Application for Festival in the Park
Date of Report: June 25, 2001
Festival in the Park is fast approaching and the organization has submitted an
application to conduct excluded bingo. Minnesota Statute 349.166 Subdivision 1
allows organizations to conduct bingo without a state license if it is conducted by
an organization that conducts four or fewer bingo occasions in a calendar year.
Festival in the Park meets this description.
Recommendation
Adopt Resolution 5578 Approving a Charitable Gambling Application for Festival
in the Park.

A Resolution Approving a Charitable Gambling Application
for Festival in the Park
WHEREAS, Festival in the Park has submitted an application to
conduct charitable gambling (bingo); and
WHEREAS, the Mounds View City Council and residents recognize
the value of Festival in the Park.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
City Council does hereby approve Resolution 5578 Approving a Charitable
Gambling Application for Festival in the Park.

RESOLUTION NO. 5576 Item 6E
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPOINTING MIKE ULRICH AS
INTERIM GOLF COURSE MANAGER/SUPERINTENDENT
WHEREAS, the Mounds View City Council took action Wednesday,
June 6, 2001 which left the Golf Course Superintendent position vacant; and
WHEREAS, the City Administrator is recommending that the City Council
appoint Mike Ulrich to serve as the interim Golf Course Manager/Superintendent
until such time as the City Council determines whether and when the vacancy will
be filled.
NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City
Council does hereby appoint Mike Ulrich to serve as the Interim Golf Course
Manager/Superintendent, and
BE IT FUTHER RESOLVED THAT for this interim period Mike Ulrich will
be compensated at his normal rate of pay plus an additional 15% per Resolution
5427.

City of Mounds View Staff Report

Item Title/Subject: Consideration of Community Center Commissioning Proposal
Date of Report: August 29, 2018
At the June 18, 2001 Council work session, staff presented a proposal to hire Karges-
Faulconbridge, Inc., to perform a complete commissioning of the HVAC system at the
Community Center, for a total sum of $8,800.00. It was the consent of the Council that
this service should be conducted. Staff has identified $5,000.00 in the Operations
Budget for the Community Center, Capital Account, for tiling of the back hallway. This
project can be extended into next year. Staff is recommending the remaining $3,800.00
be transferred from the General Fund Contingency Account to the Community Center
Operations budget. Funding the commissioning from TIF or interest from TIF earnings
was not a possibility.
RECOMMENDATION: City Council award the commissioning of the Community
Center HVAC system to Karges-Faulconbridge, Inc., for a sum of $8,800.00 to be
funded by the above mentioned accounts.

Item Title/Subject: Public Hearing to Consider Resolution 5575
Establishing a Sunday Liquor Sales Fee
Date of Report: June 25, 2001
In September 1994 the City Council adopted Resolution 4629 which revised the
fee structure for on sale intoxicating liquor licenses. Staff reports from the
summer and fall of 1994 indicate that the approved fee structure was based on
the number of police calls, square footage, costs to administer the license and
other direct costs such as protection services. The new fee structure resulted in
a significant fee decrease for two of the city’s three on sale establishments.
Although it’s clear that the City has been issuing Sunday sales licenses, it is
unclear whether the cost of the Sunday sales license was included in the cost of
the on sale license or whether the Sunday sales license was “free”. The City
Attorney has recommended that because the State requires a separate license
for Sunday sales the Council adopt a resolution indicating the specific amount to
be charged for a Sunday sales license whether its $0.00 or $200.00.
Staff contacted other cities that are of comparable size and/or in the same
geographic area regarding fees for Sunday sales licenses and the results are as
follows: Blaine, Coon Rapids, New Brighton, Columbia Heights, Robbinsdale and
Shoreview all charge $200.00 in addition to the regular fee for an on sale
intoxicating liquor license.
For the Council’s information, the following are the annual fees currently paid by
each on sale intoxicating establishment: Donatelle’s-$3000;
Robert’s Off 10-$4720 and The Mermaid: $10,000.
Recommendation
Staff recommends that the Council determine what the fee for Sunday sales will
be and adopt Resolution 5575 based on that determination.

A Resolution Establishing a Fee for Sunday Sales Licenses
WHEREAS, the City of Mounds View issues on sale intoxicating
liquor licenses annually; and
WHEREAS, Minnesota Statutes and the Mounds View City Code
permit certain intoxicating liquor establishments to sell alcohol on Sundays; and
WHEREAS, all 2001-2002 on sale intoxicating liquor license
applicants have requested a Sunday sales license from the City.
NOW, THEREFORE, BE IT RESOLVED that the City of Mounds
View will issue Sunday sales licenses at a cost of $200.00 annually to the
applicant.

