HomeMy WebLinkAboutPlanning Commission Resolution 650-01 . . . l\10UNDS VIEW PLANNING COMMISSION RESOLUTION NO. 650-01 CITY OF MOUNDS VIEW COUNTY OF RAMSEY ST ATE OF MINNESOTA A RESOLUTION RECOMMENDING APPROV AL OF A DEVELOPMENT REVIEW REQUEST FOR AN OFFICE BUILDING LOCATED AT 2720 HIGHWAY 10; PLANNING CASE NO. DEOI-002. WHEREAS, The Minnesota Institute of Public Health has applied for a development review to construct a 16,912 square foot office building at 2720 Highway 10: and, WHEREAS, the subject property is zoned PUD, Planed Unit Development, is designated as a "Mixed Use PUD" use on the Comprehensive Plan and is legally described as follows: Lot 2, Block J, SilvervielV Estates Ramsey County, State of Minnesota WHEREAS, according to Section 1006.06 of the Mounds View Municipal Code, any new construction or expansion of existing facilities requires the approval of a development review: and, WHEREAS, according to the adopted Development Agreement pertaining to the Silverview Estates Planned Unit Development, a maximum 25,000 square feet of commercial office is a permitted use on this lot; and, WHEREAS, the Plmming Commission has reviewed the following documents regarding this proposal: a. Planning Application b. Zoning Map c. Revised Site Plan, date-stamped 3/2/01 d. Landscape Plan, date-stamped 2/2101 e. Floor Plan and Elevations, date-stamped 2/2101 f. Photometric Analysis, date-stamped 2/2/01 g. Grading, Drainage and Utility Plan, date-stamped 2/2/01 h. Letter from George Winiecki, 2704 Highway 10 1. Original Concept Site Plan for Lot 2 J. Staff Report WHEREAS, the proposed development satisfies the requirements of Zoning Code as well as the adopted Planned Unit Development Document agreement executed on April 20, 1998; and, . . . MIPI I Resolution 650-01 March 21, 2001 Page 2 WHEREAS, the site plans date-stamped 3/2/01 indicate that the proposed office building will be set back 50 feet from the property line fronting Highway 10, will be 13,912 square feet with a 3,000 square foot first level expansion and a 6,000 square foot second story expansion; and, WHEREAS, the number of parking stalls required for full build out (22,912 square feet) is 92 stalls, of which 70 will be constructed immediately, the remaining 22 marked as proof of parking to be constructed in conjunction with the second building expansion; and, WHEREAS, the City Forester has reviewed and approved the Landscape Plan; and, WHEREAS, the Fire Marshal has reviewed and approved the site plans in terms of access, drive aisle width and other Fire Department requirements and considerations; and, WHEREAS, the photometric analysis, date stamped 2/2/01, complies with the City Code Section 1103.09 pertaining to lighting and glare. NOW THEREFORE BE IT RESOLVED that the Mounds View Planning Commission, finding that all of the requirements of the Zoning Code and PUD Document have been met, does hereby recommend that the City Council approve the development review request for the construction of a 13,912 square foot office building with a possible first-story expansion of 3,000 square feet and a possible 6,000 square foot second story expansion at 2720 Highway 10, subject to the following stipulations: 1. Barrier curbing (B 6-12) shall be installed around the perimeter of the parking lot, islands and access drive. 2. All utilities to the building shall be installed underground. 3. One monument sign shall be allowed not to exceed eight (8) feet in height or one hundred (l00) square feet in area. The base of such sign shall be constructed of masonry or stonE: materials to match the building. A pole or pylon type sign is prohibited. 4. All architectural features and building treatments shall be consistent along all elevations of the building. 5. The site plan shall be revised to show a 30-foot wide access to Highway 10 and to show detail for the proposed garbage dumpster enclosure. The enclosure shall be solidly constructed and shall be finished with masonry materials to match the building. The gate to the enclosure shall have a latching or locking mechanism and shall completely shield from view the interior contents of the enclosure. 6. The Grading, Drainage and Utility Plan shall be revised to show a swale running between the building and the southeast property line to ensure that stormwater runoff does not flow onto the adjoining property. . . . The applicant shall submit to the City a cash payment of $14,125 in lieu of constructing and installing required trailway and lighting corridor improvements. 8_ A development agreement which sets forth all of the terms, conditions, requirements, guarantees and plans for the orderly development of the land shall be executed and recorded with Ramsey County as required by Section 1006_06, Subd_ 4 of the City Code. 9, The applicant shall execute and record with Ramsey County a utility easement document which conveys to Five D Limited (the Holiday Stationstore) a non-exclusive right to maintain and repair if necessary the water and sanitary lines servicing their property. A copy of this recorded document shall be kept on file with the City. ] 0_ The applicant shall obtain a permit from Ramsey County for any and all work to be performed within the Highway 10 right of way, including but not limited to the proposed access drive onto Highway 10, BE IT FURTHE:R RESOLVED that the Mounds View Planning Commission directs Staff to forward this Resolution to the City Council prior to approval of the minutes.
