RESOLUTION NO. 139-85
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW
PLANNING CASE NO. 176-85, BONANZA RESTAURANT
WHEREAS, Raymond Voit has requested City approval to
construct a Bonanza Restaurant in the City of Mounds View; and
WHEREAS, construction of this building, as requested,
requires approval of the development and rezoning from B-2 to B-3;
and
WHEREAS, the Planning Commission has reviewed the staff
report and reviewed information submitted by the applicant which
includes the follows:
I. Development Plan
2. Site Survey
3. Evidence of Site Control; and
WHEREAS, the Planning Commission has also reviewed this
proposal and it is in conformance with all chapters of the Municipal
Code, specifically Chapter 40, 42, 49, and 49A and State Statutes;
and
WHEREAS, this development does not need to be reviewed by the
Rice Creek Watershed District; and
WHEREAS, the Storm Water Control has been approved by the
City Engineer; and
WHEREAS, the City Engineer recommends that a traffic study
be conducted for the joint curb cut with Super America at County
Road I;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning
Commission recommends approval of the development and rezoning per
the request by Raymond Voit;
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission recommends that a development agreement be entered into
between the City and the developer which includes the following:
1.
Exhibits:
a) Site, Grading, Lighting, and Utility Plan
b) Development Plan
c) Site Survey
d) Legal Description
e) Ordinance No. 49A 7-Year Performance Bond
of $1,OOO
f) Building Plans and Specifications

2. Security for the development in an amount to be
determined.
3. Exhibit 2A to require the following:
a) Paved parking area to use B-6-18 curbing.
b) Applicant must satisfy the requirements of
City Code Chapter 40.07, Subd. K.
c) Approval from Ramsey County for curb cut.
d) Payment of all City expenses above and beyond
amounts previously submitted
e) Other items as may be required by the City Council
f) F. & I. pedestrian curb ramps for sidewalk at curb
cuts.
g) Site berming shall be coordinated with Super
America site to facilitate screening of residential
property.
h) Shrubs shall be installed between parking area and
streets.
i) Developer shall furnish a landscape plan:
I. Trees shall be installed on berm.
2. Trees shall be installed on green areas
inbetween parking.
3. Spreading Junipers, trees, grass on berm.
BE IT FINALLY RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the City
Council prior to approval of the minutes.
