Minutes
December 13, 1990
I. The meeting was called to order at 7:30 p.m. by Vice-Chair Edward Trettel.

III. Charter Commission Vacancies
As of December 20, 1990, the following people have been appointed
by The Honorable Joanne Smith, Chief Judge of the Ramsey County District
for a 4 year term to expire in November 1994.

2. Sue Hanimer
3. David Long
4. Robert Tobora
5. Julie Trude
If the appointment is accepted the individual will sign the "Oath and
Acceptance of Appointment" and return it to the Court.
Notices for Charter Commission vacancies have appeared in the Focus,
Bulletin, and the Mounds View City Newsletter. Commission members will also
speak with possible applicants.
IV. Approval of minutes
Motion by J. Linke, seconded by L. Burgers to accept the minutes of
December 14, 1989 as presented. Passed unanimously.
V. Charter History
Vice-Chair E. Trettel asked Duane McCarty, former member of the
Charter Conunission, to give a brief history of the Charter. He gave a
broad outline of how the Charter came into existence.

VI. Election of Officers
Chair
Motion by S. Haugen, seconded by J. Kavanaugh to nominate
L. Burgers for Chair. Passed.
Motion by E. Trettel, seconded by A. Werdien to nominate
R. Toborg for Chair. Passed.
Motion by V. Beyer, seconded by J. Linke to close nominations. Passed.
The results of the paper ballot vote were as follows:
L. Burgers 7, R. Toborg 3, J. Kavanaugh 1 write-in
Leonard Burgers was declared Chair.
Vice-Chair
Motion by J. Linke, seconded by L. Burgers to nominate
R. Toborg for Vice-Chair. Passed.
Motion by S. Haugen, seconded by J. Linke to close nominations. Passed.
Motion by J. Linke, seconded by V. Beyer to cast a unanimous
ballot for Robert Toborg for Vice-Chair. Passed.
Secretary
Motion by J. Kavanaugh to nominate A. Werdien for secretary. Declined.
Motion by S. Haugen to nominate D. Turner for secretary. Declined.
Motion by L. Burgers, seconded by E. Trettel to nominate J. Kavanaugh
for secretary. Passed.
Motion by V. Berger, seconded by L. Burgers to close nominations. Passed.
A unanimous ballot was cast for James Kavanaugh for Secretary.
VII. Meetings for 1991
Motion by J. Linke, seconded by V. Beyer to schedule meetings for
second Thursdays, 7:30, City Hall
March 14, 1991
October 10, 1991
Other meetings to be called by the Chair as necessary. Passed.
VIII. Annual Report
Motion by R. Toborg, seconded by J. Kavanaugh directing the secretary
to send the annual report to Chief Judge Joanne Smith of the
Ramsey County District Court. Passed unanimously.
IX. Adjournment
Motion to adjourn by R. Toborg, seconded by V. Beyer. Passed unanimously.
