RESOLUTION RECOMMENDING TO THE CITY COUNCIL APPROVAL OF A
REZONING OF PROPERTY OWNED BY ERNEST GUSTAFSON AT 2525 COUNTY
ROAD I, FROM R-l, SINGLE FAMILY RESIDENTIAL, TO R-2, SINGLE AND TWO
FAMILY RESIDENTIAL; PLANNING CASE NO. ZCOI-OOl
-WHEREAS, ElllCst Gustafson has applicd to rezonc propc11y hc owns at the northeast
comer of Long Lakc Road and County Road 1 from R-I. Single Family Residcntial, to R-2,
Single and Two-Family Residential; and,
'WHEREAS, the properties are legally dcscribed as follows:

WHEREAS, the Planning Commission has rcvicwed the following documents regarding
this proposal:
1. Planning Application
2. Zoning Map
3. Ramsey County Half Section Map
4. Applicant's Proposed Subdivision Plan
5. Comprehensive Plan Map (1979)
6. Future Land Use Map (Proposed. 2001)
7. Alternative Subdivision P]an
8. S ta fr Report
WHEREAS, the Planning Commission held a public hearing regarding this request on
June 6,2001; and,
WHEREAS, the Planning Commission shall consider possible adversc cffects of the
proposed rezoning and shall make a finding of fact related to its review of the request; and,
WHEREAS. The Mounds View Planning Commission makes thc following findings
regarding the possible adverse etfects of this rezoning according to Section 1125.01, Subd. Ie of
the Mounds View Zoning Code:

According to the Comprehensive Plan, the propertics includcd in this proposed rezoning
are designated as Low Density Residential. The current comprehensivc plan, howcver, is
out of date and is undcrgoing a substantial revision, which will result in a ncw
comprchensive plan being adoptcd by the City Council. The proposal would be
consistent with the Comprchensive Plan if the Comprchensive Plan wcre revised to
designate this property Single-Family Attached.

The subjcct propcrties are located at the corner of Long Lakc Road and County Road I, a
busy intcrscction in the center of the City. Thcrc arc twinhomcs located on the north side
of County Road 1 on either side of the subject property, a homc based dog kennel and
grooming business across thc strcct and higher density uscs across the street on the south
side of County Road I. A rczoning to highcr density rcsidcntial use would not be
inappropriatc givcn the higher volumes of traffic and the existing uscs.
3. The proposcd rczoning \vould have little impact on the ncighborhood, as the area is
dominated by higher density residcntial and highcr dcnsity commcrcial uscs in an area
that experiences higher volumcs of vehicular traffic. Thus. a deprcciation of the
ncighborhood would not be expected.
4. While 29 pcrccnt of the thvelling units in Mounds Vicw are non-homcstcadcd, there
remains a demand for alternative housing options in thc City. Onc ofthc goals of the
Comprehensive Plan, both current and proposed, is that the City should maintain a broad
and full choicc of housing opportunities and cncourage examplcs oflife-cyc1e housing.
Higher density housing at this corner fronting County Road I would satisfy a need and
would be in keeping with the Plan's housing goals and policies.
NOW, THEREFORE. BE IT RESOLVED, based upon the above Iindings of fact, the
information and documents regarding the proposal, the report drafted by staff and the tcstimony
of the applicant, and in consideration ofthc public testimony given at the public hearing, the
Planning Commission does hereby recommend to thc City Council approval ofthc rczoning
request as shown on the attached Exhibit A, subject to the following:
I. The proposed R-2 lots shall front and takc access from County Road r.
BE IT FURTHER RESOLVED that the Planning Commission recommends that the
Future Land Use Map within the proposcd Comprehensivc Plan be rcviscd to designatc the area
outlined on Exhibit A as SFA, Single-Family Attachcd.
BE IT FINALLY RESOLVED that thc Planning Commission dirccts staff to forward
this resolution to the City Council prior to approval of the minutes.
