RESOLUTION NO. 163-86
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION REGARDING MOUNDS VIEW PLANNING CASE NO. 192-86,
SPECIALIZED CONCRETE PRODUCTS MANUFACTURING, JEFF NIELSEN
WHEREAS, Jeff Nielson has requested City approval to
construct a 40,700 square foot building at 4807 Mustang Circle;
and
WHEREAS, construction of this building, as requested,
requires development and conditional use permit approval; and
WHEREAS, the Planning Commission has reviewed the staff
report and reviewed information submitted by the applicant which
includes the following:
I. Development plan
2. Site survey
3. Evidence of site control; and
WHEREAS, the Planning Commission has also reviewed this
proposal and it is in conformance with all Chapters of the
Municipal Code, specifically Chapters 40, 42, 49 and 49A and
State Statutes; and
WHEREAS, the development is being reviewed by the Rice
Creek Watershed District;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of the development and
conditional use permit contingent on the items listed in
development agreement Exhibit 2A, approval by Rice Creek
Watershed District and the Hinnesota Department of Natural
Resources;
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission recommends that a development agreement be entered
into between the City and the developer which includes the
following:
1.
Exhibits:
a) Site, grading, lighting, landscaping and
utility plan
b) Development plan
c) Site survey
d) Legal description
e) Ordinance No. 49A 7-year performance bond
of $1,000
f) Building plans and specifications

2. Security for the development in an amount to be
determined by the City Council.
3. Exhibit 2A to require the following:

Paved parking areas shall use B618 curbing.
Developer shall secure approval from Rice Creek
Watershed District.
Two handicapped parking spaces shall be installed.
The building shall have a sprinkler system.
Concrete cross curb and gutter shall be installed
at the street entrances.
Parking spaces shall be a minimum of 9 feet by 20
feet.
A minimum of 90 parking spaces shall be installed.
Developer shall secure approval from the Minnesota
Department of Natural Resources.
Permanent structures shall not be installed on the
utility easement.
Storm water plan shall be approved by the City
Engineer.
Lighting shall be hooded and not visible from the
street.
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission recommends to the City Council approval of a
conditional use permit which includes the following:
I. If repairs, maintenance or construction work is
necessary in the utility easement, the property owner
shall be responsible for the costs of removing any
improvements made in the easement area and restoring
the easement area.
BE IT FINALLY RESOLVED that the Mounds View Planning
Commission direct staff to forward this resolution to the City
Council prior to approval of the minutes.