Item Title/Subject: Update Regarding On Sale Intoxicating and
Sunday Sales License Application for Topa
Corporation dba Donatelle’s
Date of Report: June 25, 2001
Staff has been in contact with the representatives of Topa Corporation for several
months and as the Council is aware, the applicant requested that the public
hearing scheduled for June 11, 2001 be continued to June 25, 2001. It appears
that the applicant is not yet ready to move forward with the application as all
required documentation has not been submitted to the City. Further, staff
recently learned that there are orders outstanding with the Ramsey County
Health Department and the Department has indicated that the applicant may not
open for business until the orders have been abated.
Staff Recommendation
Staff recommends that the City Council continue the public hearing for the
consideration of the on sale intoxicating liquor license application for Topa
Corporation until July 9, 2001 at 7:20pm. If at the time of the July 9, 2001
meeting all of the proper paperwork has not been submitted and orders abated,
staff will approach the Council with a recommendation regarding Topa
Corporation’s application.

Section 502.08 of the Mounds View City Code requires that a public hearing be
held for new and transfer liquor license applications after published notice in the
official newspaper at least 10 days in advance of the hearing. The public hearing
notice for Liquor Monkey, Inc. dba Network Liquor on 10 was published in the
June 14, 2001 issue of the Focus News.
The proper application materials, fee and proof of insurance have been
submitted for Network Liquor on 10.
Police Inquiry and Investigations (Mounds View Police Department)
The Mounds View Police Department has issued a satisfactory report for this
Network Liquor on 10.
Utility Billing Inquiry (City of Mounds View)
The Finance Department has issued a satisfactory report for Network Liquor on
10.
Fire Inspection (City of Mounds View Fire Marshall)
The City’s Fire Marshall has issued a satisfactory report for Network Liquor on
10.
Minnesota Department of Revenue Tax Clearance
I have submitted to the DOR tax clearance forms for this year’s applicants and
the DOR has issued a satisfactory report Network Liquor on 10.
Recommendation
Staff recommends that the City Council approve the off sale intoxicating liquor
license application for Liquor Monkey, Inc. dba Network Liquor on 10.

Item Title/Subject: Public Hearing to Consider Renewals for
Intoxicating Liquor and Sunday Sales Licenses
for 2001-2002
Date of Report: June 25, 2001
Section 502.08 of the City Code requires that a public hearing be held prior to the
renewal of any intoxicating liquor license. All City of Mounds View issued
intoxicating liquor licenses will expire June 30, 2001.
All applicants for intoxicating liquor license renewals have submitted their city
and state liquor license application materials, the applicable fee and proof of
insurance unless otherwise indicated. The following investigations and
inspections have been conducted to determine whether there is cause for the
City to deny any of the applications for intoxicating liquor licenses:
Health Inspections (St. Paul-Ramsey County Department of Public Health)
The Department of Public Health conducts annual inspections of all restaurants.
The Department of Public Health has issued a satisfactory report for this year’s
intoxicating liquor license applicants.
Police Inquiry and Investigations (Mounds View Police Department)
The Mounds View Police Department has issued a satisfactory report for this
year’s intoxicating liquor license applicants.
Utility Billing Inquiry (City of Mounds View)
The Finance Department has issued a satisfactory report for this year’s
intoxicating liquor license applicants.
Fire Inspection (City of Mounds View Fire Marshall)
The City’s Fire Marshall has issued a satisfactory report for all applicants other
than Robert’s Off 10. The Fire Marshall has mailed a certified letter to Robert’s
Off 10 indicating that she is recommending that the liquor license be denied
unless all outstanding order are abated by June 25, 2001 at noon. Staff will
report to the Council at the meeting regarding whether the orders have been
abated.
Minnesota Department of Revenue Tax Clearance
I have submitted to the DOR tax clearance forms for this year’s applicants and
the DOR has issued a satisfactory report for this year’s intoxicating liquor license
applicants.
Recommendation
Staff recommends that the City Council approve the following applications for
intoxicating liquor licenses with the listed conditions:
On sale intoxicating with Sunday sales (10am-1am)
• The Mermaid
• Robert’s Off 10 (pending abatement of fire orders)
Off sale intoxicating
• Budget Liquor
• ABC Liquor
