1. Call to Order
The meeting was called to order by Chair Stevenson at 7:00 p.m. for November 19, 2014.

3. Approval of Minutes
September 17, 2014.
MOTION/SECOND: Commissioner Schiltgen/Commissioner Rundle. To approve the Minutes
of the September 17, 2014 regular Planning Commission meeting as presented.
Ayes – 7 Nays – 0 Motion carried.

A. Review Planning Commissioner Applications
Planning Associate Heller informed the Commission that the term of three Planning Commission
members – Gary Stevenson, Jessica Birken and Julianne Love - expire at the end of the year. The
City advertised the vacancies, with applications due on November 10, 2014. Staff received
applications from the three current Commissioners for another term, and two other applications
for the Planning Commission were received by the City. She requested the group review the
submitted applications and make a recommendation to the City Council. It was noted the Council
would be making the official appointments by the end of the year.
Commissioner Birken explained she was willing to serve another term.
Steven Roste and Royal Dahlstrom introduced themselves to the Commission. A discussion was
held between the Commission members and the two volunteers interested in serving on the
Planning Commission.
The Commission took a vote for the three open Planning Commission seats.
Associate Heller tallied the votes and announced that Gary Stevenson, Jessica Birken and
Julianne Love would be recommended to the City Council for reappointment.
Chair Stevenson thanked Steven Roste and Royal Dahlstrom for their willingness to serve and
encouraged them to consider volunteering on another City commission or sub-committee.

B. Discuss I-1, Industrial, Zoning District Uses and Proposed Code Amendment
Planning Associate Heller informed the Commission that staff was researching the I-1, Industrial
District, and noticed that the use “warehouses” is listed both as a permitted use and as a
conditional use. Staff recommends amending the code to allow it as a permitted use, and delete
it from the conditional uses.

Associate Heller recommended the Planning Commission discuss adding additional uses to the
industrial district zoning code to accommodate uses that are currently existing in industrial zoned
properties, such as medical supply and pharmaceutical companies. The property at 8400 Coral
Sea Street is zoned industrial but the building is an “office park” type building and as such, is not
being used by industrial type businesses. There are also many conditional uses in the industrial
zoning district, and possibly some could be changed to an allowed use.
Chair Stevenson explained that industrial uses typically have limited visitor parking available so
that should be a consideration when adding more allowed uses.
Associate Heller commented that parking for this business was not an issue, and typically isn’t
an issue for industrial uses due to the large size of the properties.
Commissioner Carvelli-Yu asked if the medical/pharmacy use could be grandfathered in. She
wanted to see the City support its local businesses.
Associate Heller said this was not possible. The additional uses either need to be added to the
zoning code or the business would be informed it was not in compliance.
Commissioner Carvelli-Yu recommended the City be accommodating to this business as it had
been in the community for the past 20 years. She did not believe that additional retail would
move into this area of the city given its location. She explained that the City’s vision was to be a
medical industry hub and this business aligned with this vision.
Commissioner Birken suggested the current businesses be made permitted uses within the I-1
Zoning District.
Associate Heller reviewed a list of suggested permitted uses in the I-1 Industrial Zoning District.
Associate Heller indicated she would add language to the code that would allow for medical
supply, a stand-alone pharmacy and office as allowed uses. She then discussed the timeline for
approving for a Zoning Code Amendment. She anticipated the Commission could review the
code amendment at their December 3rd meeting.
Commissioner Love discussed a reference to the City Forester in Chapter 1114.04 Subd. l and
recommended this language be revised since the city no longer has a forester.

A. Upcoming Planning Cases
Planning Associate Heller discussed upcoming planning cases. She discussed the exterior
updates being made to Sam’s Market. She noted new representatives from Sam’s Market would
be applying for a tobacco license. She reported the Anna Place, Multi-Tech and Longview
Estates plats have now been recorded. She stated newly hired City employee Brian Beeman, the
Business Development Coordinator, has been marketing the Crossroad Pointe property.

There being no further business before the Planning Commission, Chair Stevenson adjourned the
meeting at 8:08 p.m.

Item Title/Subject: Industrial District Discussion and Code Amendment
At the November 19, 2014 Planning Commission meeting, Staff and the Commission
discussed adding additional uses to the industrial district zoning code. The Commission
was supportive of adding medical supply and pharmacy to the allowed uses, particularly
to accommodate businesses that currently exist in industrial zoned properties. The
Commission also felt it was appropriate to change some current conditional uses to be
allowed uses.
Recommendation
Review and discuss the attached resolution with proposed changes to the I-1, Industrial
Zoning Code.

RESOLUTION RECOMMENDING APPROVAL OF AMENDMENTS TO
CHAPTER 1116 OF THE MOUNDS VIEW CITY CODE ABOUT
INDUSTRIAL ZONING DISTRICT USES; SPECIAL PLANNING CASE 191-14
WHEREAS, City staff has recommended that amendments be made to the
industrial zoning code relating to uses; and,
WHEREAS, the Planning Commission agrees with the City Staff
recommendation to allow additional uses in industrial districts; and,
WHEREAS, City staff has amended Chapter 1116, Section 1116.02 of the
Mounds View City Code by deleting the stricken language and adding the underlined
text as follows:
Section 1116.02 Permitted Uses
1116.02: PERMITTED USES: The following are permitted uses in an I-1 District:
Adult establishments as defined and regulated in Chapter 513 of the Municipal Code.

