MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 107-84 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE PINECREST PARK DEVELOPMENT PROPOSAL TO THE MOUNDS VIEW CITY COUNCIL LAND LOCATED N.E. OF HIGHWAY 10 AND SOUTH OF COUNTY ROAD H-2, CASE 150-84 WHEREAS, the applicant, Pinecrest Properties, has requested the following: 1. Rededication of Raymond Avenue. 2. Petition for public improvements for Raymond Avenue. 3. Rezone from B-3 and R-4 to Industrial the following lots of the plat pinecrest Addition: Lot 1, Block 1 Lot 3, Block 1 Lot 1, Block 2 Lot 2, Block 2 4. Dedication of street right-of-way addition and full median cross-over to Trunk Highway 10 between proposed Raymond Avenue and County Road H-2; and WHEREAS, the rededication of Raymond Avenue and street right-of-way addition together with the full median cross-over on Trunk Highway 10 will be an adequate street plan to provide basic access to the proposed development; and WHEREAS, the petition of public improvements is 100 percent and necessary for development; and WHEREAS, the rezonings requested are in compliance with the Comprehensive Plan direction for District 2; and WHEREAS, the applicant has proposed a minimum 40 foot screening and buffer area along County Road H-2; and WHEREAS, the applicant has proposed a cul-de-sac at the north end of Raymond Avenue with an emergency access only from County Road H-2 to eliminate a traffic impact to the northern residential area; and WHEREAS, the lots within the proposed development all meet minimum area requirements; NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the applicant's request as stated above in items 1, 2, 3 and 4; ~ . . . Resolution No. 107-84 Page Two of Two BE IT FURTHER RESOLVED that the Mounds View Planning Commission recommends that the developer submit a berm, landscaping, and sight plan to the City Council for their approval including construction time table, ground cover (sod, wood chips, etc.), shrubery and evergreen trees. The Planning Commission recommends construction of berm/landscaping at the same time as street construction. The Planning Commission also recommends that the developer and subsequent owners maintain the property (including berm) guaranteed by a bond. The development agreement should address noise and dust control~ BE IT FURTHER RESOLVED that the Mounds View Planning Commission recommends extending the area of public notice for the hearing to include the property within 800 feet north of the development~ BE IT FURTHER RESOLVED that the Mounds View Planning Commission also recommends approval of the Raymond Avenue cul-de-sac for emergency access from County Road H and a minimum 40 foot buffer/screening area along County Road H-2 as shown on the site plan received by Mounds View on March 7, 1984, attached hereto. BE IT FURTHER RESOLVED that the Mounds View Planning Commission direct staff to forward this resolution to the City Council prior to approval of the minutes; Adopted this 4th day of April, 1984.
