deyelopment review to construct a 20 unit housing facility at the southeast corner oCCounty Road
I and l\'lounds Vie\y Drive; and,
\VHEREAS. the subject property is zoned R-4, High Density Residential, and is legally
described as follows:

WIIEREAS, according to Section 10()().06 oCthe Mounds Vic\v Municipal Code, any new
construction or expansion oCexisting facilities requires the approval ora development review; and,
WHERL\.S. according to the Zoning Code, high density housing is an allowed LIse in R-4
zoning districts; and,
\VHEREAS. thc Planning Commission has rcviewed the Collowing documents regarding
this proposal:
a. Planning Application
b. Zoning Map
c. Lcttcr lI'om Applicant
c. Sitc Plan Packet
d. Staff Report
\VII EREAS, the site plans date-stampcd February 14, 2002 indicate that the proposed
building would be 20,6()0 square fect; and,
\VIIEREAS, the number of parking stalls provided, 30, is less than the minimum
alll>\yed (50) in the Zoning Code Cor this type or facility.

\\'11 F.REAS, with the exception or parking, the proposed development satisfies all
applicabk requirements of the Zoning Code; and,
NOW THEREFORE BE IT RESOLVED that the Mounds View Planning Commission
does hereby recommend that the City Council approve the development revicw requcst for the
construction ora 20,(j(jO square foot housing facility located at the southeast corncr of County
Road 1 and Mounds View Drive, subjcct to the following stipulations:
1. The applicant shall obtain a pcrmit from Ramscy County for any and all work to bc
performcd within thc County Road 1 right of way, including but not limited to the
proposcd access drive onto County Road I.
I All utilities to the building shall be installed undcrground
3. Thc ground signs shall be of a monument style with a masonry basc. No pole or pylon
signs shall be permitted.
-J.. The site plan shall be reviscd to show a 20-loot setback along the eastern propelty line.
5. Thc site plan shall be revised to show the ground signs as complying to the IS-foot
setback requirement.
BE IT FLRTIIERRESOLVEO that approval of this resolution shall he contingent
upon approval ofa variance from the minimum parking requirement for this facility.
BE IT FI;\,ALL Y RESOLVED that thc \10unds View Planning Commission directs
Stan'to forward this Rcsolution 10 the City Council prior to approval of the minutes.
