RESOLUTION RECOlVIJ.\tIE~DING APPROVAL OF A DEVELOPlVIENT REVIEW FOR
EDGEWOOD MIDDLE SCHOOL; MOUNDS VIEW PLANNlL~G CASE DE01-001.
WHEREAS, The applicant, Edgewood Middle School (Independent School District
621), has applied for a development review to construct a 12,000 square foot building expansion;
and,
WHEREAS, Edgewood Middle School is located at 5100 Edgewood Drive, property
zoned R-l, Single Family Residential and is legally-described as follows:
Subject to road and highway easements,
640 feet afsouth 190 fiet, the southeast % of
southwest 14 of Section 8, Township 30, Range 23
\VHEREAS, jUJ)ior high sch09ls (j.r.e ,conditionally permitted in R-l, Single Fa!TIily
Residential zoning districts; and, . .
VVHEREAS, a conditional use permit was approved by the City Council for the subject
property on January 28,2002; and,
\VHEREAS, according to Section 1006.06 of the Mounds View Municipal Code, any new
construction or expansion of existing facilities requires the approval of a development review; and,
"" HEREAS, the applicant submi tted a set of plans, date stamped LO/24/02, pertaining to
the expansion which included a Site Plan, Sight Line Analysis, Grading and Drainage Plan, Site
Detail Plan, Lo'wer Level Reference Plan, ~liddle Level Reference Plan, Upper Level Reference
Plan, Code Compliance Plan, and Exterior Elevation Plan, all of which shall collectively be
referred to a~ the "Site Plans;" and,

WHEREAS, the expansion will remove 10 parking stalls from the existing 101 stalls in
the parking lot located on the north side of the building, which still satisfies the City's parking
code requirements for a school with 28 classrooms and 600 students; and,
WHEREAS, The Public Works Director, Community Development Director, Engineering
Technician, and Fire Marshal have reviewed the submitted site plans; and,
WHEREAS, the Mounds View Planning Commission has reviewed the following
documents regarding this proposal:
1. Location Map
2. Site Plans, date stamped 10/24/02
3. Staff Report
4. Planning Commission Resolution 682-01
5. City Council Resolution 5688
6. Resolution 715-02
NO\V, THEREFORE, BE IT RESOLVED, as required by the Section 1125.01 of the
Mounds View Zoning Code, the Mounds View Planning Commission makes the following
findings of fact related to the development review and conditional use permit request:
1. The Edgewood Middle School property is zoned R-l, single family residential, within
which district schools are conditionally allowed.
2. The Edgewood Middle School property is designated as a "School" in the City
Comprehensive Plan.
3. Given its location at the corner of County Road Hand Edgewood Drive, the school is
conveniently located and has access to primary corridors through the City.
4. The setback and zoning requirements as indicated in Sections 1104.02 and 1106.04 of
the Mounds View Zoning Code are satisfied with this expansion,
5. Permitting the expansion will not depreciate the neighborhood nor will it cause
additional traflic congestion or reduce airflow or light to adjoining properties.
6. There is a demonstrated need for the expansion given the number of students and
expressed conditions of overcrowding,

Commission, based upon its above-stated findings of fact, does hereby recommend to the City
Council approval of the dcvelo~Jment revievv' request for Edge\\'ood i'/fiddle Schocl, located at
5100 Edge-wood Drive, subject to the follO\'iing:

1. The applicant shall provide proof of obtaining a RCWD Permit prior to any City permits
being issued.
2. All disturbed pervious areas shall be restored with sod or landscaping materials.
3. The applicant shall arrange to record the City Council resolution of approval with Ramsey
County,
NOW THEREFORE, BElT FINALLY RESOLVED, that the Mounds View Planning
Commission directs staff to forward this resolution to the City Council prior to approval of the
minutes.
