Meeting Conclusion *NOTE LOCATION* NEW BRIGHTON CITY HALL 803 Old Highway 8 NW Item No: 6b Meeting Date: January 18, 2006 Type of Business: Business City of Mounds View Staff Report To: Mounds View Planning Commission From: James Ericson, Community Development Director Item Title/Subject: Review Possible Acquisition of the Premium Stop, 2390 County Road 10 Introduction: As the Planning Commission is well aware, the condition of the property located at 2390 County Road 10, operating as the Premium Stop gas station and convenience store, has been deteriorating to the point of becoming a nuisance and a blighting influence on the surrounding properties and community in general. The City Council authorized the abatement of the property at the December 12, 2005 meeting however they recognize that abating the present nuisances is simply a band-aid solution, treatment of a symptom without addressing the problem. At the Council meeting on January 9, 2006, the Council directed staff to negotiate a purchase agreement with the property owner for subsequent EDA consideration. Discussion: The Planning Commission needs to review the possible acquisition for consistency with the City’s Comprehensive Plan, as dictated by Minnesota Statutes. The future land use map designation for the Premium Stop parcel and adjoining Donut Connection site is HC, Highway Convenience. The zoning for both properties is B-3, Highway Business. The property area of the Premium Stop site is 55,756 square feet (1.28 acres.) The adjacent Donut Connection site, which has been proposed to be re-used as a “sushi bar,” is 20,908 square feet (0.48 acres) and together comprise 1.76 acres. Acquisition of this property would be consistent with the City Council’s and community’s desire for coordinated corridor redevelopment. This parcel is represented on the City’s official list of properties for potential acquisition. The Comprehensive Plan’s goals and policies are intended to maintain a cohesive land use pattern that ensures compatibility and a functional relationship between activities and uses. This statement is consistent with the community’s desire for coordinated and meaningful development and redevelopment along the County Road 10 corridor. Acquisition of the Premium Stop site would permit an immediate elimination of the blight as well as more control over the potential reuse of the subject property. Another equally important goal articulated by the Comprehensive Plan is the desire to preserve and protect property values. Acquisition of this property voluntarily offered to the City will provide an opportunity to enhance the tax base while opening the door to a comprehensive redevelopment of this visible corner within the County Road 10 corridor. Premium Stop Report January 18, 2005 Page 2 The benefits of the proposed acquisition are threefold—it would allow for the immediate elimination of the blighted buildings from this very prominent site within the City’s commercial County Road 10 corridor; it would help encourage redevelopment at this intersection and would give the City some control over the nature of the proposed redevelopment. Absent City acquisition, it is anticipated that the site would continue to operate as an independent gas station with limited reinvestment or tax base enhancements. This assumption is confirmed by the Realtor who indicates that the only inquiries he is receiving are from those individuals interested in maintaining an independent gas station operation. Recommendation: Staff and the City Council are requesting that the Planning Commission review the proposed acquisition of the Premium Stop property (the terms of which would be negotiated at a later date subject to City Council approval) to ensure consistency with the Comprehensive Plan. Resolution 823-06 is available for your action, approval of which would indicate to the City Council that said acquisition would be consistent with the Comprehensive Plan. Rd. 10 Premium Stop Photographic Documentation MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 823-06 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING ACQUISITION OF THE PREMIUM STOP PARCEL LOCATED AT 2390 COUNTY ROAD 10 WHEREAS, the Mounds View Planning Commission is required to review proposed acquisitions of real property within the City by the City; and, WHEREAS, the 55,756 square foot commercially zoned parcel located at 2390 County Road 10, improved with the “Premium Stop” gas station, is blighted property with nuisance and building code violations; and, WHEREAS, the parcel is for sale and the property owner is willing to consider a sale to the City; and, WHEREAS, the property is zoned B-3 (Highway Business) and has a Future Land Use Map designation of Highway Convenience; and, WHEREAS, the purpose of the subject property acquisition would be to facilitate the redevelopment of this corner of the County Road H2/ County Road 10 intersection; and, WHEREAS, a broad goal of the Comprehensive Plan is to maintain a cohesive land use pattern that ensures compatibility and a functional relationship between activities and uses. This statement is further consistent with the community’s desire for coordinated and meaningful development and redevelopment along the County Road 10 corridor. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View finds that the proposed acquisition of the property located at 2390 County Road 10 would be consistent with the Comprehensive Plan. BE IT FINALLY RESOLVED that the Planning Commission directs staff to forward this resolution to the City Council prior to approval of the minutes.
