Resolution 1079-17 RESOLUTION 1079-17 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA A RESOLUTION RECOMMENDING APPOINTMENTS TO THE PLANNING AND ZONING COMMISSION FOR TERMS EXPIRING DECEMBER 31, 2020. WHEREAS, Municipal Code, Section 401.02, Subd 1 (Membership; Terms), states “The Planning and Zoning Commission shall consist of seven (7) members from the resident population of Mounds View, other than persons elected to a public body, to be appointed by the City Council, and based on the recommendation of the Planning and Zoning Commission, from the applications submitted. The appointees shall have three (3) year staggered terms; at least two (2) of these terms, but not more than three (3) terms, shall expire each year on December 31. The Plan is updated every 10 years, and is intended to be consistent with the Metropolitan Council’s regional plan (Thrive 2040), regarding regional investments in sanitary sewer, mass-transit, affordable housing, and other topics. The City’s Comprehensive Plan update will be significantly completed by spring 2018, reviewed by adjacent cities and agencies, and submitted to the Metropolitan Council by December 31, 2018. The Comprehensive Plan will be written by Staff and consultants. A Taskforce will be assembled to review Goals and Policies, and maps. Discussion The Taskforce will consist of nine members, representing the following: (1) City Council (2) Planning & Zoning Commission (2) Parks, Recreation & Forestry Commission (2) Economic Development Commission (2) At-Large Residents The Taskforce will likely meet once or twice per month, January thru spring, on dates and times to be determined by the Taskforce. All meetings will be open to the public and televised. Recommendation Staff requests that the Chair solicit interest from Commission members, and that the Commission recommend two of its members to be appointed to the Taskforce. Resolution 1080-17 1 M EMORANDUM To: City Council & Advisory Commissions From: Jon Sevald, City Planner/Supervisor Re: Comprehensive Plan Taskforce Date: October 26, 2017 A Comprehensive Plan is a 20-year plan with policies, goals, and implementation strategies of how the City will guide development and redevelopment. The Comprehensive Plan is updated every ten years. The current update will be significantly completed by spring, 2018, and include nine sections (*optional): Land Use Waste Water Parks & Trails Transportation Surface Water Resilience* Housing Water Supply Economic Competitiveness* The Comprehensive Plan has two purposes; 1. Providing consistency with the Metropolitan Council’s regional plan (“2040 Thrive”) and infrastructure investments (sewer, mass transit, affordable housing); and, 2. Supporting the City’s Zoning and Subdivision ordinances. When a land use project is reviewed by the City Council, the Council is required to consider if the project is consistent with the Comprehensive Plan. At the December 4th City Council Work Session, the Council will appoint a Taskforce consisting of nine members representing; (1) City Council; (2) Planning Commission; (2) Economic Development Commission; (2) Parks, Recreation & Forestry Commission; and (2) At-Large residents. During November, each of these Commissions are requested to recommend two of its members to serve on this Taskforce. The Taskforce will be expected to meet once or twice per month, January thru May, on dates to be determined by the Taskforce. 2 The Taskforce will focus on (1) maps, and (2) goals, policies, and implementation strategies. It is Staff’s intent that each goal (broad) will be supported by policies (more specific), and implementation strategies (very specific) to be included in the City’s five-year Capital Improvement Plan (CIP), when applicable. If a goal or policy cannot be implemented, Staff will discourage it from being included in the plan. If the Taskforce generates ideas that cannot be implemented by the City (e.g. improving student achievement), these ideas can be further developed outside of the Taskforce. The Comprehensive Plan will be written by Staff with mapping assistance from Stantec (consultant). Due to time limitations of Staff, the Comprehensive Plan will largely be an update of data, with attention given to redevelopment opportunities. Another way to think about it is what has changed in the past ten years, and what is likely to change during the next ten years. Those “likely” changes are what Staff intends for the Taskforce to focus on. Since 2008, significant developments have included: 2006-2018: Red Oak Estates (Attached Single-Family) 2009-2017: Reconstruction of 80% of the city’s streets (municipal) 2015: Bio-Life (Commercial) 2015: Belle Rae Assisted Living (Multi-Family) 2015: Long Lake Estates (Single-Family) 2017: Public Works Facility (municipal) Most of these developments occurred along the Mounds View Blvd corridor. The corridor includes properties likely to be redeveloped within the next ten years if the economy continues, and if developers (or the City) are able to assemble smaller properties into larger projects (e.g. Crossroad Pointe). Redevelopment opportunities are limited by the availability of