MINUTES
OCTOBER 10, 1991
I . The meeting was called to order at 7 :36 p.m. by Chairman Len
Burgers at the Random Park Shelter Building, 5214 Long
Lake Road. The meeting was held at this location as the
City's Council Chambers were being used for a previously
scheduled meeting.

III. Approval of Minutes
The minutes from the March 14, 1991 meeting were reviewed by
all presented. Passed unanimously.
IV. Old Business
As requested at the March 14, 1991 meeting, Chairman
Burgers contacted Bill Doty and requested that he appear
at the October 10, 1991 meeting and present a--listing of
the Mounds View Charter and its significant features .
Mr. Doty subsequently appeared at the meeting and
presented a verbal history of the development of the
Charter in the City of Mounds View. His presentation
included a description of the form of government in the
City of Mounds View in 1978, utility development issues
which required resolution by City government at that time
and citizen frustrations concerning an inability to
impact the decision making process .
A Citizen Task Force was formed to study the utility
issue. From that group, several people began the process
of researching the charter form of government and formed

the nucleus of a committee which wrote the Charter and
succeeded in having it placed on the ballot for elections The
Charter was passed in 1979 .
Commission members expressed appreciation for Mr. Doty's
presentation and responses to their questions concerning
development, passage and operation of the Charter.
V. New Business
a) Secretary J. Kavanaugh reminded the committee
that Minnesota Statute 410 .5 requires that the
Commission file an annual report of the
Commission's activities with the Chief Judge
of the Ramsey County District Court.
Discussion: A question was raised concerning
whether the report could be prepared at this
time or should be delayed until the end of
1991 . B. Toborg suggested that the report be
delayed until the end of the year in the event
it was necessary for the Commission to meet
again to consider additional business . J.
Linke agree, informing the committee that the
City Council may be requesting that the
Commission meet again. Due to City budget
constraints, the Council may request that the
Commission review the Charter requirement that
the City publish a newsletter six times each
year. Reducing the newsletter from six issues
to 4 issues each year would save the City
approximately $6,000 . The Council may also
ask the Commission to review the Charter
requirement that City Codes be reviewed every
5 years. Atthis time,_ theCitydoesnothave
sufficient funds to complete this type of
review.
Motion by J. Linke, seconded by R. Toborg that
preparation of the annual report be delayed
until the end of the year. Passed
unanimously.
Chairman Burgers directed that Secretary
Kavanaugh prepare the report in December when
it becomes apparent there will be no
additional meetings .

b) 1992 Meeting Schedule: Chairman Burgers
proposed that the Commission meet on March 12,
and October 15, 1992 .
Motion by J. Trude., seconded by R. Vandeveer
to accept the proposed meeting schedule.
Passed unanimously.
c) Adjournment:
Motion by J. Trude, seconded by S. Haugen to adjourn.
Passed unanimously.
