HomeMy WebLinkAbout12-19-1985 MOUNDS VIEW CHARTER COMMISSION MINUTES December 19, 1985 I. Meeting called to order by Chairman Doty at 7:30 P.M. with recitation of the "Pledge Allegiance to the Flag". II. Roll Call Absent: Robert Beutel Milan Illig Charlotte Forslund William Werner, Sr. III. Approval of Minutes of December 12, 1984 Motion by Jean Miller, seconded by Don Hodges, to approve minutes of December 12, 1984, as presented. Motion passed unanimously. Approval of Minutes of January 9, 1985 Motion by Duane McCarty, seconded by Lowell Nygaard, to approve minutes of January 9, 1985, as presented. Motion passed. One abstention: Wally Skiba. IV. New Business The chairman read a letter dated May 21, 1985, (copy attached) from Don Pauley, city clerk-administrator, concerning House File No. 759 adopted by the 1985 Legislature and signed into law as Chapter No. 72 of the 1985 Laws of Minnesota relating to changes and procedures in deadlines for absentee ballots and changing the filing dates for municipal elections. The chairman_suggested that-the-Char-te Commission r-eeommen to--the Gity Council that they, by Ordinance, amend Chapter 4, Section 4.02, of the City Charter in order to conform with state law, Minnesota Statute 1984, Section 205.13, Sub 1, which changes the number of days to which a candidate may file for a municipal office. Following discussion, a motion was made by Judy Rowley, seconded by Lowell Nygaard, that the Mounds View Charter Commission recommend to the City Council that they, by Ordinance, amend Chapter 4, Section 4.02, of the City Charter to read as follows. Motion passed unanimously. IV. New Business - - (continued) Page 2 Chapter 4, Section 4.02, to read: "Sec 4.02. Filing for Office. No earlier than fifty-six days nor later than forty-two days before any municipal election, any resident of the city qualified under state law for elective office may, by filing an affidavit and by paying a filing fee to the clerk-administrator in an amount as set by ordinance, have his/her name placed on the municipal election ballot." V. Annual Report In compliance with Minnesota Statute 410.05, motion made by Duane McCarty, seconded by Lowell Nygaard, that the secretary submit the Commission's annual report to the District Court. Carried unanimously. VI. Meeting Dates Motion made by Jean Miller, seconded by Russ Warren, that the meeting dates be scheduled for the second Wednesday of each quarter; such meetings to be called at the discretion of the Chairman. Carried unanimously. March 12, 1986 June 11, 1986 September 10, 1986 December 10, 1986 VII. Motion made by Duane McCarty, seconded by Judy Rowley, that the chairman notify the city clerk-administrator, at least three months prior to the expiration date of any seat on the Charter Commission, the names of the incumbents with expiration date, a summary of the application process, and the final date on which the chief judge will accept applications for appointment, so that the administrator can publish such information in the city newsletter, and_the official newapaper of the City of Mounds View. Carried unanimously. VIII. Motion to adjourn by Duane McCarty, seconded by Judy Rowley. Carried unanimously. TIME: 8:00 P.M.
