CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT
FOR TWIN CITY SCHOOL OF PET GROOMING FOR A PET GROOMING
SCHOOL AT 2540 HIGHWAY 10, SILVER VIEW PLAZA,
MOUNDS VIEW PLANNING CASE NO. 291-90
WHEREAS, Twin City School of Pet Grooming has requested
a conditional use permit to allow a pet grooming use in the
Silver View Plaza; and
WHEREAS, the property is zoned B-2, Limited Business
District; and
WHEREAS, other pet related activities have been allowed
in the B-2 District by Conditional Use Permit; and
WHEREAS, the Planning Commission has reviewed the
proposal and found it in keeping with the intent of the Code;
and
WHEREAS, the Planning Commission has reviewed the City
Attorney's interpretation of the Code as it relates to the
definition of Pet Store. The City Attorney's interpretation
is attached to this resolution; and
WHEREAS, the Planning Commission is aware that the
Mounds View Zoning Code will be updated in 1990 at which time
the pet store definition will be revised; and
WHEREAS, the Planning Commission has determined that
the proposed use is in keeping with the B-2 District and
compliments the existing uses in Silver View Plaza.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends to the City Council approval of
a conditional use permit for a pet grooming school contingent
upon the following:
a. Noise and odor are effectively confined to the
premises in accordance with Ordinance No. 90,
Public Nuisances.
b. Boarding of animals over night is prohibited.
c.
That the space occupied includes a negative air
pressure system.

d. That a separate ventilation system is used by this
tenant.
e. The space used will be sound-proofed so as not to
cause hardship to the other tenants in the
building.
f. That the tenant and/or property owner will be
responsible for accidental feces dropping at this
site.
g. A mechanical ventilation or exhaust system shall
be installed to control, capture and remove
emissions or odors generated by such use. Such
system shall be separate from the other
ventilation systems in the building. Such system
shall be designed to prevent the migration of
emissions or odors to other parts of the building.
Installation must comply with the Minnesota State
Building Systems, Chapter 1345.

The use meets all Ramsey County Health Codes for a
use of that type.
BE IT FINALLY RESOLVED that the Planning Commission directs
Staff to forward this resolution to the City Council prior to
approval of the minutes.

Dear Michelle.
I've reviewad 8.9aln t.he C.1.ty ordinan.cati :rega:r.ding ths pGt

It is my und.&t'8tanding th.at the ot',u.nanc~ which was passed
re94rding pet stores contemplated 4ddition~1 u~es ~uch a3 a ~etail
8alas of p.~ supplies, groominq and other uses in th~ B-2 zone.
Howeveri the ordinance was net broadly written in that f4shion.
It is my understanding that the ordinance is c;ot.ng <eo be
rewritt*n in the near future to allow fer all of thsse additional
uses associated with pet seoras, includ1:19 but. not limit.ed to, the
propos9d facility for teaching pet grooming.
Ba.ed upon the f~ct tnat a wider uae Wd3 contemplated under
tha ordinance and tha~ the ordinance will be ~h~ngad to reflect
~hat eontampla~ed U09, I believe we can approve the conditional uae
permit of the facility without the need for ohanging the ordinance

exists.