Blacksmith, welding or other metal shop.
Building materials sales yards, retail lumber yard, contractors equipment sales and rentals,
storage and sale of food, and fuel not for resale.
Essential services.
Flammable liquids: Above ground storage not to exceed a total of eight hundred (800)
gallons; underground bulk storage not to exceed twenty five thousand (25,000) gallons if
located not less than fifty feet (50') from a residential district. (Amended, Ord. 830, 9-3-09)
Foundry casting lightweight nonferrous metals or electric foundry not causing noxious
fumes or odors.
Golf Course. (Added, Ord. 721, 10-13-03)
Governmental and public utility building and structures.
Greenhouses and nurseries.
Laboratories, experimental, film and/or testing.

Laundries, bag, carpet and rug cleaning.
Manufacture or assembly of electrical appliances, instruments and devices.
Manufacturing, compounding, assembly or treatment of articles or merchandise from

metals, stones, tobacco, wax, yarns and wools.
Manufacturing, compounding, processing, packaging or treatment of cosmetics,
pharmaceuticals and food products and the rendering or refining of fats and oils.
Manufacture of musical instruments, novelties and molded rubber products.
Manufacture of pottery or other similar ceramic products, only by electricity or natural gas.
Manufacture and repair of electrical signs, advertising structures and light sheet metal
products, including heating and ventilating equipment.
Medical Supplies
Motorized vehicle or recreational equipment sales and service and rental.
Newspaper and general printings.
Office.
Pharmacies, Stand Alone, not part of a retail store.
Rental Stores.
Rugs, carpet, tile, paint or wallpaper stores.
Warehouses.
Wholesale and retail showrooms and offices; provided, that at least fifty percent (50%) of
the principal building is devoted to storage or warehousing of merchandise. (1988 Code

Section 1116.02: Conditional Uses
1116.04: CONDITIONAL USES: The following are conditional uses in an I-1 District
(requiring a conditional use permit based upon procedures set forth in and regulated by
Section 1125.01 of this Title):
Subd. 1. Open and outdoor storage as an accessory use.

Subd. 2. Open or outdoor service, sale and rental as a principal or an accessory use and
including sales in or from motorized vehicles, trailers or wagons; provided, that:
a. Accessory outside service, sales and equipment rental connected with a
principal use is limited to thirty percent (30%) of the gross floor area of the principal
use.
b. Outside sales areas are fenced or screened from view of neighboring residential
uses or an abutting residential district in compliance with subdivisions 1103.08(l)
through (5) of this Title.
Subd. 3. Motor freight terminals.
Subd. 4. Industrial planned unit development as regulated by Chapter 1119 of this Title.
Subd. 5. Wind Energy Conversion Systems as regulated by Chapter 1128 of this Title.
Subd. 6. Warehouses.
Subd. 7. Laboratories, experimental, film and/or testing.
Subd. 8. Manufacturing, compounding, processing, packaging or treatment of flammable
liquids.
Subd. 9. Automobile assembly and/or major repair.
Subd. 10. Creamery, bottling plant, ice cream manufacture, ice manufacture, cold storage
and/or milk distribution station.
Subd. 11. Manufacturing, compounding, processing, packaging or treatment of
cosmetics, pharmaceuticals and food products and the rendering or refining of fats
and oils.
Subd. 12. Manufacturing, compounding, assembly or treatment of articles or

WHEREAS, amending the City Code to allow more uses in industrial zoning
districts would better serve the public and support businesses; and,
WHEREAS, the Mounds View Planning Commission concurs that an amendment
to the City Code is warranted and justified.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning
Commission recommends approval of amendments to Section 1116 of the Mounds
View City Code as defined herein.
BE IT FINALLY RESOLVED that the Mounds View Planning Commission directs
staff to forward this resolution to the City Council prior to approval of the minutes.

Item Title/Subject: Code Amendments for Renewable Energy Systems
In 2013, Ordinance 883 was passed which created completely new requirements in the
City Code about renewable energy systems. There were several areas throughout the
code that referred to solar and wind turbines, and not all of them were changed in
Ordinance 883. Solar energy and wind generator systems are still listed as conditional
uses in all the business zoning districts, and geothermal systems aren’t listed at all. The
new ordinance changed solar energy systems and geothermal energy systems to be an
allowed use in all zoning districts, and wind turbine systems are a conditional use only in
industrial districts.
Staff is proposing Resolution 1019-14 which makes the suggested changes to the
residential and business zoning districts so it is consistent with the new renewable energy
requirements in Chapter 1128.
Recommendation
Review and discuss the attached resolution with proposed changes to the Zoning Code.

Subject: Consideration of Resolution 1018-14, Establishing the Planning
Commission’s 2015 Meeting Schedule.
Introduction:
The Planning Commission establishes its meeting schedule each year by resolution.
Discussion:
The meeting schedule proposed for 2015 represents the usual first and third Wednesday of every
month. There are no conflicts with holidays next year.
Recommendation:
Discuss the meeting dates and adjust the schedule. Approve Resolution 1018-14, establishing the
2015 meeting schedule of the Planning Commission.

CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION ESTABLISHING THE 2015 MEETING SCHEDULE OF THE
MOUNDS VIEW PLANNING AND ZONING COMMISSION
WHEREAS, the Mounds View Planning Commission intends to hold two regular
meetings per month during the year 2015; and,
WHEREAS, the Planning Commission will meet on the first and third Wednesdays
of each month, or as amended; and,
WHEREAS, the schedule of meeting dates shall be established and posted to
provide an orderly system for use by the Planning Commission, staff and general public.
NOW, THEREFORE, BE IT RESOLVED that Exhibit 1, attached hereto, is the
Planning Commission’s official meeting schedule for the year 2015.
BE IT FINALLY RESOLVED that if the Planning Commission is required to or
desires to hold special or emergency meetings, such meetings will be held in accordance
with State law, Code requirements and Commission Bylaws.
