RESOLUTION RECOMMENDING APPROVAL OF THE CONCEPT PLAN AND
DEVELOPMENT STAGE, MOUNDS VIEW BUSINESS PARK SOUTH,
. PLANNING CASE NO. 259-89
WHEREAS, Everest Development has requested general concept
and development stage approval to construct three buildlngs as
follows:

74,998 squ~re feet
123,648 square, feet
72,312 square..feet
The site lS located at the southwest lntersection of Hlghway 10
and Woodale Drlve; and
WHEREAS, the Developer of this development, as requested,
requires the following approvals:

1. General Concept Plan
2. Development Stage
3. Flnal Plan; and
WHEREAS, the Developer shall enter into a development
agreement wlth the Clty of Mounds View; and
WHEREAS, the Plannlng Commlssion has reviewed the Staff
recommendation and information submitted by the applicant which
includes the following:

dated January 9, 1989.
Preliminary utility plan dated January 9, 1989.
Landscape Master Plan dated December 29, 1988.
Wetland Enhancement Plan (no date)
Extenslon of proposed Trallway Plan dat.ed December 28,
1988.

WHEREAS, the applicant has submitted a project that meets
the requirements of CIty Code Chapter 40.24, Subd. C(2),
commercial or Industrial planned unIt development; and
WHEREAS, the applIcant has provided the informatIon
required by Chapter 40.24, Subd. E(l), general concept stage; and
WHEREAS, the PlannIng Commission has revIewed the Concept
Plan takIng Into consideration Chapter 40.24, Subd. D(2); and
WHEREAS, the Plannlng CommiSSIon has been provided the
InformatIon reqUIred by Chapter 40.24, Subd. E(2), Development
Stage; and
WHEREAS, the Planning CommISSIon has reviewed the on-SIte
circulatlon, there beIng no public streets or pedestrianways
proposed: and
WHEREAS, the Planning CommISSIon has reVIewed the location
and extent of the pondlng areas proposed: and
WHEREAS, the PlannIng CommIssion has reVIewed the
upgrading of the wetland area on the school property to the west
including the constructIon of a trail system: and
WHEREAS, the PlannIng CommiSSIon has reviewed the land use
proposed and recognIzes It lS appropriate gIven the site zonIng
and IS in accordance WIth the Comprehensive Plan; and
WHEREAS, the Planning CommiSSIon recognizes the timIng of
the project and approves the schedule dependent upon the
developer obtaInIng the needed approvals; and
WHEREAS, the PlannIng CommISSIon has receIved a POSItIve
reVIew from the EnVIronmental Quality Task Force for the project.
NOW, THEREFORE, BE IT RESOLVED that the Planning
CommIssion of the City of Mounds VIew recommends rezonIng the
area in questIon to PUD and recommends approval of the concept
plan and development stage of the PUD contingent upon the
following:
1. Permits from the Rice Creek Watershed DIstrict and
Army Corps of EngIneers to allow for the constructIon
of two (2) detention ponds and wetland upgradlng.
BE IT FURTHER RESOLVED that thIS resolutIon be forwarded
to the CIty CounCIl prior to approval of the minutes.
