RESOLUTION NO. 156-86
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW
PLANNING CASE NO. 183-86, METROPOLITAN TRANSIT COMMISSION
PARK AND RIDE FACILITY
WHEREAS, the Metropolitan Transit Commission (MTC)
has requested City approval to construct a 52-space park and
ride facility near the southeast corner of County Road Hand
Highway 10 in the City of Mounds View; and
WHEREAS, construction of this parking lot, as
requested, requires approval of the development; and
WHEREAS, the Planning Commission has reviewed the
staff report and reviewed information submitted by the
applicant which includes the following:
1. Development Plan
2. Site Survey
3. Evidence of Site Control; and
WHEREAS, the Planning Commission has also reviewed
this proposal and it is in conformance with all chapters of
the Municipal Code, specifically Chapters 40, 42, 49, and
49A and State Statutes; and
WHEREAS, this development shall be approved by the
Rice Creek Watershed District (RCWD) prior to construction;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of the request by
MTC contingent upon approval from Ramsey County for curb
cuts and RCWD for storm water detention;
BE IT FURTHER RESOLVED that a development agreement
be entered into between the City and the developer which
includes the following:
1. Exhibits:
a) Site, Grading and Utility Plan
b) Development Plan
c) Site Survey
d) Legal Description
~) Ordinances No. 49A 7-Year Performance
Bond of $1,000
f) Building Plans and Specifications
g) Landscaping Plan

2. Security for the development in an amount to
be determined.
3. Exhibit 2A to require the following:
a)

Paved parking area to use B-6-18 curbing.
Approval from Rice Creek Watershed District
prior to construction.
Approval from Ramsey County for access to
County Road H prior to contruction.
Payment of all City expenses above and beyond
amounts previously submitted.
Other items as may be required by the City
Council.
A pay telephone shall be installed.
Curb and gutter for parking spaces shall be a
minimum of 16 feet from the edge of the
existing bituminous on County Road H.
Applicant shall construct skimming device that
satisfies City Code requirements.
BE IT FINALLY RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the
City Council prior to approval of the minutes.
