RULE ADOPTED
1. Conduct of Business. Roberts Rules of Order shall 11/20/78
govern the conduct of the Commission.
2. Offices of Commission. Chairman, Vice Chairman, and 11/20/78
Secretary.
3. Quorum to do Business. Simple majority established as 11/20/78
Quorum to do business (8) and decide questions (5) .
4. Appointments to Commission. The Charter Commission 11/20/78
suggest names of nominees to the District Court for
such consideration as the District Court wishes to
give them.
5. Voting. Voting be done by show of hands, and number of 12/4/78
"Nays" be recorded, if not a unanimous vote.
6. Regular Meeting Date. Third Wednesday of each month 1/3/79
established as regular meeting date at 7:30 P.M. , with
Agenda Meeting preceding at 7:00 P.M.
7. Quorum to do Business. (Revision) "A simple majority of 1/31/79
the active members to considered a Quorum to do business;
however, a smaller number of members may adjourn from time
to time."
8. Regular Meeting Date. (Revision) Regular Meeting Date 5/16/79
changed from the 3rd Wednesday of each month to the 4th
Wednesday of each month.
9. Quorum to do Business. (Revision) Quorum requirement 7/11/79
changed from 8 to 6, and the call of a question from
5 to 4, with the provision that a Final Draft of the
Charter must be approved by a majority of the entire
Commission. (This was done because of the difficulty
of obtaining a quorum to do business due to summer
vacations.)

10. Voting.. (Revision) Recording of votes in Minutes to 8/23/79
show complete voting record on all motions, if not
unanimous. (Number of "Ayes", "Nayes", and "Abstentions".)
11. Election of Officers. Chairman, Vice Chairman, and 3/25/81
Secretary, be at the first meeting after November 1st on
even numbered years, such terms of office to run for two
years.
12. Quorum to do Business. (Reestablishment of prior Rule) 3/25/81
A simple majority considered a Quorum to do business;
however, a smaller number of members may adjourn from
time to time.
13. Election of Officers. (Addendum to Rule) New Officers 12/8/82
elected to take office effective at the close of business
following the meeting in which they are elected.
14. Regular Meeting Date. (Revision) Second Wednesday of 12/14/83
each Quarter. Meetings to be called at the discretion
of the Chairman.
15. Appointments to Commission. (Resolution) "At least three 12/12/84
months prior to the expiration of any seat on the City of
Mounds View Charter Commission, or upon the resignation,
removal, or death of any Commission member, the Chairman
shall cause to be published in the Newsletter and the
official newspaper of the City of Mounds View a notice
of said expiration, the name of the incumbent member holding
said seat, a summary of the application process, and the final
date the Chief Judge will accept applications for appointment
to said seat."
16. Appointments to Commission. (Revision) "The Chairman 12/19/85
shall notify the city Clerk-Administrator, at least three
months prior to the expiration date of any seat on the Charter
Commission, the names of the incumbents with expiration date,
a summary of the application process, and the final date on
which the Chief Judge will accept applications for appointment,
so that the administrator can publish such information in the
city Newsletter, and the official newspaper of the City of
Mounds View."
17. Regular Meeting Date. (Revision) Second Thursday of each 11/19/87
Quarter, called at discretion of Chair, except 3rd quarter
meeting is a definite scheduled meeting.
