PLEDGE OF ALLEGIANCE ROLL CALL MEMBERS PRESENT: Mayor Linke, Councilmembers Trude, Blanchard, Quick, and Hankner MEMBERS ABSENT: None ALSO PRESENT: Samantha Orduno, City Administrator; Mary Saarion, Director of Parks, Recreation and Forestry ADDITIONS TO AGENDA: Councilmember Hankner stated that she would be adding Consideration of Appointments to the Anoka County/Blaine Airport Task Force, as Item I. of Council Business. APPROVAL OF MINUTES: Councilmember Trude noted a correction on page 13, line 4; Commissioner "O'Dell" should be Wedell. MOTION~SECOND: Trude/Hankner to Approve Regular Council Meeting Minutes from March 20, 1995, as Amended VOTE: 5 ayes 0 nays Motion Carried ACCEPTANCE OF ADVISORY COMMISSION MINUTES: MOTION/SECOND: Hankner/Trude to Approve Economic Development Commission Meeting Minutes from December 14, 1994 VOTE: 5 ayes 0 nays Motion Carried Mounds View City Council Page 2 • Regular Meeting March 27, 1995 Councilmember Trude felt that Item S.C. of those minutes should be discussed at the next Economic Development Authority meeting. The items to be discussed are the policies for the purchase of vacant properties by the City for redevelopment, the pros and cons of actively developing, development opportunity, redevelopment hearings, and issues regarding Old Highway 8. ~J SPECIAL ORDER OF BUSINESS: There was no special order of business scheduled for this meeting. CONSENT AGENDA Samantha Orduno, City Administrator, read the Consent Agenda as follows: A. Consideration of Resolution No. 4733, Step Adjustment for Community Development Coordinator B. Consideration of Resolution No. 4734, Step Adjustment for Economic Development Coordinator C. Adopt Resolution No. 4738 Approving Just and Correct Claims Against City Funds D. Licenses for Approval There were no licenses for approval for this meeting. MOTION_„/SECOND: Trude/Hankner to Adopt the Consent Agenda as Presented VOTE: 5 ayes 0 nays Motion Carried RESIDENTS REOUESTS AND COMMENTS FROM THE FLOOR: Mayor Linke explained that this portion of the meeting was designated for anyone who wished to speak to the Council on items that were not on the Agenda. There were no comments or requests from the floor. PUBLIC HEARINGS: There were no public hearings scheduled for this meeting. • Mounds View City Council Regular Meeting Page 3 March 27, 1995 COUNCIL BUSYNESS: A. Consideration of Resolution No. 4739 Approving 1994 Compensation and Insurance Contributions for Police Officers Union, Teamster's Local 320, and Public Works Bargaining Unit Personnel Samantha Orduno, City Administrator, explained that this Resolution grants the 1994 Compensation Awards for both of the bargaining units--Police and Public Works. Binding arbitra- tion took place with these two unions and the arbitration award was decided on the following basis: 2.95 wage increase retroactive to 1/1/94; and insurance contribution increase from the 1993 amount of $300/month to the 1994 amount of $310/month. The same contribution will be given to non-union employees. Orduno pointed out that Schedule A on the back of the Resolution lists the 1993 base wage and the 2.95 percent increase for 1994. The year 1995 was also settled by arbitration and will be submitted for Council review at the April 10 meeting. Also listed is the 1993 base wage for Public Works and the 2.95 percent increase for 1994. Although Public Works, under State Law, is not subject to binding arbitration, they agreed to go :along with the same arbitration award as the Police. This is consistent with that award. Consideration of Resolution No. 4737, Transferring Funds for Arbitrator's Services Rendered in the Matter of Interest Arbitration Between the City of Mounds View and the Minnesota Teamsters Public and Law Enforcement Employees Union, Local 320 Samantha Orduno, City Administrator, advised that common practice is to split the cost of arbitration between the two parties--in this case, the Police Union and the City of Mounds View. The total fee was $4,081.36; the City is responsible for $2',,040.68. Staff is requesting Council to consider the Resolujtion which would approve the transfer of funds from the Contingency Account to the Human Resources Account for the arbitration services rendered. _._ ~.. Mary aarion, Director of Parks, Recreation and Forestry, inform d Council that this was a "housekeeping" item. Each year C ty Forester Wriskey bids out tree removal contracts and furnis es the results of those bids. The low bid for 1995 was Brad's Tree Service. Mayor $inke inquired who the low bid went to last year. Ms. Sa rion reported that the low bid was awarded to Precision • Tree S rvice and Bluemel's Tree Service for the year 1994. Mary S~arion, Director of Parks, Recreation and Forestry, presented an explanation of the Parks and Recreation Ordina~ce. The new Ordinance is more comprehensive than the previo s Ordinance. The