ZC02-001 \VHEREAS, Terry Martinson has applied to rezone the property located at 7656 Silver Lake Road from R-l, Single Family Residential, to R-2, Single and Two-Family Residential; and, \VHEREAS, thc subject property was created in conjunction with the subdivision of 7653 Groveland Road, and is legally describcd as follows: Tha/ par/ (</'1,0/3, S'prillg I.o/.;e Kllolls .'lddi/ioll, RO/J/s(\' COli Il/,\', Afilllleso/a, 1I'hich lies east of/he H'CS/ :;05.1 fcct/hereof WHEREAS, the Planning Commission has revic\ved the following documcnts regarding this proposal: I. Planning Application ') Zoning Map 3. Location Map 4. Certificate of Survey ), Staff Report \VHEREAS, the Planning Commission held a public hearing regarding this request on Wednesday. March 6, 2002; and, WHEREAS, according to Section 1125 of the Mounds View Zoning Code, the Planning Commission is to consider the possible adverse effects ofthc proposed rezoning and shallmakc a finding of fact related to its review of the request. NO\V, THEREFORE, BE IT RESOLVED, the Mounds View Planning Commission makes the following findings regarding the possible adverse effects of this rezoning as required by the Mounds View Zoning Code: 1. According to thc Comprehensive Plan. the Property proposed to be rezoned is designated Single Family Residential. The surrounding area. however. consists of several twin homes and properties zoned R-2. Single and Two-Family Residential. . . . . Resolution 692-02 Page 2 ') The Property is located on Sil\'L'r Lake Road. a hea\'ily tra\'ekd stt'Cet. \1cdiul11-density resIdential. as proposed in this rezoning. would not be inappropriate given the higher volumes of tranie and the ex istenee of similar uses sUD"ounding the property. ,). The proposed rezoning would have little impact on the neighborhood, as neighboring properties have developed as twin homes. The property fronting Groveland Road is 1101 a part of this rezoning request. therefore would not adversely affect the neighborhood located along Cirovcland Road. NO\\', THEREFORE, BE IT FURTHER RESOLVED, based upon the above findings of fact, the information and documents regarding the rezoning proposal, the report drat1ed by stan' and the testimony of the applicant, and in consideration of the public testimony given at the public hearing, the Planning Commission does hereby recommend approval of the rezoning request as shown on the attached Celii ocate of Survey.