land, and is influenced by what is happening in neighboring communities. Within the next 20 years, depending on TCAAP, I believe that significant redevelopment will occur connecting TCAAP to Mounds View Blvd. This is a “game changer”, which comprehensive plans are intended to address. For example, if the 20-year goal is to create a town center-like atmosphere, should a short-term use include auto dealerships and self-storage? Once again, at the commission’s November meetings, each Commission is asked to recommend two of its members for this Taskforce. The Taskforce will meet once or twice per month, January thru May (est.). The Taskforce will be presented with maps and data, and asked to consider if and how redevelopment should be guided over the next 10 and 20 years. The Comprehensive Plan is intended to be realistic and able to be implemented by the City Council. Planning Cases A. VR2017-001 – PUBLIC HEARING: Resolution VR2017-17: Approval of a Variance to Allow a 3.5’ side yard setback for a driveway for property located at 5211 Sunnyside Road Planner Sevald stated the applicant, Tracy Henry, is requesting a Variance to reduce the side yard setback from 5’ to 3.5’, to install a driveway beside a garage. This driveway will be used to store an RV trailer. The property includes a house with an attached two-car garage. The garage (excluding roof eve) is approximately 15’ from the side yard property line. The applicant’s intent is to have a driveway wide enough to park the RV without hitting the roof eves, thus, the driveway would be 10’ wide, beyond the roof eve. The minimum side yard setback for a driveway is 5’. The maximum width of a driveway is 35’ or the width of the garage plus 12’, whichever is greater. It was noted the proposed driveway would be 28’ wide. Staff recommended the Planning Commission hold a public hearing and approve the variance as requested. Commissioner Klander asked if the property pins were located for this site. Planner Sevald stated the pins were not found. He explained the City does not require a certified survey to be completed for Variance requests. He indicated Ramsey County aerial photos were used for measurements, along with the fence. Commissioner Klebsch questioned if the City required the new driveway to run the full length of the garage. Planner Sevald stated this was not a City requirement. Chair Stevenson opened the public hearing at 7:19 p.m. Chair Stevenson closed the public hearing at 7:19 p.m. MOTION/SECOND: Commissioner Klebsch/Commissioner Klander. To approve Resolution 1077-17, a Resolution Recommending Approval of a Variance for a Reduced Side Yard Setback from 5’ to 3.5’ for a driveway at 5211 Sunnyside Road; Planning Case No. VR2017-001. Commissioner Monn asked if the applicant has been in communication with his neighbor regarding the driveway addition. Tracy Henry, 5211 Sunnyside Road, explained he has spoken to this neighbor and has offered his full support for the driveway expansion. He indicated he would not be driving off of the parking pad and noted he had nine inches of wiggle room. Commissioner Monn questioned if the RV would be covered. Mr. Henry stated he did cover his RV. Reports A. Upcoming Planning Cases & Activity Planner Sevald discussed upcoming planning cases and noted the MWF Boulevard development had been tabled by the City Council. He provided the Commission with an update on the Crossroads Pointe redevelopment project and noted a neighborhood meeting would be held Thursday, September 21st at 6:00 p.m. at the Mounds View Community Center. B. Staff Updates Planner Sevald provided the Commission with an update from staff. He noted City Administrator Jim Ericson would have his last day with the City on Friday, September 8th. C. Council Updates Council Member Meehlhause provided the Planning Commission with an update from the City Council. He discussed the three plans that were presented to the Council for the Crossroads Pointe redevelopment and noted the Council was working on a preliminary agreement for the property with I&H. He stated the I&H development included market rate apartments with a separate building which could potentially house an indoor gun range. He explained the hospital board was recently dissolved and the assets would be sold off and split between the five-member cities. He reported the Council received a presentation on optional insurance that would cover homeowner’s sewer lines from the main to the house. He explained the Council recently received an update from the Fire Department and was discussing upgrades to the City’s cable equipment. He indicated the Council approved their preliminary budget and tax levy on August 28th. He stated the Council had hired Nyle Zikmund as the Interim City Administrator and promoted Jon Sevald to City Planner/Supervisor. Lastly, he welcomed Celena Monn to the Planning Commission. D. Planning Commissioner Reports Chair Stevenson welcomed Commissioner Monn to the Planning Commission. 8. Approval of Minutes August 16, 2017. MOTION/SECOND: Commissioner Klebsch/Commissioner Love. To approve the Minutes of the August 16, 2017 regular Planning Commission meetings as presented.