Ordinance will be used for Code enforc ment and education in uses of the recreational facilities. Mounds View City Council Page 5 Regular Mee ing March 27, 1995 Counci member Trude requested an explanation of tree removal bids f r residents that might have a tree that needs to be remove which is on their own personal property, not on City prosier v. Ms. Sa rion explained that residents are entitled to the same bid th t the City uses. If they use Brad's Tree Service, their ost will be the same as the City's would be for tree remova services. Everyone has the opportunity to get their own bi s; however, the tree contracting service that the City awards is usually the low bid for individual homeowners as well. Trude ummarized that homeowners would be able to save money for tr a removal services by using the City's bid. Samant a Orduno, City Administrator, reported that this reques came from Midwest Golden Gloves to conduct a boxing event. This item is consistent with past events, in which there have been no problems. They have supplied all the docume tation required by the City as well as by the State. The Ci y has performed all the necessary checks. Approv 1 of this Resolution is necessary in order for them to hold t e amateur boxing event on April 12 and 13, 1995 at the Bel-Ra Ballroom. This is an operational matter that requires formal approval by the Council. It was discus ed at the Work Session that tree trimming businesses should be required to be licensed by the City. A license fee of $40.00 would be consistent with all the other businesses in the Ci y that are required to be licensed. Ms. Or uno read Ordinance No. 558 and explained that, because this i sue falls under the requirement for an Ordinance, this is a r quest for the introduction of Ordinance No. 558. It will b presented for final adoption by a roll call vote at the Co ncil meeting on April 10. MOTION SECOND: Quick/Hankner to Approve the Introduction of Ordina ce No. 558 Amending the Municipal Code of Mounds View by Ame ding Chapter 1001 Entitled, "Building Code" VOTE: 5 ayes 0 nays Motion Carried H. Samant a Orduno, City Administrator, provided the background inform tion of this "housekeeping" item. The schedule of fees are us ally presented close to the beginning of the year; howeve because of the tree trimming business and reinsp ctions that were discussed at the Work Session, it is being rought before the Council at this time. This Uniform Schedu a of Fees and Charges outlines all the fees and permit charge that the City charges on a variety of different subjec s, very few of which have changed. Those that have change are either because of State Law requirements or becaus they were previously discussed at the Work Session. Mayor inke inquired what area the tree trimming fees would be under. Ms. Or uno responded that tree trimming would fall under the catego y of Businesses, which is a separate Resolution. Linke asked Ms. Orduno if the $2.50 charge for an identi ication card for peddlers and transient merchants was suffic ent to cover the cost. Ms. Or uno felt that the $2.50 charge for the identification • cards ay or may not cover costs. The majority of transient mercha is do not purchase the I.D. cards at all. Residents Mounds View City Council Page 7 Regular Mee ing March 27, 1995 are us ally good about calling City Hall and informing staff of tra sient merchants that didn't have an identification card. Linke ddressed Item 78, Filing Fee for Public Office. This item as discussed at the Charter Commission and it was decide that the $5.00 Filing Fee for Public Office should be raised Linke suggested the fee be raised to $35.00. Althou h that amount would still not cover the expenses involy d to furnish a candidate with the necessary paperwork, it wou d be a reasonable amount that would not prevent an indivi ual from filing for public office. It was felt that Item 78, Filing Fee for Public Office, should be dis ussed at a later date to permit adequate research in obtain ng an accurate cost. Ms. Orduno said she would be able to fur ish those figures at the April 3 Work Session. MOTION SECOND: Trude/Hankner to Adopt Resolution No. 4731 Rescin ing Resolution No. 4461 and Establishing a Uniform Schedu a of Fees and Charges, Exhibit A Attached, as Presented • VOTE: 5 ayes 0 nays Motion Carried Counci member Trude commented that the establishment of fees and ch rges was one way for the government to pass the costs on to he people that create the costs. I. Counci member Hankner explained that an airport task force had been iscussed and it was felt that five to seven members should be appointed. The following names were offered for the appoin ments to the Airport Task Force: Jim Sculthorp, Sue Weber, Jim Nelson, Reinhold Markfelt, and Leonard Burgers. Hankne gave a brief background of the appointees and felt they w uld be a good representation