COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF A DEVELOPMENT REVIEW AND
CONDITIONAL USE PERMIT FOR EDGE\VOOD MIDDLE SCHOOL;
MOUNDS VIE'V PLANNING CASES DEOI-OOl AND CUOI-001.
\VHEREAS, The applicant, Edgewood Middle School (Independent School District
621), has applied for a development review to construct a 15,669 square foot building expansion
and parking lot alteration; and,
\VHEREAS, Edgewood Middle School is located at 5100 Edgewood Drive, property
zoned R-l, Single Family Residential and is legally-described as follows:

\VHEREAS, according to Section 1006.06 of the Mounds Vie\\! Municipal Code, any new
construction or expansion of existing facilities requires the approval of a development review; and,
'VHEREAS, the applicant submitted a set ofplans, date stamped 11/28/01, pertaining to
the expansion which included a Site Plan, Demolition Plan, Site Layout Plan, Grading and
Drainage Plan, Site Detail Plan, Exterior Elevations, and Interior Floor Plan, all of which shall
collectively be referred to as the "Site Plans;" and,
\VHEREAS, the expansion will add 15,669 square feet of space to the school as shown
on the attached Site Plans; and,
\VIIEREAS, the expansion will remove 23 parking stalls from the existing 101 stalls in
the parking lot located on the north side of the building, which still satisfies the City's parking
code requirements for a school with 28 classrooms and 600 students; and,
WHEREAS, The Public Works Foreman, Community Development Dircctor, Engineering
Technician, and Fire Marshal have revicwcd the submitted site plans; and,
\VHEREAS, the Mounds View Planning Commission has reviewed the following
documents regarding this proposal:
1. Planning Application
2. Zoning Map
3. Location Map
4. Site Plans. date stamped 11/30/01

5. Staff Report
\VHEREAS, in the course of reviewing the documents associated with this property, it
was determined that the school was operating without a conditional use pennit, a requircment for
schools, churches and other institutional uses located within a residential district; and,
'VHEREAS, according to Section 1125.02, Subdivision 2 of the Mounds View Zoning
Codc, thc Planning Commission is to consider the possible adverse effects of the proposed
conditional use.
NO\V, THEREFORE, BE IT RESOLVED, as required by the Section 1125.01 of the
Mounds View Zoning Code, the Mounds View Planning Commission makes the following
findings of fact related to the development revicw and conditional use pemlit requcst:
1. The Edgewood Middle School property is zoned R-l, single family residential, within
which district schools are conditionally allowed.
2. The Edgcwood Middle School property is designated as a "School" in the City
Comprehensive Plan.
3. Given its location at the comer of County Road Hand Edgewood Drive, the school is
conveniently located and has access to primary corridors through the City.
4. The setback and zoning requirements as indicated in Sections 1104.02 and 1106.04 of
the Mounds View Zoning Code are satisfied with this cxpansion.
5. Permitting the cxpansion will not depreciate the neighborhood nor will it causc
additional traffic congestion or reduce airflow or light to adjoining properties.
6. There is a demonstrated need for the expansion given the number of students and
expressed conditions of overcrowding.
NO\V, THEREFORE, BE IT FURTHER RESOLVED, the Mounds View Planning
Commission, based upon its above-statcd findings of fact, does hercby recommend to the City
Council approval of the development review and conditional use permit rcquest for Edgewood
Middle School, located at 5100 Edgewood Drive, subject to the following:
I. The building expansions shall match to whatever extent possible the existing brick
architecture, style and colors.
2. The applicant shall provide proof of obtaining a RCWD Pennit prior to any City permits
being issued.
3. All disturbed pervious areas shall be restored with sod or landscaping materials.

5. The landscaping Plans shall be reviewed and approved by the City Forester.
