MOUNDS VIEW CHARTER COMMISSION MINUTES
Regular Meeting: 11-30-95

1. Call to Order- by Chair Russ Warren at 7:00 p.m.
•
2. Roll Call -Present: Len Burgers, Virgil Beyer,Jerry Linke,Dave Long,Duane McCarty,Jean Miller,
Richard Oman,Laurie Schley,Rhonda Smeija,Roger Stigney,Russ Warren,Bill Werner,Ruth White.
Absent: (excused)Julie Trude,Bill Wilson.
3. Approval of Minutes -Motion by Virgil Beyer and second by Len Burgers to approve the minutes of
meeting 11-8-95,motion approved
4. Commission Business -Explanation of documents, by Richard Oman - Charter draft 95-1 and new
Charter redline. Motion by Laurie Schley and second by Jerry Linke to send Charter draft 95-1 to the
City Council without the Term Limits and Primary Election amendments. Motion by Richard Oman and
second by Ruth White to amend the original motion by keeping the Term Limits amendment in draft 95-
1. Jerry Linke handed out a legal opion regarding term limits, and there was discussion conerning the
proper role of the Council on the term limits amendment. The motion was clarified and a Roll Call Vote
was requested by the Chair. Question-Keep the term limits amendment in charter Draft 95-1�
Yes: Ruth WThite,Bill Werner,Roger Stigney,Jean Miller,Duane McCarty,Virgil Beyer,Richard Oman,
Russ Warren. •
Nu: Rhonda Srneija,Dave Long,Jerry Linke,Len Burgers,Laurie Schley. MOTION APPROVED 8 to 5.
Motion by Ruth White and second by Duane McCarty to amend the original motion by including the
primary elections amendment to the Charter. Discussion centered on the viability of this amendment being
approved of by the City Council, and the possibility of derailing the approval ofthe updated Charter. A
roll call vote was requested by the Chair. Question -Keep the primary elections amandment in Charter
draft 95-1
Yes: Virgil Bever, Len Burgers,Dave Lone. Duane McCarty, Jean Miller,Roger Stigney,Biil Werner, Ruth •
White.
No: Jerry Linke, Richard Oman. Rhonda Smeija. Russ Warren.
Abstain: Laurie Schley. MOTION APPROVED 9 to 4
There was then discussion regarding: time for fnal review, introduction of further amendments, and the
view that we had a Good document in Charter draft 95-1. It was pointed out by Len Burgers that new
amendments to the Charter can be made any time in the future. A roll call vote was requested by the
Chair. Question-Forward Charter draft 95-1 to the City Council for approval.

5. Adjournment - Motion by Jerry Linke and second by Dave Long to adjourn at 8:30 p.m..MOTION
