Aset, v'ice Preaident with the First
State Bank of New Brightor.., Mounda View Office,
explained that due to the aize of the lot, there is
a need £or more maintenanr_e equipment there than at
~' the other facilities, such as the ridin$ lawn mower.,
ianow bl.ower, and ao £urth. The main bank and Shore-
-- vi+w faci.lity do nat have ~ny facilities for atorage,
and the maintenance man is prer~ently storing most
of the equipment in the hack of the bank ~r~n.
Gary Peck, Caa~+.ier with the Firat o"tate Bank of
New Brighton, explained tli~re is no space availabla
at the New 9righLen f.acility to store the equipment,
and Mcunde View hae considerable ooen apace to pnt
a building up, vrith an open corner that would be
wall suited. He ndded the usage of the building
would be during the daytime only, £rom $ AM to 5 PM,
wiCh the bank van to be tnken out in the mcrning
and returned late in the afternoon.
Ray Schutta, the maintenattce man for the Firet State
Bank of New Brigflton, szated he is storing the benk
equipment in che back o£ the van preaently, and much
of Che equipment, incLudi.ng tfie riding lawn moweY, is
used at the Mounds View facility only. He would also
like to be able ta store ladders and other items in
tlie garage.

long as there is a common wall, nnd pointed out
there are anme garegea attachad to cownarcial buildings
in the City preaently, sahich the neighbore do not se~~
to mind, as thay ha•re lesa complainte about atEached
garages.
Chairman Mountin left the meeting at 9:00 PM.
Co~niseioner Warren pointed out it could take quite „
some time to revise the code Co allow thie requeat
and still take into consideration and cover aZl the

way.
Co~issionzr Rowley added that she also has a problem
with guese3rg whaC someone else miqht use'a gare~e for,

Commiesioner Andereon stated that if tha request ia
going to be denied, they should have more concrete
reasons for doing so.
Commiseioner Zol.lner sCated she could see both sides
of the situstion and wae having a dif£i.cult time
reachin~ a decision.
Co~iasioner Rowlev etated that she would r.athe.r see
a building be allowed fox the applicant, to give ~.ilem
a place Co etore their equipment out of eight, than to
have them chain it to the side of the building.
Diractor Thatcher clarified that if somel•hing is not
talked about in the code, it is expresaly denied,

bean requesting that for many years and it had not
'appended yet,
There was no Chairman's report. 10. CLairman's Roport
Director Thetcher repor.t that Pinewood School needs an
answer to their parking request by April 12. He
reviewed their proposal.
Commiasioner 2ollner atatad she has a problem with the
~ropoaed plan and she specitically doae n~t want to see
trees cut down to make room for a parking lot,
Commisal.oner Rowlay added she also feels other
alternativea are availa6le.
