MINUTES
October 13, 1988
I. Meeting called to order by the Chair, Charlotte Forslund, at 7:50 P.M.

III. Approval of Minutes of November 19, 1987
Motion by Jean Miller, seconded by Bob Toborg, to accept the minutes of
11/19/87, as written. Passed unanimously.
IV. New Business
1. The Chair noted that the terms of eight (8) commission members expire on
11/1/88; namely, Hodges, Illig, Johnson, Nygaard, Warren, Werner, White,
Forslund - that a notice was published in the City Newsletter to this effect
requesting that anyone who was interested in serving on the Charter Commission
should make application in writing to the District Judicial Court in St. Paul.
The Chair stated that she had no personal knowledge of anyone making applicaton,
---- - - --nor t-hat -anyone-,- -to--date,-had-been_ appointed to _fill__any__vacancies -that_ __
election of officers; namely, Chairman, Vice Chairman, and Secretary occurred
at the first meeting after November 1st on even numbered years for a term of
two years - that the next meeting would be December. 8, 1988, and due to the
fact t1at all present officers' terms expire 11/1/88, interim measures should
be provided.
2. Motion made by Ruth White, seconded by Charlotte Forslund, that Jean Miller
be appointed as interim secretary effective 11/1/88, and until such time as
the Commission has full membership, and in a position to elect permanent
officers. Passed unanimously.

3. Motion made by Lowell Nygaard, seconded by Arlene Werdien, that Charlotte
Forslund remain as interim Chair effective 11/1/88, providing her appointment
is renewed, and until the election of new and permanent officers. If her
appointment is not renewed, Robert Toborg will serve as interim Chairman.
Passed unanimously.
4. The secretary reported that she was in receipt of a Certified Copy of City
Ordinance No. 404, which amends Chapter 4.02, Filing for Office, of the City
Charter, in order to comply with the provisions of Minnesota Law - that she
also was in receipt of a copy of City Ordinance No. 435, which again amends
Chapter 4.02, Filing for Office, of the City Charter, from "no earlier than
fifty-six days, TO seventy days", and, "nor later than forty-two days, TO
fifty-six days" before any municipal election.
a) Motion made by Jean Miller, and seconded by Don Hodges, that City Ordinance
No. 404, dated February 10, 1986, become Amendment No. 1, and that City
Ordinance No. 435 dated March 14, 1988, become Amendment No. 2, to the
original City Charter dated October 11, 1979, and, therefore, to be addendums
thereto. Passed unanimously.

5. Motion by Jean Miller, seconded by Lowell Nygaard, that the secretary, in
compliance with Minnesota Statute 410.05, submit the Commission's annual
report to the District Court. Passed unanimously.
6. Motion to adjourn by Bob Toborg, seconded by Charlynn Robertson.
Passed unanimously.

ORDINANCE NO. 435
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
t STATE OF MINNESOTA
AN ORDINANCE AMENDING CHAPTER 4, SECTION 4. 02 OF THE HOME
RULE CHARTER OF THE CITY OF MOUNDS VIEW
The Council of the City of Mounds View does hereby ordain:
SECTION I. The Mounds View Charter Commission met on
November 19, 1987 and unanimously approved an
amendment to the Home Rule Charter to comply with
the provisions of Minnesota Law relating to the
timelines for filing for candidacy for local office.
SECTION II. Chapter 4, Section 4. 02 is amended to read
as follows:
Section 4. 02 Filing for Office. No earlier than
seventy days nor later than fifty-six days
before any municipal election, any resident of the
city qualified under state law for elective office
may by filing an affidavit and by paying a filing
fee to the Clerk-Administrator in an amount as set
by ordinance, have his/her name placed on the
municipal election ballot.
SECTION III. This ordinance shall take effect 90 days
after the date of its publication.
Read by the City Council of the City of Mounds View this
22nd day of February, 19 8'8.

AN ORDINANCE AMENDING CHAPTER 4, SECTION 4. 02 OF THE HOME

The Council of the City of Mounds View does hereby ordain:

December 19, 1985 and unanimously approved an
amendment to the Home Rule Charter to comply with
