RESOLUTION NO. 696-02
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING PRELIMINARY PLAT APPROVAL OF THE
KNOLLWOOD PARK FOURTH ADUITION MAJOR SLTBDIVISION
MOUNUS VIEW PLAl\'NING CASE NO. LC02-001
WHEREAS, Steven Anderson, acting on behalf of property owncr Levitan-Silverwood,
LLC, has requested approval of a lot combination (Major Subdivision) of the property located at
7180 and 7190 Silver Lake Road, zoned R-4, High Density Residential, and the adjacent,
landlocked vacant lot zoned R-l, Single Family Residential, all legally-described as follows:
],ot 10 and the North 250feet (!fIots 11, 12, 13, 1../ and 15,
all in Knolhl'ood Park, Ramsey COUllty, Minnesota
WHEREAS, the applicant proposes to combine the above-described property to
create one platted lot legally described as:
Lot 1, Block 1, KI/olhvood Park F'eJ1frth Addition,
Ramsey (~Olfll~l',Mil/l/esota
WHEREAS, the applicant has submitted a preliminary plat for the Knollwood Estatcs
major subdivision to effectuate the proposed lot combination; and,
WHEREAS, the Planning Commission has reviewcd the applicant's request for a major
subdivision and has determined that it is in conformancc with Chapters 1104, 120 I, and 1202 of
the Municipal Code; and
WHEREAS, the Planning Commission has reviewed the following documents rcgarding
this proposal:
1. Planlling Application
2. Zoning Map
3. hJcation Map

WHEREAS, in accordance with Section 1204,04, Subd. 4, a park dedication fee in the
amount of$14,390 is applicable with this proposed major subdivision.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission
recommends approval of the preliminary plat for the Knollwood Park Fourth Addition major
subdivision, subject to the following stipulations:
1. The applicant shall revise the plat to show a ten-foot drainage and utility easement
adjacent to Lot 16 and 18 of Knollwood Park and shall revise the plat to reflect the
current Mayor's name, Richard Sonterre.
2. Prior to the City executing the plat and affixing its seal thereto, the applicant shall
submit the applicable park dedication fee in the amount of $14,390.
3, No development or expansion shall be allowed onto that portion of the lot which is
currently zoned R-l, Single Family Residential.
4. The applicant shall apply for Final Plat approval within six (6) months or the
Preliminary Plat approval shall expire.
5. The applicant shall dedicate to the City a conservation or preservation easement over
the north 250 feet of Lots 14 and 15 and the west 75 feet of the north 250 feet aLLot
13, all in Knollwood Park, County of Ramsey.
BE IT FURTHER RESOLVED that the Mounds View Planning Commission directs staff
to forward this resolution to the City Council prior to approval of the minutes.