for the City. Some of the appoin ees feel very passionate about the airport issues and should be able to bring a good amount of advisory information to the Council. • Counci member Trude mentioned that it is difficult as a Counci member to be well informed on every single issue that comes efore the Council and the forming of this task force would be a helpful means to keep Councilmembers abreast of airpor issues. Mounds View City Council Page 8 Regular Meeting March 27, 1995 Counci member Hankner said she would be calling the members of the to k force to set a schedule for them to meet. She mentio ed that the five members to be appointed were residents of the orth side of the city and she felt that the remaining member hip should consist of residents from the south side of the ci v. MOTION SECOND: Hankner/Trude to Approve Appointments to the Anoka ounty/Blaine Airport Task Force VOTE: 5 ayes 0 nays Motion Carried Mayor Linke expressed his appreciation to Councilmember Hankne for her efforts in the establishment of the Airport Task F rce. REPORTS 1. C uncilmember Quick: No report. . C uncilmember Blanchard: No report. C uncilmember Hankner: No report. C uncilmember Trude reported that a Federal grant has b en awarded to build a control tower at the Anoka C unty/Blaine Airport. She pointed out a section of the E vironmental Impact Study regarding the airport tower. T e social impact of the airport control tower, according t this study, is that it will not disrupt established c mmunities or disrupt planned development or cause any c anges in roadway traffic patterns. The Environmental I pact Study states there are no social impacts a ticipated. Any residents disagreeing with that should a tend the meeting at Blaine City Hall on April 19, at 7 00 p.m., and testify their opinion that it will impact o r community. T ere are two theories: (1) The control tower would be a improvement because it would keep aircraft higher and k ep them north of County Road J. (2) Air traffic will i crease because the level of safety offered at this airport will be better. The control tower will enable a h lding pattern that could cause planes to circle over r sidential areas. C uncilmember Trude reported that Property Tax Notices h ve gone out. Residents in disagreement with the value Mounds View City Council Page 9 Regular Mee ing March 27, 1995 o their property as stated on the Notice only have until A ril 7 to challenge it. The back of the Notice explains t e procedures to follow if they do, in fact, wish to c allenge it. The Property Tax Notices are produced by t e County and cannot be amended by the City. C uncilmember Trude reported that there will be a public m eting held on March 28 in the Coon Rapids CDC building a 7:00 p.m., and the Brooklyn Park Town Hall at 7 00 p.m., to set policy for the State on children and f milies and what they need in the future. The group is c lled New Visions for Families and Communities and they r ceived a Federal grant to find out how the State g vernment can better meet family needs in the future. C~uncilmember Hankner inquired if this was a State • uncilmember Trude specified that it was a State ministered Federal grant. The group will discuss anging social services to better meet families' needs. e announced the toll-free number of the New Visions for milies and Communities. C uncilmember Trude also reported that she had been able t sit on the design team interviews for the selection of t e group that will design the pedestrian bridge in the c ty of Mounds View. She related that the City has been f rtunate to have the Federal grant awarded for the b idge. a. Report d that the Appreciation Dinner was scheduled for Friday March 31, with the White Sidewalls to provide entert inment. Tickets are $10 and can be purchased at City Hall. Many persons who, in the past, have received free ticket will be required to pay for their tickets this year due to the ethics law. The only people who will receive free ticket this year are those who will be receiving an award at the Ap reciation Dinner. b. The Li ns Easter Party is scheduled for April 15, at City Hall. Linke invited the public to bring their children for the pa ty. • a. Sa Sa is Orduno reported that a new Fire Chief was selected on ~y. She offered a brief summary of the backgrounds of Mounds View City Council Page 10 Regular Meeting March 27, 1995 the thr a candidates who were interviewed and stated that Nyle Zikmund, the in-house candidate, was selected to be the new Fire Chief. He will probably begin his new position in mid- April. Ms. Orduno extended her congratulations to Nyle. No report. Mayor Linke announced that the next Council Work Session is scheduled f r April 3, 1995. The next Council Meeting will be April 10, 19 5. There will be a Special Meeting on April 13, 1995, to discuss t e replacement of the Golf Course Superintendent.
