Dear Judge Plunkett:
In compliance with Minnesota Statute 410.5, we are submitting to you our Annual
Report for 1988 as follows:
I. Member Changes
Terms expired as of 11/1/88 for the following members:
Charlotte Forslund
Donald C. Hodges
Milan Illig
Philip G. Johnson
Lowell D. Nygaard
Russell A. Warren
William Werner, Sr.
Ruth J. White
As of the date of the Commission's last meeting, December 8, 1988, no replace-
ment members were appointed.
II. Meeting Dates
September 8, 1988 (business not conducted for lack of quorum.)

III. Business Synopsis
1. Due to the fact that all present officers' terms expired on 11/1/88,
at the meeting of 10/13/88, by motions being duly made and passed,
interim measures were provided as follows:
a) Jean Miller appointed as interim... secretary effective 11/1/88, until
such time as the Commission has full membership, and in a position to
elect permanent officers.

b) Charlotte Forslund appointed to remain as Chairperson until such time
as a determination was made as to her reappointment, and until the
election of new and permanent officers. If appointment not renewed,
Robert Toborg to serve as interim Chairman.
2. Two Ordinances were passed by the Mounds View City Council in order to
bring the Charter into conformance with state statues relating to the
deadlines for filing for elective office in municipal elections:
a) City Ordinance No. 404, dated February 10, 1986, Amendment No. 1.
b) City Ordinance No. 435, dated March 14, 1988, Amendment No. 2.
(Copy of Ordinance No. 404 and Ordinance No. 435 are attached.)
3. The following members participated in the regular meeting of December
8, 1988, as the Commission had no knowledge, to date, of their replace-
ment:
Charlotte Forslund
Donald Hodges
Lowell Nygaard
William Werner
Ruth White
4. Meeting dates for 1989 scheduled for the second Thursday of each quarter;
such meetings to be called at the discretion of the Chair, as follows:
March 9, 1989
June 8, 1989
September 14, 1989
December 14, 1989.

ORDINANCE NO. 404
) CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AN ORDINANCE AMENDING CHAPTER 4, SECTION 4. 02 OF THE HOME
RULE CHARTER OF THE CITY OF MOUNDS VIEW
The Council of the City of Mounds View does hereby ordain:
SECTION I. The Mounds View Charter Commission met on
December 19, 1985 and unanimously approved an
amendment to the Home Rule Charter to comply with
the provisions of Minnesota Law relating to the
timelines for _filing for candidacy for local office. •
SECTION II. Chapter 4, Section 4 . 02 is amended to read
as follows:

Section 4 . 02 Filing for. Office. No earlier than
€arty-twe fifty-six days nor later than twenty-
eight forty-two days before any municipal election,
any resident of the city qualified under state law
for elective office may by filing an affidavit and
) by paying a filing fee to the Clerk-Administrator in
an amount as set by ordinance have his/her name
placed on the municipal election ballot.
SECTION III. This ordinance shall take effect 90 days
after the date of its publication.

STATE OF MINNESOTA
AN ORDINANCE AMENDING CHAPTER 4, SECTION 4. 02 OF THE HOME
RULE CHARTER OF THE CITY OF MOUNDS VIEW
The Council of the City of Mounds View does hereby ordain:
SECTION I. The Mounds View Charter Commission met on
November 19, 1987 and unanimously approved an
amendment to the Home Rule Charter to comply with
the provisions of Minnesota Law relating to the

SECTION II. Chapter 4, Section 4. 02 is amended to read
as follows:

before any municipal election, any resident of the
