MINUTES
December 23, 1986
I. Meeting called to order at 7:05 P.M. by Ruth White, Secretary - being the
only remaining officer of the Charter Commission.
It was pointed out that (7) commission members terms expired on 11/1/86,
they being:
Robert Beutel Jean Miller
Willard C. Doty Judy Rowley
Neil W. Loeding Walter Skiba
Duane McCarty
II. Motion made by Bill Werner, seconded by Lowell Nygaard, that Ruth White act
as Temporary Chairperson until new officers are elected. Carried unanimously.
III. Roll Call
Present: Forslund, Illig, Johnson, Nygaard, Werner, White
Absent: Hodges
Tardy: Warren
IV. Election of Officers
New Officers elected to take office effective at the close of business following
the meeting in which they are elected to serve a term of (2) years.
1. Motion made by Lowell Nygaard, seconded by Bill Werner, that Charlotte
Forslund be nominated for the position of Chairperson. There being no
other nominations, a vote was taken by a show of hands. Motion passed
unanimously.
2. Motion made by Charlotte Forslund, seconded by Milan Illig, that Lowell
Nygaard be nominated for the position of Vice Chairman. There being no
other nominations, a vote was taken by a show of hands. Motion passed
unanimously.
3. Motion made by Lowell Nygaard, seconded by Bill Werner, that Ruth White
be nominated for the position of Secretary. There being no other nominations,
a vote was taken by a show of hands. Motion passed unanimously.
V. Approval of Minutes of December 19, 1985
Motion made by Phil Johnson, seconded by Russ Warren, to approve minutes of
December 19, 1985, as presented. Motion carried.
Abstentions: Forslund, Illig, Werner.

VI. Annual Report
In compliance with Minnesota Statute 410.05, motion made by Bill Werner,
seconded by Lowell Nygaard, that the secretary submit the Commission's
Annual Report to the District Court. Motion carried.
VII. Meeting Dates
Motion made by Milan Illig, seconded by Bill Werner, that the meeting dates
be scheduled for the second Wednesday of each quarter; such meetings to be
called at the discretion of the Chairman. Motion carried.

VIII. Motion made by Charlotte Forslund, seconded by Phil Johnson, that the secretary
write a letter to Chief Judge Marsden, Ramsey County District Court, requesting
a list of the new appointees to the Mounds View Charter Commission. Carried
unanimously.
IX. Motion to adjourn by Bill Werner, seconded by Phil Johnson. Carried unanimously.
