The meeting was called to order at 7:50 p.m. The meeting was scheduled to begin at 7:30 p.m., however, the meeting room was locked. An initial search for a key was not successful. Chair- man Len Burgers was able to contact Councilman Gary Quick who opened the room. For future meetings, Chairman Burgers will ask that someone from the City Offices open the room for the meeting. II. Approval of Minutes The minutes from the December 14, 1990 meeting were reviewed by all present. No discrepancies were noted. Motion by S. Haugen, seconded by V. Beyer to accept the minutes as presented. Passed unanimously. Mounds View Charter Commission Page Two March 14, 1991 W. Old Business Secretary J. Kavanaugh noted that former secretary J. Miller had submitted the annual report to Chief Judge Joanne Smith as required by Minnesota Statutes 410.5. V. New Business Chairperson Burgers related that there was no new business as such but believed it was important for commission members to maintain the semi-annual meeting schedule with new commission officers and members, Chairperson Burgers believed it is worthwhile for commission members to familiarize themselves with commission procedures and meet each other. Commission members who were present each introduced themselves, provided brief biographical information and related their interest in membership on the Charter Commission. E. Trettel requested that a review of the Charter be presented by a knowledgeable person at a future meeting. He indicated he would appreciate receiving information concerning how the Charter was formed and the major features. Several other commission members expressed an interest in receiving this type of informationand conducting a discussion concerning the purpose of the charter and the powers contained therein. Councilperson Quick related that he knew of several persons who may be able to provide this information. Chairman Burgers will obtain the names of persons who may be able to present this information and contact someone before the next meeting. Mounds View Charter Commission Page Three March 14, 1991 Several commission members related that they did not have a copy of the Charter. Secretary J. Kavanaugh will contact City Hall staff to request that a copy of the Charter be sent to those members. VI. Next Meeting October 10, 1991 VII. Adjournment Motion to adjourn by V. Beyer, seconded by D.
