RESOLUTION NO. 277-90
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF THE CONCEPT PLAN
STAGE, MOUNDS VIEW BUSINESS PARK PHASE III (WEST)
PLANNING CASE NO. 287-89
WHEREAS, Everest Development has requested general concept
stage approval to construct two bUIldings as follows:

BUllding L
111,995 square feet
53,058 square feet
The slte IS located at the northwest intersection of HIghway 10
and Woodale Drlve; and
WHEREAS, the Developer of this development, as requested,
requires the following approvals:
1. General Concept Plan
2. Development Stage
3. FInal Plan; and
WHEREAS, the Developer shall enter into a development
agreement wIth the City of Mounds Vl.ew; and
WHEREAS, the Planning Commission has revIewed the Staff
recommendation and informatIon submltted by the applicant WhICh
includes the following:
1. SIte Master Plan dated October 26, 1989.
2. Boundary and topographic survey (west) dated December
8, 1989.
3. Site plan (west).
4. Landscape plan (west).
5. Grading, draInage and utlllty plans (west) dated
December 13, 1989.
6. PrelIminary plat of Mounds View Business Park West
dated December 12, 1989.
7. Prellmlnary site llghtlng plan (west).
WHEREAS, the applIcant has submItted a project that meets
the reqUIrements of City Code Chapter 40.24, Subd. C(2),
cOffimerclal or lndustrial planned unIt development; and

WHEREAS, the applicant has provided the information
required by Chapter 40.24, Subd. E(l), general concept stage; and
WHEREAS, the Planning CommISSIon has reviewed the Concept
Plan taking into consIderatIon Chapter 40.24, Subd. D(2); and
WHEREAS, the Planning Commission has reviewed the on-sIte
circulatIon, there being no public streets or pedestrIanways
proposed; and
WHEREAS, the Planning CommIssion has rev1ewed the locat1on
and extent of the pondlng areas proposed; and
WHEREAS, the Planning Comm1sslon has revIewed the land use
proposed and recognIzes it is approprIate given the sIte zonIng
and is in accordance with the Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED that the PlannIng
CommIssIon of the City of Mounds View recommends rezonIng the
area 1n questIon to PUD and recommends approval of the concept
stage of the PUD contingent upon the follow1ng:
1. Perm1ts from the Rice Creek Watershed District, Army
Corps of Engineers, and Department of Natural
Resources are applied for and approved.
2. The applicant present alternatIve sIte plans
addreSSIng the following:
a) AlIgnment of Jackson Drive with the most westerly
driveway.
b) Access between sites must be evaluated.
c) Truck traff1c along County Road H-2 must be
evaluated.
d) The applicant pursue control of site access to
Woodale Dr1ve.
3. A public informatIonal meetIng be held prior to action
on Development Stage.
BE IT FURTHER RESOLVED that thIS resolut1on be forwarded
to the CIty Council prIor to approval of the minutes.
