RESOLUTION NO. 154-86
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW
PLANNING CASE NO. 185-86, BRUCE HOLTON
WHEREAS, Bruce Holton has requested City approval to
construct a self-serve car wash in the City of Mounds View
at 2135 Program Avenue; and
WHEREAS, construction of this facility, as requested,
requires approval of the development; and
WHEREAS, the Planning Commission has reviewed the
staff report and reviewed information submitted by the
applicant which includes the following:
l. Development Plan
2. Site Survey
3. Evidence of Site Control; and
WHEREAS, the Planning Commission has also reviewed
this proposal and it is in conformance with all chapters of
the Municipal Code, specifically Chapters 40, 42, 49, and
49A and State Statutes; and
WHEREAS, this development will be reviewed and
approved by the Rice Creek Watershed District (RCND) prior
to construction;
WHEREAS, the storm water control will be approved by
the City Engineer prior to City Council approval; and
WHEREAS, the applicant's proposal satisfies vehicle
stacking requirements of the City Code;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of the request by
Bruce Holton;
BE IT FURTHER RESOLVED that a development agreement
be entered into between the City and the developer which
includes the following:
1. Exhibits:
a) Site, Grading and Utility Plan
b) Development Plan
c) Site Survey
d) Legal Description
e) Ordinances No. 49A 7-Year Performance
bond of $1,000

f) Buildinq Plans and Specifications
q) Landscapinq Plan

Security for the development in an amount to be
determined.
3.
Exhibit 2A to ~equire the following:
a) Paved parking area to use B-6-18 curbing.
b) Concrete cross curb and gutter shall be
installed at the entrance and the exit.
c) Payment of all City expenses above and beyond
amounts previously submitted.
d) Other items as may be required by the City
Council.
e) A light shall also be installed on the east
side of the building. The light shall not
shine onto the exit ramp.
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission recommends that a conditional use permit be
granted which includes the above items and the following
items:
1. Trees and shrubs shall be properly maintained.
2. Garbage cans and trash shall be located inside
the trash enclosure.
3. If the business closes and is not reopened within
one year, the conditional use permit is null and
void.
4. An attendant shall be on duty for a minimum of 4
hours per day. If there is a health, safety,
welfare or nuisance problem, the number of hours
an attendant is on duty shall be revised by the
City.
BE IT FINALLY RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the
City Council prior to approval of the minutes.
