New Charter Commission members were introduced and welcomed. New Members: Term expiring 11/1/1990 Lloyd L. Bardwell Charlynn (Blackstone) Robertson Susan Hankner Robert E. Toborg Arlene Werdien Reappointments: Jean E. Miller Judith Rowley II. Roll Call Absent: Hodges - Excused Johnson Rowley - Excused Nygaard Illig Warren III. Approval of Minutes of December 23, 1986 Motion by Charlynn Robertson, seconded by Bill Werner to accept the minutes of 12/23/86, as written. Passed unanimously. IV. New Business 1. The commission made note that, on February 10, 1986, the City Council of the City of Mounds View, by Ordinance No. 404, amended Chapter 4, Section 4.02 of the Home Rule Charter of the City of Mounds View, per the request of the Charter Commission. This Ordinance amended the original Charter changing the filing dates for city elective office from "no earlier than forty-two days, to fifty-six days", and, "nor later than twenty-eight days, to forty-two days" before any municipal election. This Ordinance, therefore, being Amendment Number (1) to the Home Rule Charter of the City of Mounds View. (Copy of Ordinance No. 404 is attached.) IV. New Business - - (continued) Page (2) 2. The secretary read a letter addressed to the Chair, Charlotte Forslund, dated October 8, 1987, from Donald Pauley, city administrator, with reference to the 1987 Legislature amending State Statutes relating to the filing dates for local elections, and recommending to the com- mission that they amend the Charter to conform with state law. The Chair suggested that the Charter Commission recommend to the City Council that they, by Ordinance, amend Chapter 4, Section 4.02, of the Home Rule Charter, to conform with state law (Minnesota Statutes 1986, section 205.13, sub-division 1) which changes the number of days to which a candidate may file for municipal office. Following discussion, a motion was made by Bob Toborg, seconded by Jean Miller, that the Mounds View Charter Commission recommend to the City Council that they, by Ordinance, amend Chapter 4, Section 4.02, of the City Charter to read as follows: "Sec. 4.02. Filing for Office. No earlier than seventy days nor later than fifty-six days before any municipal election, any resident of the city qualified under state law for elective office may, by filing an affidavit and by paying a filing fee to the clerk-administrator in an amount as set by ordinance, have his/her name placed on the municipal election ballot." Motion passed unanimously. Motion made by Charlotte Forslund, seconded by Bob Toborg, that a letter be written to the City Council to this effect, and should such Ordinance be passed, a copy of such Ordinance be mailed to the Secretary of the Commission, and amended copies of the Charter be mailed to each charter commission member. Motion passed un- animously. V. Annual Report In compliance with Minnesota Statute 410.05, motion made by Jean Miller, seconded by Charlotte Forslund, that the secretary submit the Commission's annual report to the District Court. Carried unanimously. VI. Meeting Dates Page (3) Motion made by Jean Miller, seconded by Bob Toborg, that the meeting dates for 1988 be scheduled for the second Thursday of each quarter; such meetings to be called at the discretion of the Chair, except meeting of third quarter, 9/8/88, which is a definite scheduled meeting. W ! -e Secretary v ORDINANCE NO. 404 /) CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AN ORDINANCE AMENDING CHAPTER 4, SECTION 4. 02 OF THE HOME RULE CHARTER OF THE CITY OF MOUNDS VIEW The Council of the City of Mounds View does hereby ordain: SECTION I . The Mounds View Charter Commission met on December 19, 1985 and unanimously approved an amendment to the Home Rule Charter to comply with the provisions of Minnesota Law relating to the timelines for filing for candidacy for local office . SECTION II. Chapter 4, Section 4. 02 is amended to read as follows : Section 4. 02 Filing for Office . No earlier than to *ty-twe fifty-six days nor later than twenty- e ght forty-two days before any municipal election, any resident of the city qualified under state law for elective office may by filing an affidavit and by paying a filing fee to the Clerk-Administrator in an amount as set by ordinance have his/her name placed on the municipal election ballot.
