Re: Charter Commission
Dear Gary:
I wrote a letter to Susan Alliegro to get copies of
Mr. Beyer's application prior to appointment to the Charter
Commission. I also personally contacted Judge J. Jerome Plunkett
and talked to him about the situation. I asked him for an
explanation regarding the appointment of Mr. Beyer and asked
whether he had considered Glenda Meixell for the position on the
Charter Commission.
The Court will forward to me copies of Mr. Beyer's paperwork
in the near future. Judge Plunkett, on the other hand, advised
that Mr. Beyer submitted his application shortly after the
appointed Commissioner indicated he would not serve. Apparently
Ms . Meixell wanted to be considered for an appointment and
contacted the District Court. She contacted the Court
Administrator on April 12 , 1989 .
Judge Plunkett wrote a letter to her on April 20, 1989
indicating that he would like to receive a resume concerning her
background and experience to judge her qualifications . Apparently
Ms . Meixell did not send that out within the thirty day period that
the Court has to appoint a member to the Charter Commission. As
a result, the only people who were considered for the position,
according to Judge Plunkett, were people who had submitted not only
their names, but other information regarding their qualifications
within the thirty day period of time.
I realize the City's position regard to the requirement of a
resume. I agree with you that there is no requirement I can find
in the State statute for submitted a resume or other qualifying
documents . I agree that it appears that the only qualifications
are residents in Mounds View having attained the age of majority.

At this point, I am not sure of how you want to proceed. I
talked with Judge Plunkett about a meeting between himself and you,
me and other members of the City Council who are interested in this
issue. Judge Plunkett said he would be willing to meet with us,
although it would be difficult to schedule anything within the next
one to two weeks . If you are interested in pursuing this matter
along those lines, I would be happy to set up a meeting between
Judge Plunkett, you and me at a mutually convenient time. Let me
know how you want me to proceed from here on.

Dear Ms . Alliegro:
I was recently contacted by one of the City Council members
for the City of Mounds View. They were advised that Mr. Vernon
Beyer had been appointed as the new Charter Commission member. The
Council member wished to obtain a copy of all information submitted
by Mr. Beyer to Judge Plunkett for consideration prior to his
appointment.
Could you please send me a copy of any resume, letters, or
other documentation submitted by Mr. Beyer to the Court prior to
his selection? Your cooperation in this matter would be most
appreciated.
