WK: Work Session; PH: Public Hearing; CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report To: Honorable Mayor and City Council From: Michael Ulrich, Director of Public Works Item Title/Subject: Discussion of Proposed Street Projects Date of Report: August 29, 2018 In recent weeks, staff has invited neighborhoods from both proposed street improvement projects (Project 2001-1 Co. Rd. H2 and 2001-2 Ardan, Eastwood, Greenwood and Sunnyside) to informational meetings. Surveys were sent to all identifiable property owners requesting they select the type of improvement of their choice, including No Improvement. Surveys were to be completed and returned within a two-week window. The results of the surveys were mailed to the residents with the announcement of a meeting to discuss the survey and gather comments. Both surveys are attached for Council’s review. The first of the Projects was 2001-2 of which the majority of the residents on all streets have selected No Improvement as their choice. Residents of Sunnyside comprise the closest margin of No Improvement and a Recycle and Overlay, with 11 and 9 respectively. At the second informational meeting, drainage issues were discussed with a few of the residents in attendance. Those in the low areas of the street expressed a need to correct these problems. Addressing the drainage problems would require the installation of storm sewer on Ardan Ave. Obviously if this contemplated, the street should be reconstructed. A couple of the residents in attendance, while initially voting to do nothing, did state, that if some type of project was to occur, they preferred that it was done right. At this point, I believe there are a number of options to consider. 1). Abide with the survey results returned by the residents in which No Improvement would be made to any of the streets proposed. 2). Proceed with the minimum measure (overlay) on all streets. 3). Proceed with the recommended measure of rehabilitation for all streets. 4). Schedule additional meetings to attempt to establish a consensus, that some type of improvement is necessary. 5). Move on to the next scheduled improvement, notifying the residents that no preventative pavement management measures will be taken on these segments of streets and No Improvement will be scheduled, unless the residents petition the City for an improvement, at which time the City will perform the initially recommended project, if the pavement condition warrants it. The residents responding to the informational meetings and survey for Project 2001-1, indicated that a majority of them wish to have the road reconstructed to Municipal State-Aid (MSA) standards. Remaining items for discussion and consultation include, the width of the road, the need for and placement of a sidewalk / trail, traffic calming measures, on street parking, and timetable for construction. Staff recommends the following steps be taken to proceed with this project. 1). Send letter to property owners informing them of the decision to proceed with a reconstruction project. 2). Consult with the Engineering firm to discuss actions necessary to proceed with a project, which would include; negotiation of contract, concept plan, addressing resident’s concerns, timetable. 3). Schedule meeting with residents in early 2001 to disseminate any information gathered regarding street design, width, storm sewer, sidewalks. WK: Work Session; PH: Public Hearing; CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report To: Honorable Mayor and City Council From: Michael Ulrich, Director of Public Works Item Title/Subject: Discussion Regarding Park Survey and Comprehensive Plan Date of Report: August 29, 2018 A topic of discussion at past Park and Recreation Commission meetings has been the need for a Comprehensive Park Plan. Staff has been preparing the long-term capital improvement plan in much the same manner each year. Typically playground equipment has been upgraded as funds will allow and somewhere in the neighborhood of every seven to ten years. Questions leading up to this discussion has been, “Are we doing what the Community wants”. Staff is aware of the immediate Park Infrastructure replacement needs and some future plans, such as paving of area walking paths, but again, are we fulfilling the needs and desires of the community. Two things that would help answer these questions and provide direction, establish priorities, and identify possible funding sources would be to: A. Hire a consultant to do a Comprehensive Park Plan which would identify the current condition and amenities of the parks, establish useful life of equipment and formulate a future plan of what would be the best use for the park, in terms of activities in the park. B. Conduct a formalized public survey of the community to determine what the needs and desires are for the parks, both now through several future years. Staff does not have any cost estimates for conducting either of these projects at this time. Perhaps a larger survey could be conducted to receive additional information on other City Services. The Park and Recreation Commission fully supports this recommendation and has directed staff to present these issues to the City Council.
