MOUNDS VIEW PLANNING COMMISSION
RESOLUTION NO. 128-85
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RECOMMENDATION TO THE CITY COUNCIL REGARDING THE PROPOSAL BY
RAMSEY COUNTY PARKS AND RECREATION DEPARTMENT DATED MARCH 6,
1985 TO CONSTRUCT A TRAIL ALONG THE SOUTH SIDE OF RICE CREEK
WHEREAS, Ramsey County Parks and Recreation Department has
submitted a letter requesting approval to realign the Rice Creek
channel, backfill the vacated Rice Creek channel, and construct an
elevated trail bed on the south side of Rice Creek; and
WHEREAS, this work will be part of the Rice Creek north
regional trail corridor; and
WHEREAS, this land is not located in the flood plain; and
WHEREAS, this work is in a designated wetland zone in the
City of Mounds View; and
WHEREAS, a wetland conditional use permit is required for
this work; and
WHEREAS, the Planning Commission believes this trail will be
a benefit to the community; and
WHEREAS, this work will eliminate existing severe erosion of
channel banks and steep slopes immediately adjacent to Rice Creek;
and
WHEREAS, this work will provide and unimpeded trail bed of
reasonable grading for a public multi-use regional recreational
trailway (i.e., hiking, biking, cross-country skiing and canoeing);
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning
Commission recommends approval of this project contingent on the
following:
1) Approval from the Department of Natural Resources
2) Approval from the U.S. Army Corps of Engineers
3) Approval from Rice Creek Watershed District
4) Approval from the City of New Brighton
5) Construction of the proposed realignment of Old
Highway 8 at the same time as the realignment of
Rice Creek Channel
6) Approval from Ramsey County Department of Public Works

BE IT FURTHER RESOLVED that the Mounds View Planning
Commission direct staff to forward this resolution to the City
Council prior to approval of the minutes.
