Item Title/Subject: Review Options and Alternatives for 3016 County Road H2

Background
As the Council is aware, the EDA has authorized the purchase of 3016 County Road H2 to
facilitate a residential infill development. Currently, the EDA has control of several parcels
in the area. At this point, direction is being requested regarding three issues. First, what
would the EDA like to do with the existing single-family residence? The following three
options are proposed:
1. Subdivide Property and Sell Existing Single Family Home
The EDA could subdivide the necessary property off the back of the lot leaving a
standard 11,000 square foot lot. Subsequent to the subdivision, the EDA could sell
the existing single family home as is. With the reduced lot size, it is anticipated that
the existing home could be sold for approximately $115,000. The particular
advantage for this option is that cash would be immediately available for
reinvestment in future projects. The primary disadvantage is the loss of control of
the property.
2. Rent Existing Single Family Home Until Development is Further Refined
The EDA could rent the property until more specific development proposals are
refined. Once a more specific proposal is advanced, the EDA could either sell the
property or include it within the proposed development. Utilizing this option would
allow the EDA to maintain greater control over the property while realizing a nominal
cash flow. It is estimated that this property would rent for approximately $825 a
month.
3. Subdivide the Property, Demolish the Structure, and Resell the Lot
Given the small size of the home, low market value ($66,700 Building; $46,400
market value land; $113,100 total), a fair exterior and a fair interior the property
could be considered for housing replacement. However, the EDA has elected not to
utilize the Housing Replacement Program on lower quality homes in the past.

Advantages for this option include allowing the EDA to replace a smaller home with
a larger one increasing the tax base and enabling the EDA to recover a portion of
funds after the lot is sold. With a 16,247 square foot lot, it is estimated that the EDA
could reasonably expect to recapture $40,000 after demolition and legal fees.
Disadvantages include reduced control over the land and a higher net loss of funds
in the near term.
Second, staff would respectively request that consideration/direction be provided regarding
the overall development of this area. In particular, is there any specific type of
development that the EDA would like to see occur in this area? Given the adjacent land
uses, single family attached and detached housing or a combination of these two would
seem to be the two primary alternatives. The examples below are illustrative:

Finally, once the EDA articulates a preliminary concept (i.e. townhouse development,
single family development etc . . .), staff would request direction to meet with the
neighborhood to discuss the conceptual development alternative, and to assess specific
property owner’s interest in subdividing. Once interest in subdividing and neighborhood
interest is established, the EDA could work with a specific developer, or solicit interest from
residential developers through an RFP process.
Currently, staff has contacted two of the larger property owners, and both have indicated a
willingness to have their property developed. Along with the existing city property, the
potential exists for a substantial infill development. A map highlighting a proposed project
area has been attached for your review.

Item Title/Subject: Review of Draft Comprehensive Plan, Direction for
Setting a Public Hearing Date

Background:
Throughout 1998 and 1999, the Planning Commission and Community Development
staff, working in concert with the Economic Development Commission and Parks and
Recreation Commission, drafted a Comprehensive Plan update to revise the City’s
existing comp plan, which was last officially updated in 1979. The update also satisfies
Metropolitan Land Planning Act amendments that require all communities to have
updated comp plans.
After many months of continuous review, multiple public meetings, open houses and
public hearings, the Planning Commission approved the comp plan draft on February 16,
2000 and forwarded it and its recommendation to the City Council. On February 28,
2000, the City Council accepted the draft plan and authorized its release to adjoining
communities and the Met Council. Copies of the draft plan were also delivered to
Ramsey County and the school district. During the next few months, the Met Council
reviewed the draft plan to determine its “completeness” and communicated with staff that
additional information was needed. These areas were clarified and expanded and the
revised plan was resubmitted to the Met Council. On September 14, 2000, Met Council
indicated that it had concluded its “Completeness Review” and found the plan ready for
“formal” review. The Met Council requested further clarifications and refinement of the
data, and finally on Wednesday, November 8, 2000, the City’s comp plan was approved.
The Met Council requires that the City Council formally adopt the comp plan within nine
months of Met Council approval. For Mounds View, that nine-month period expires
August 8, 2001.
Discussion:
Even thought the previous comp plan had been last officially revised in 1979, many of the
goals and principles remain the same. The data and statistics in the plan, however, are
the most current possible, utilizing and benefiting from the work of the North Metro I-35W
Corridor Coalition as well as the just-released Census 2000 data. Staff will continue to
fine tune the data and incorporate more of the Census 2000 information as it is made
available; up through the date the Council adopts the plan.
The City will need to hold a public hearing for the document, after which point the Council

shall adopt it after making any further refinements as deemed necessary. The
Metropolitan Council requires that we send them two copies of the Council-adopted final
Comp Plan.
Rather than going into extensive detail in this report describing the revisions to the
comprehensive plan, I have prepared an executive summary of the plan which can be
used for quick reference and review. The executive summary will be made available to
anyone seeking information regarding the proposed comp plan.
Recommendation:
Review the revised Comprehensive Plan and discuss whatever aspect of it that the
Council may have question or comment. I would also ask that the Council establish a
date on which we can hold the public hearing, keeping in mind that final adoption needs
to occur prior to August 9th. Staff would recommend June 25th as the public hearing date,
which would allow for a continuation of the public hearing if needed or for further
discussion into July.
