FEBRUARY 23 , 1993
I . Call to Order
The meeting was called to order by Jerry Linke , pro tem Chair ,
at 7 : 05 p .m. in the Mounds View City Hall Council Chambers .
II . Order of Business Revised/ Report of Samantha Orduno
Duane McCarty moved to amend the agenda so that the Commission
would first consider the comments of City Clerk-Administrator
Samanta Orduno regarding Chapter 6 of the Charter and then
consider the proposed By-Laws . Virgil Beyer seconded the
motion . Passed unanimously .
Samantha Orduno distributed the relevant charter provisions
or ordinance provisions governing the city clerks and managers
of Lino Lakes , South St . Paul , Blaine , Columbia Heights , Coon
Rapids , Robbinsdale , Fridley , Anoka , Crystal , West St . Paul ,
Richfield and Brooklyn Center . There was a brief discussion
of these materials by the Commissioners .
Following a general discussion of Chapter 6 of the Charter ,
Ms . Orduno offered to submit a memorandum to the Commission
describing which provisions in Chapter 6 work well and which
provisions present problems. In addition , she will provide
her written job description .
Samantha Orduno was asked to attend the next Commission meeting
on March 9 to discuss her memorandum. Don Brager will also
be asked to come and discuss Chapters 7 and 8 .
III . Roll Call
Present : Virgil Beyer , Jerry Linke , Duane McCarty , Richard
Oman , Pat Rickaby , Laurie Schley , Julie Trude , Ray Vandeveer ,
Arlene Werdien and Ruth White .
Absent (excused ) : Lloyd Bardwell , Len Burgers , Sue Hankner ,
Dave Long and Bob Toborg .
Motion by Duane McCarty , second by Virgil Beyer , to excuse
all absences due to the cold weather . Passed unanimously .
IV . Approval of Minutes
Motion by Laurie Schley , second by Pat Rickaby , to approve
the Minutes of the January 26th meeting . Vote : Ayes-9 Naye-
0 Abstentions-1 . Motion passed .
